1 CALL FOR ARTIST QUALIFICATIONS SUBMISSIONS DIA Urban Arts Projects Phase One ART IN PUBLIC PLACES City of Jacksonville, Florida Submissions Due March 31, 2016, midnight MST Through CAFÉ: callforentry.org 1. Introduction The DIA Urban Arts Projects Program was developed jointly by Art in Public Places Committee (APPC) and the Downtown Investment Authority (DIA). Both entities were formulated under and acting on behalf of the City of Jacksonville (COJ). The APPC of The Cultural Council of Greater Jacksonville (CCGJ) is initiating the first phase of a civic engagement initiative to promote community development through use of public art installations which enhance the urban environment and provide attractive streetscapes. Call for Qualifications Submissions is for six separate projects totaling $135, Overview The DIA Urban Arts Projects Program is an arts-based civic engagement initiative to promote community development through urban design and attractive streetscape enhancements with public art installations. Designs are intended to engage audiences of all ages at the street level. The program is complimentary to clean up and beautification initiatives with each communitybased activity, further enhancing and shaping the city s overall design and visual aesthetic while highlighting the individuality and identities of residents, schools and businesses by neighborhood. Through such creative place making, COJ seeks to distinguish itself as one of the best places to live, play and work. The initial three phases of the DIA Urban Arts Projects will be focused as a pilot program in the downtown north bank urban core, a district where CCGJ has been funding arts and culture projects since Phased areas are designed by priority and coordinated with current COJ revitalization and enhancement strategies underway within the downtown. These initial phases are intended to serve as a model for the future city-wide projects. Future phases of the program are expected to expand to other areas in Jacksonville. 3. Eligibility This opportunity is open to participation by individuals 18 years of age or older residing in the states of Florida, Alabama, Georgia or South Carolina. Staff, board and committee members of APPC, CCGJ or selection panel are not eligible to apply. 1

2 4. Phase One Program Area Three phases are planned for the initial Urban Arts Project pilot program. This Call for Artist Qualifications Submissions is for Phase One projects only. Phase One projects will be installed in the Phase One plan area as illustrated on the project area plan, which also outlines future Phases Two and Three. Phase One encompasses the area of Laura Street and Hogan Street on the east and west, and Duval Street and Water Street on the north and south. 5. Phase One Projects Artist Qualifications Submissions under this Call are being solicited for the following projects. Project Name Project Description Artists Budgets 1A. Skyway Walls (Columns) Artwork on concrete columns, Hemming $25,000. Park Station to Bay Street (9). 1B. Skyway Walls (Columns) Artwork on concrete columns, Bay Street from Hogan Street to Central Station (8). $23,000. 1C. Traffic Signal Cabinets Enhancement of designated utility boxes (7). $9,000. 1D. Bike Racks 2 single rack sculptures; 2 six space rack $20,000. sculpture; 3 twelve space rack sculptures. 1E. Street Furnishings Two with at least two seats each. $7,000. 1F. Outdoor Sculpture One site-specific interactive sculpture. $51,562. Total $135,562. One Artist will be selected for each of the projects listed above (total 6 artists). Artists may submit qualifications for more than one of the projects, but each submission must be separate under its category (e.g.: Traffic Signal Cabinets or Seating Sculptures ). No more than one project will be awarded to any one Artist. All six projects, with locations and criteria, are covered by this one Call For Artist Qualifications Submissions. 6. Phase One Process This Call for Artist Qualifications Submissions is issued and submissions will be received concurrently for all six projects. An Art Selection Panel (ASP) will be established following the requirements of the APP Ordinance. The ASP will review qualifications submissions and recommend one Artist finalist for each of the six projects. Final approval of the selected six Artists will be the responsibility of the APPC, which may reject any or all proposals, waive all informalities or negotiate with any Artist. Artist finalist selection will be based solely upon the criteria outlined in this Call For Artist Qualifications Submissions and judged by the representation of samples of artworks, including Artist s experience with similar projects. The approved six Artist finalists will be provided with additional design guidelines for each of their respective projects to serve as a basis for their designs. Selected Artists will be given specific design criteria according to the specific projects.

3 Coordination of the designs for the six diverse Phase One artwork projects is of the utmost importance. Selected Artists will be required to attend at least one coordination/collaboration meetings during development of their designs to assure continuity within all the projects in the Phase One area. It is anticipated that all projects in the Phase One area will be underway and completed concurrently. Selected Artists will be expected to participate in at least one public meeting scheduled in association with the coordination/collaboration meetings in order to assure the final designs are specific to the local geography, history and culture. Final design submissions by the selected Artists will include graphic representations of the design proposal(s), description of the design basis, materials list, installation methodology and maintenance recommendations. An art conservator will review technical aspects of design proposals for long term sustainability and conservation. Final design submissions will be reviewed and recommended by the ASP and approved by APPC. 7. Artist Budgets Artist budgets listed for the six respective projects are lump sum amounts, and include costs for: Design, materials, detailing, fabrication, delivery, installation and anchorage of the artwork. Any engineering design or calculations required by COJ for the artwork installation. Obtaining any required permits. Cleaning and proper preparation of surfaces on which Artwork will be installed. Any required maintenance of the Artwork for one year after acceptance by AAPC. Travel and accommodation expenses in connection with attending two collaboration/coordination meetings and associated public meeting as well as installation of artwork in Jacksonville, FL. 8. Phase One General Artwork Criteria (applicable to all six projects) Considered to be of high artistic quality, creative and innovative. Of its location, place and surroundings: physically, functionally, historically and incorporating community stakeholder input from the coordination sessions. Contributes to the overall identity of the city. Understandable by the public, but stretches the imagination. Upbeat and forward thinking. Enlivens the surrounding space. Coordinated with other art in the area. Designed to be structurally secured to the substrate (as applicable) with tamper resistant fastenings. Capable of withstanding adverse weather conditions including high winds, high temperatures, humidity, heavy rain, storms, etc. Able to withstand a high traffic, public environment. Designed with consideration of the safety of the public. Images which contain advertising, obscenity, profanity of content not accepted as appropriate to a public environment are prohibited. 3

Phase One Projects Specific Artwork Information and Criteria: Projects 1A and 1B - Skyway Walls (columns) The intent of these projects along the Jacksonville Transportation Authority (JTA) downtown Skyway public transit is to enhance overall street-level engagement, promote walkability, and improve safety with highly visible designs and welcoming imagery to encourage visitors and residents of all ages to utilize transit stations and to enhance the pedestrian or driving experience for passers-by. 1A Artwork on Skyway concrete support columns, Hemming Park Station to Bay Street (9). 1B Artwork on Skyway concrete support columns, Bay Street from Hogan Street to Central Station (8). May include all or any portion of column and cap supporting rail structure. Does not include station walls or station columns. Artwork to consist of painted murals. May require scaffolding and/or lifts and permits for same. Any required cleaning or preparation of the surface will be the responsibility of the artist. Project 1C Traffic Signal Cabinets Enhancing electric traffic signal cabinets will transform these utilitarian objects into works of art to enhance the visual landscape. The primary objective of this project is to initiate, promote, coordinate and implement quality beautification that improves the appearance of downtown. May not interfere with the function of the traffic signal cabinet.. Materials to include long lasting printed vinyl wrap material with anti-graffiti coating. Paints of any kind are not permitted. Wrapping materials must be supplied, printed and installed by COJ approved vendor. Artist will be responsible for the complete installation and must allow $5000 for wrap vendor work. The Artist budget outlined is inclusive of the wrap vendor fee. Artist must be present during installation of the wrap. Project 1D Bike Racks Bike rack sculpture designs must balance form with function, cause delight and comply with national bicycle parking standards. Consider as aesthetic street sculptures that also serve the function to safely park bicycles. Project includes 2 single rack sculptures; 1 six space rack sculpture; 2 twelve space rack sculptures. Designs may be similar but not repetitive. Project 1E Street Furnishings The two seating sculptures are intended to be designed to encourage socializing and gathering along the main pedestrian connectors. Consider as aesthetic street sculptures that also serve a function for seating for at least two persons. May include shading, tables or foot rests. Seating must meet Federal and Florida disability requirements. Designs may be similar but not repetitive. Project 1F Outdoor Sculpture This first permanent outdoor sculpture installation of the DIA Urban Arts Projects Program is expected to be designed to contribute to the COJ aesthetic legacy, to

5 promote public interest in outdoor public art, to encourage interaction with the public, to develop community pride and draw visitors to the downtown area. One iconic, street level interactive sculpture (may have multiple elements) that engages the general public. May not interfere with the function of the location. 10. Artist Agreement Items The Artist selected for each of the respective six projects will be required to execute an Artist Agreement for provision of the Artwork with CCGJ. Among other items, the following selective items will be included in that agreement: Insurance Selected Artist, and Artist s subcontractors (if any) shall maintain the following insurance in the amounts and coverages required by COJ: Worker s Compensation/Employers Liability (if applicable): Commercial General Liability: Automobile Liability: Umbrella Liability Art Floater Artist, at his/her option, is responsible for any desired insurance against damage to or loss of artwork during fabrication, delivery or installation. Payment Payment of compensation to the Artist will be made as follows: 1/3 upon selection and execution of the Artist Agreement; 1/3 at the mid-point of the schedule; and 1/3 at completion and acceptance of the project by APPC. Ownership, Reproduction, Recognition Title to the Artwork shall vest in the CCGJ at the time of final acceptance. CCGJ agrees that the Artist reserves the right to make variations of the Artwork or duplicate the Artwork. The Artist also reserves the right to grant reproduction rights to others subject to the written approval of CCGJ. In any public showing of reproductions of the Artwork in any form, the Artist, and CCGJ shall use best efforts to ensure that credit is given in substantially the following form: An original Artwork by (Artist). 11. Anticipated Phase One Schedule January 15, Issue Call for Artist Qualification Submissions. March 31, Qualifications submissions due by midnight MST. May 31, Notification of acceptance/decline. June 15, Issuance of detailed design criteria to the selected Artists. July 1-29, Artist coordination/collaboration meetings scheduled. August 31, Design submissions due. November 30, Review/approval of design submissions complete. March 31, Completion and installation of Artwork. April 30, Unveiling and dedication. 5

Submissions All applications must be through the CAFÉ system only (callforentry.org) Submissions must include the following: o Application. o Resume and brief Biography. o Examples of relatable projects with information sheet.
