5 Service Area Master Planning Introduction 5 The Park Board has never done comprehensive master planning for neighborhood parks. The closest we came was in the 1960s/1970s when the recreation centers were built. The city has changed and is changing: demographics, recreation needs, community awareness, changing development patterns. The Comprehensive Plan set a vision for aligning the parks with community needs. It s time to work through the details of aligning with community needs.
6 What is a Service Area Master Plan? Service Area Master Plans take a comprehensive look at OUTDOOR park assets and 6 Create a unique neighborhood park plan for each individual park (including triangles) Set budgets and priorities Guide capital improvement decisions Guide acquisition and development of new parks Set a vision for operations and management
7 What is a Service Area Master Plan? Service Area Master Plans focus on NEIGHBORHOOD PARKS. 7 REGIONAL PARKS must have their own master plans approved by the Metropolitan Council. In some cases, regional facilities may be included in Service Area Master Planning.
8 Why Work on Service Area Master Plans? Service Area Master Plans allow us to openly and creatively plan for the future, so that 8 We understand the resources we have We can plan realistically and equitably We align park facilities with resident and visitor needs We direct capital funding to projects the community wants

13 About South Service Area Master Plan Adopted September 2016 Six Lenses to guide overarching actions and park-specific designs COMMUNITY FOCUS, RACIAL EQUITY, GENDER EQUITY, LIFELONG ACTIVITY, DESIGN, ENVIRONMENT Balancing of athletic facilities in many parks to allow greater flexibility: fewer ball diamonds and more multi-use field space Re-commitment to full-court basketball New facilities proposed: group shelters, walking loops with seating, skate parks, climbing wall, urban agriculture areas, community ovens 13
14 About Downtown Service Area Master Plan 14 Public hearing and consideration for adoption likely in November Collaboration with City of Minneapolis: looks at entire public realm, not just parks Constellation concept: parks work together in groups to expand programming and facility options New parks proposed in North Loop, where there have never been neighborhood parks
15 About North Service Area Master Plan Four CAC meetings held to date Nearly 100 engagement events so far 15 Community Connectors: local residents and organizations hired to augment MPRB engagement; selected by CAC Data Jam: CAC and community involved in interpretation of engagement data Design Week: six designers with diverse backgrounds will be hired to lead development of initial concepts; direct interaction with CAC/Community
16 About RecQuest 16 Goal - Develop a comprehensive recreation center and program plan to assure that recreation centers, programs and services equitably align with community needs.
