5 4. Synopsis 4.1. Location The site is made up of 3 serviced plots off existing site access infrastructure in total amounting to 5 hectares Hengrove Park is situated about 3.5 miles south of Bristol City Centre and is located off Whitchurch Lane, which provides access the first phase of development at Hengrove Park. Immediately to the south east is the Hengrove Leisure Centre and its associated multi storey car park and the South Bristol Skills Academy. The plots are fenced, but the site can be viewed from the adjoining land Description The plans provide for 259 dwellings, comprising 95no. 1 and 2 bedroom apartments and 164no. 2, 3 and 4 bedroom houses. 30% of the housing will be affordable in accordance with the requirements set out by the council. The apartments are sited in two areas. 3 blocks are provided varying in height from 3 to 4 storeys in the south east corner of the site, with the other two blocks of two storeys abutting the leisure centre car park The majority of the houses are within the homezones to the west of the site, with the streets facing onto the Mounds, the area of local nature conservation interest Status Hengrove Park is currently the largest regeneration site in the city. The initial phase of development so far has provided a new community hospital, the South Bristol Skills Academy, the Hengrove Leisure Centre and site infrastructure The site which is the subject of the presentation has been offered for sale by Bristol City Council and the council has selected Kier Living as developer subject to entering into a development agreement and planning permission being granted. We initially prepared a masterplan for the site designed to achieve the amount of housing set out in the brief from Bristol City Council. The concept was of a loop road around the site, containing a network of 'homezones'. The aim was to create pedestrian-friendly streets at right angles to the western parkland boundary creating parkland vistas and south facing energy efficient houses. This initial concept plan was presented to the Panel on 7 June Following comment from the Panel and a series of consultations, an amended scheme layout has been prepared. Planning Policy The site forms part of the wider 50 hectare site at Hengrove Park allocated in the Bristol Local Plan Site Allocations and Development Management Policies for housing, offices and open space in the form of a large high quality park. Overall the allocation is seeking the provision of about 1,000 house. This site forms the first phase of residential development. The Local Plan sets out a number of development considerations, including significant engagement with local communities Under site reference BSA 1401, the following considerations are identified. Those which relate to this site are that development should: Take a coordinated approach to the allocation and be guided by community involvement; Provide improved pedestrian links to the Mounds; 5
6 Integrate with the new community hospital, Skills Academy and Leisure Centre and the leisure park area; Be designed to provide natural surveillance; Maintain or strengthen the wildlife network; Be informed by an ecological survey The site is the subject of informal Urban Design Guidance prepared by Bristol City Council's Urban Design Group Main Statutory Constraints There are no major statutory planning constraints. The raised area of land to the north west of the site, 'the Mounds' is an area of local wildlife interest and is to be safeguarded. 6
