Catalytic projects at key nodes can attract additional private investment to fill the gaps, thus enhancing property values of the surrounding area. The use of gap funding mechanisms such as tax increment may be necessary to achieve feasibility of catalyst projects. Streetscape improvements can be an engine for neighborhood reinvestment
