2 PROCESS & OBJECTIVES A. Develop a new Concept Plan for the Northwest Open Space Community Park that incorporates the vision of the Putuidem Committee. PROCESS AND OBJECTIVES B. Present the new Concept Plan to all City Committee / Commissions to gather comments on the concept, design elements, etc. Tonight s presentation will include: Background on the NWOS Project (Staff) Background on the Putuidem Village (Putuidem Committee). 6 PROJECT BACKGROUND OPTION B CONCEPT PLAN (ATTACHMENT 3) Concept Plan depiction of Option B, completed in December City Council rejected this Concept Plan on February 17, 2015 and directed staff to return with alternate project options. 6

7 BASE AMENITIES/FACILITIES OPTION PROJECT BACKGROUND BASE AMENITIES / FACILITIES OPTION Base Amenities/Facilities: 1. A paved entry, entry gate, access road and parking lot. $198, Prefabricated restroom with attached drinking fountain. 130, A small group cultural area. 59, A pole corral at the existing equestrian staging area with an equestrian ADA 32,000 ramp. Support Infrastructure and Ancillary Facilities: 5. Site Work Construction: mobilization, site clearing, grubbing and demolition, 110,000 traffic control, temporary construction fencing, site grading and earthwork, bioswales, and water quality documentation, monitoring and reporting. 6. Ancillary site amenities/facilities: monument sign, park rule signs, electrical 175,000 system with security lighting, sidewalks, gutters, trash enclosure, wood fencing, benches, trash receptacles, dogi-pots, and a bike rack. 7. Domestic water, fire and sanitary sewer infrastructure. 30, Site planting: soil preparation, weed abatement, mulching, 24 box trees, 30,000 shrubs, root barriers and 90-day post installation maintenance. 9. Site Irrigation: shrub area automatic irrigation system, tree bubblers and irrigation controller. 60,000 Total $824,000 15% Contingency 123,600 Estimated Project Cost $947,600 Rounded up Total $950,000 * Above table illustrate estimated construction costs. The Alternate Base Amenities/Facilities Option was one of two project options presented to the City Council on April 7, City Council approved this option for implementation. 8

10 With the concept depiction completed for the Alternate Base Amenities/Facilities Option, staff and the CEQA tribal representatives began the work to develop the details of the expanded group cultural area. PROJECT BACKGROUND DEVELOPMENT OF NEW CONCEPT PLAN Subsequently, the Putuidem Committee (PTC) was formed in mid The PTC comprise of CEQA tribal reps., local tribal members and volunteer commission members. Independent of staff, the PTC met regularly to develop a concept for the group cultural area. An initial presentation by the PTC was made to CHC on September 22, The PTC s vision/concept was then presented to staff on October 19, Collaboratively, adjustments to the concept depiction was then made. A design workshop was held to finalize the new Concept Plan which was completed in December The new Concept Plan will be presented to City Commissions for comments, feedback and recommendations prior to presenting the item to City Council for approval. 10
