Variance request to reduce the amount of required ornamental trees along Keller Parkway from eleven (11) to five (5). See variance request #1 within the G-1 Staff Memo. Canopy Ornamental 7 (28 caliper inches total) 5 (82 caliper inches total) This included existing trees. 1 canopy tree removed with an amended site plan. Tree was located in TxDOT R.O.W. and did not require mitigation. Main Street Landscaping Requirements No variance request required. Remaining four (4) canopy trees meet the required 28 caliper inches for canopy trees along Main Street. Amended site plan illustrated four (4) canopy trees. Variance to reduce the amount of required ornamental trees along Main Street from seven (7) to four (4). See variance request #2 within the G-1 Staff Memo. Canopy Taylor Street Landscaping Requirements No variance request required. Applicant proposes to reinstall trees that were previously removed. Totals 25 Canopy; 18 Ornamental 25 Canopy; 19 Ornamental 7 Canopy; 5 Ornamental 4 Canopy; 3 Ornamental 9 Ornamental 21 Canopy; 9 Ornamental 3 Canopy; 9 Ornamental On 10/25/10, the Tree Board approved payment to the Tree Restoration Fund in lieu of tree mitigation for three (3) protected canopy trees. 9 Ornamental trees removed with proposed Amended Site Plan.
2 Capital One Bank Landscaping Proposal Required Barren Area Landscaping UDC Requirement Current Site Landscaping as of 10/25/10 Proposed Barren Area to be Removed Requested Variance New trees must be added to barren areas within buffers. Section 9.03 (F.2.d) Canopy trees have been installed in barren areas within the landscape buffers. 2 canopy trees at the west side entrance of the building within the west landscape buffer. Variance request to waive the required trees to be added in barren areas within the west landscape buffer. See variance #3 within the G-1 Staff Memo. Capital One Bank Landscaping Proposal Landscape Parking Island Requirements UDC Requirement Current Site Landscaping as of 10/25/10 Proposed Landscape Parking Islands to be Removed Requested Variance An island the size of one (1) parking space shall contain one (1) large three-inch (3 ) caliper canopy tree and an island the size of two (2) parking spaces shall contain two (2) large three-inch (3 ) canopy trees. Section 9.03 (F.3.f) All parking islands are landscaped to meet this requirement with the exception of 2 parking islands where canopy trees have been removed without permits. Capital One Bank proposes to reinstall these 2 canopy trees. All landscaping within 1 parking island on the east side of the drive-thru banking lanes. Landscaping includes: 1 canopy tree and 3 ornamental trees. Variance request to waive the required trees within 1 landscape parking island on the east side of the drivethru banking lanes to be considered. See variance #4 within the G-1 Staff Memo. Capital One Bank Landscaping Proposal Required Foundation Landscaping UDC Requirement Current Site Landscaping as of 10/25/10 Proposed Foundation Plantings to be Removed Requested Variance Foundation planting a minimum of 5 in width shall be provided at the fronts and sides of buildings and shall consist of a combination of groundcovers, shrubs, and ornamental trees. Section 9.03 (F.3.j) Shrubs, groundcovers, 1 canopy tree, 4 ornamental trees along all sides of the building. All shrubs, groundcovers, and trees (1 canopy and 4 ornamental) to be removed around all sides of the building. Variance request to waive the required foundation plantings on the north, west, and east sides of the building. See variance #5 within the G-1 Staff Memo. UDC Requirement All trees within street rights-of-way, utility or drainage easements, building pads, driveways, and fire lanes as shown on an approved site plan may be removed and shall be exempt from the tree protection and replacement requirements. An additional twenty percent (20%) of the remaining quality trees may be removed without penalty for parking lots and/or for grading and drainage purposes. Any additional tree removal in excess of twenty percent (20%) shall be subject to the tree replacement and mitigation requirements as defined in Section of the UDC. Section (C.3.d) Total Protected Quality Canopy (in caliper inches) allowed to be removed with Resolution No Capital One Bank Landscaping Proposal Tree Protection and Mitigation Total Protected Quality Canopy (in caliper inches) removed with construction of site Total Protected Quality Canopy (in caliper inches) removed without permit or mitigation as of 10/25/10 Total Protected Quality (in caliper inches) removed from site as of 10/25/ total (four (4) trees) is 61.4 over the allowed 56.6 inches to be removed. Total Protected Quality Canopy (in caliper inches) to be reinstalled or total payment to be made to Tree Reforestation Fund Tree Board Action 61.4 On 10/25/10, the Tree Board approved payment to the Tree Restoration Fund in lieu of tree mitigation for three (3) protected trees. Payment (at $100 per caliper inch) totaled $6,140.* *$100 is the minimum payment per caliper inch as established in Section (I.3)
