1 Secretary of the Interior s Standards for Rehabilitation
2 Rehabilitation is defined as the act or process of making possible a compatible use for a property through repair, alterations, and additions while preserving those portions or features which convey its historical, cultural, or architectural values.
3 Consider the following: What makes the resource significant? What features convey that significance? What is the context surrounding the resource? Does the resource retain integrity throughout or are some areas better preserved than others?

5 Identify the primary spaces: How is the property accessed / entered? What is the first space you experience when you enter? How do people circulate through the property? Usually, the building s front façade and front foyer are primary. Secondary facades are on the sides and sometimes the back. Secondary interior spaces might be side hallways and rooms off the front of the building. Tertiary spaces are usually utilitarian like basements, attics, and closets. They may also be spaces that have lost historic integrity.
6 Identify specific treatments: What will it take to repair what is broken or deteriorated? What new materials, features, systems need to be introduced?

8 Standard #2 The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided. May meet the Standards
9 Standard #3 Each property shall be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or architectural elements from other buildings, shall not be undertaken. There is a distinction between matching an existing feature or restoring based on documentation and just inserting a new architectural element.
10 Standard #4 Most properties change over time; those changes that have acquired historic significance in their own right shall be retained and preserved. Pegues Department Store in Hutchinson
11 Standard #5 Distinctive features, finishes, and construction techniques or examples of craftsmanship that characterize a historic property shall be preserved. Relates back to Standard #1. Cup of Jo-nes, Dodge City
12 Standard #6 Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture, and other visual qualities and, where possible, materials. 13 Standard #7 Chemical or physical treatments, such as sandblasting, that cause damage to historic materials shall not be used. The surface cleaning of structures, if appropriate, shall be undertaken using the gentlest means possible. Statehouse cleaning in Topeka
14 Standard for Rehab #8 Significant archeological resources affected by a project shall be protected and preserved. If such resources must be disturbed, mitigation measures shall be undertaken. Near Nicodemus, KS
15 Standard #9 New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old & shall be compatible with the massing, size, scale, & architectural features to protect the historic integrity of the property & its environment.

18 Placement of addition interferes with primacy of the front façade. Location and design overwhelm or detract from historic building.
19 New construction fits the character of the environment, massing, and set back, but doesn t try to exactly replicate.
20 Standard #10 New additions and adjacent or related new construction shall be undertaken in such a manner that if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired.
21 Additions should not overwhelm the historic building or encroach upon it.
