2 PROTECT Purpose of all work done in survey and registration is not to only register properties. The end goal is to preserve them. To preserve properties must be able to work with them and plan for their protection reuse and continued use.
3 PROTECT Work with city/county etc. to be involved in the planning stages for all work. That means you become part of the regular process and AID the cities planners and elected officials, rather than be viewed as a hindrance. Added benefit is that this way there are no delays through regulatory agencies public etc.

5 Comprehensive Plan WV Legislature properly identified historic resources as important to a community and enacted revised comp plan requirements in What is a comp plan Required to enact zoning, land use controls etc. Present the big picture and state the vision. Involve the citizenry. Guide regulation and public investment. Give direction. Protect the community.
6 Comprehensive Plan WV State Code 8A-3-4 requires that the following thirteen components be included in a Comp Plan: 1. Land use. 2. Housing. 3. Transportation. 4. Infrastructure. 5. Public services. 6. Rural. 7. Recreation. 8. Economic development. 9. Community design. 10. Preferred development areas. 11. Renewal and/or redevelopment. 12. Financing. 13. Historic preservation.

14 Smart Growth Planning What is "smart growth?" Smart growth is a better way to build and maintain our towns and cities. Smart growth means building urban, suburban and rural communities with housing and transportation choices near jobs, shops and schools. This approach supports local economies and protects the environment. At the heart of the American dream is the simple hope that each of us can choose to live in a neighborhood that is beautiful, safe, affordable and easy to get around. Smart growth does just that. Smart growth creates healthy communities with strong local businesses. Smart growth creates neighborhoods with schools and shops nearby and low-cost ways to get around for all our citizens. Smart growth creates jobs that pay well and reinforces the foundations of our economy. Americans want to make their neighborhoods great, and smart growth strategies help make that dream a reality.
