Introduction Vietnam Scaling up Urban Upgrading Project (SUUP) Terms of Reference (TOR) Technical Advisory Services on Universally Accessible Infrastructure Design September 2018 The project is part of the World Bank s long-term engagement in urban upgrading programs within the MDR including the Vietnam Urban Upgrading Program (VUUP) and its successor the Mekong Delta Region Urban Upgrading Project (MDR-UUP). This current iteration of urban upgrading will build on past achievements while introducing measures to better target integrated urban planning, risk-informed design, and green infrastructure. 1.1 Overall Objectives and Project Background The project will strengthen integrated, risk-informed planning capacity of the seven project cities which are in the early stages of urbanization (Bac Lieu, Ben Tre, Long Xuyen, Soc Trang, Tan An, Vi Thanh and Vinh Long), improve connectivity of priority infrastructure in the urban core and upgrade selected Low Income Areas (LIAs). The selection of infrastructure sub-projects has been prioritized to ensure: (i) benefits to the urban poor; (ii) alignment to long-term sustainable urban development goals and attention to urban resilience; (iii) adherence to key principles of compact urban design and universal accessibility; and (iv) technical and economic soundness. Selection of LIAs has prioritized those located in the urban core as well those where upgrading needs are more complex. Upgrading activities will occur in a subset of 27 of the 65 total LIAs across all project cities. These activities will be complemented by technical assistance to local governments to enhance the cities capacities in urban planning, land management and city resilience to strengthen the design of investments and promote long-term sustainability. The project is composed of the following four key components: Component 1: Tertiary Infrastructure Upgrading in Low Income Areas (Bank financing: US$ 54.2 million) The Project will support tertiary investments in about 30 LIAs, covering about 650 ha, including: (a) construction, rehabilitation, and upgrading of roads and lanes; (b) construction and rehabilitation of drains; (c) improvements to environmental sanitation by rehabilitating or constructing public sewers, constructing septic tanks, providing access to septic management services, and house connections to public sewers; (d) improvement of water supply including the installation of metered domestic connections; (e) provision of metered domestic connections for electricity and public lighting in residential lanes and streets; and (f) construction and rehabilitation of social infrastructure facilities such as schools, markets, community halls, public places and green spaces. Component 2: Priority Primary and Secondary Infrastructures (Bank financing: US$ million) Component 2 provides support to improve priority networked infrastructure in line with the broader city development agenda, and with a view to increasing connectivity between primary and secondary infrastructure with tertiary infrastructure in LIAs. 1

2 Component 3: Resettlement Sites (Bank financing: US$ 8 million) This component will include the construction of resettlement areas for affected persons, including construction of primary, secondary and tertiary infrastructure and public facilities. An estimated 1,900 households will be resettled across the seven project cities. Component 4: Implementation Support and Capacity Building (Bank financing: US$ 7.7 million) The physical investments of the project will be complemented by a Technical Assistance (TA) package under Component 4, which is intended to provide implementation support as well as enhance the cities capacity to manage urban development in a risk informed manner, thereby reinforcing urban resilience. Component 4 will also support dissemination of lessons learned from implementation on urban upgrading and planning as well as international best practices. 1.2 Purpose of this Assignment Universal design (close relation to inclusive design) refers to broad-spectrum ideas meant to produce buildings, products and environments that are inherently accessible to older people, people without disabilities, and people with disabilities. The term "universal design" was coined by the architect Ronald Mace to describe the concept of designing all products and the built environment to be aesthetic and usable to the greatest extent possible by everyone, regardless of their age, ability, or status in life. The SUUP cities have demonstrated openness to universal accessibility designs by articulating their inclusion in the feasibility studies. The assignment will provide capacity building support and technical assistance to incorporate universal accessibility to urban planning and infrastructure design. This assignment aims to strengthen the capacity of SUUP cities to develop high-quality, sustainable urban infrastructure by implementing designs that incorporate appropriate resilience and accessibility design measures. Global experience shows that attention to enhancing universal accessibility in infrastructure design are cheaper than retrofitting such elements postconstruction. The Terms of Reference (TOR) invites an experienced Firm (hereafter referred to as Consultant ) to undertake activities, as specified in Section 2, focusing on universally accessible infrastructure design and implementation. Successful applicant will provide technical support to the SUUP Project Team, as per the conditions and scope of this TOR. This assignment is most relevant to Subcomponent 4.2 of SUUP, which reads as follows: Support for Investment Design and Integrated Urban Planning. Given that the central government has requested cities to revise urban planning to take into account climate change, this subcomponent will provide technical assistance to cities to enhance cross-sectoral planning and support the implementation of the more innovative aspects of infrastructure design, such as green infrastructure and universal accessibility features. The support will be in the form of expert inputs/ advice, trainings etc. 2

3 2. Scope of Works 2.1 Objectives This assignment will provide capacity building support and technical assistance to incorporate universal accessibility to urban planning and infrastructure design. Key targeted infrastructure includes: primary and secondary roads, access roads in Low Income Areas, bridges, pedestrian roads along canals/ waterways, parks, schools, hospitals, markets, community centers, etc. The key tasks to be undertaken by the Consultant include the following. 2.2 Tasks Task 1 Preparatory tasks for design review (summarize findings in Inception Report) Conduct desk review of technical regulations, legislations and guidance on universally accessible infrastructure principles and design in Vietnam Conduct baseline analysis and needs assessment (qualitative survey interviewing disabled and elderly individuals) in 7 SUUP cites to better understand their needs and gaps in terms of infrastructure design and accessibility. Assess the cost effectiveness of various design elements against context in Vietnam Task 2 infrastructure Provision of advisory services on detailed design for universally accessible Provide support to improve key targeted infrastructure (primary and secondary roads, access roads in Low Income Areas, bridges, pedestrian roads along canals/ waterways, parks, schools, hospitals, markets, community centers, etc.) in line with the broader city development agenda, focusing on universal accessibility design, and with a view to increasing connectivity between primary and secondary infrastructure with tertiary infrastructure in LIAs. The Consultant is requested to provide recommendations for each subtype of infrastructure in each city. The 7 SUUP cities are currently finalizing their detailed design about 30% of the total investments December The remaining detailed design will be completed in Task 3 Provision of training on universally accessible infrastructure principles and design Prepare training manuals and conduct training on universally accessible infrastructure principles and design for a wide range of audiences in Vietnam, including: Project Management Unit (PMU) in 7 SUUP cities, city government officials (most relevantly DOC/ DOLISA), national government officials (most relevantly MOC/ MOLISA), local design consultants, universities, etc. Task 4 Preparation of design guidelines to incorporate universally accessible infrastructure principles and design Focusing on priority infrastructures of the project, prepare design guidelines to incorporate universally accessible infrastructure principles and design with illustrative drawing of various design elements, their pros and cons (in terms of effectiveness and cost, given the limited budgets for operation and maintenance), and how to apply them in different situations. The output should be of quality for use by MOC to develop a national guideline, and for other cities to follow examples in SUUP cities. 3

4 Task 5 Enhancement of training module on universally accessible infrastructure principles and design developed by the National Government Identify status and provide technical support to further enhance the quality of the training module on universally accessible infrastructure principles and design which is currently being developed by the National Government. The exact intervention will be determined and agreed with the Task Team at the point of the Inception Report, after the baseline condition of the module has been identified by the Consultant. Task 6 Review City Master Plan, Zoning Plan and development regulations and suggest practical ways to incorporate universally accessible infrastructure principles and design into these plans and regulations Review City Construction Plan (Master Plan) and select Zone Plans of the cities and propose principles, guidelines and good practices of integrating universally accessible infrastructure principles and design into the aforementioned plans. Note: The Consultant is recommended to conduct at least three technical missions to conduct the tasks mentioned above. 2.3 Reporting Inception Report: Based on the TOR, prepare an Inception Report based on an inception mission (as applicable), desk research and interviews, which details the methodology, initial analysis and findings, recommendation to the TOR and work plan, etc. The Task Team will review and agree on the work plan with the Consultant. Interim Report: Summarize interim analysis, findings, outputs, results from training, etc. into an Interim Report. Mention issues and risks identified and plans to overcome obstacles and mitigate risks. Final Report: Summarize all analysis, findings, outputs, results from training, etc. into a Final Report. 2.4 Key Deliverables and Schedule All deliverables (assignment outputs and reports) should be submitted in both English and Vietnamese. Expertise Required The assignment requires specialists in universally accessible infrastructure, urban design, urban planning, architecture of 16 person-months and development of capacity for communications and engagement by the cities in the future, as detailed in the table below. The Consultant shall submit their proposed organization chart, names and qualifications of all expected staff.
