Russo City Manager Date: July 23,2013 Re: Endorse the Alameda Point Conceptual Planning Guide BACKGROUND The City of Alameda is preparing a comprehensive zoning ordinance amendment (Zoning Amendment), Master Infrastructure Plan (MIP), Town Center and Waterfront Precise Plan (Town Center Plan) and environmental impact report (EIR) (collectively, "Planning Approvals") to implement General Plan and Naval Air Station Alameda Community Reuse Plan (Reuse Plan) policies for the reuse and redevelopment of Alameda Point. In January 2013, the Planning Board reviewed and commented on an initial draft of the Zoning Amendment. These initial comments revealed the need for a comprehensive vision statement or planning guide for Alameda Point to ensure that all of the City's Planning Approvals worked together in a coordinated fashion to achieve a common vision for Alameda Point. In response to this request, City staff, in concert with a Planning Board sub-committee, created a conceptual "Planning Guide" (Guide) that integrates a broader vision statement with an explanation and depiction of the master planning approach and concepts for Alameda Point and detailed descriptions of each of the major sub-areas. The vision statement, master planning concepts, and sub-area descriptions were based substantially on the 17 years of previous planning documents and efforts, including the 1996 Reuse Plan, 2003 General Plan Amendment, 2006 Preliminary Development Concept, 2008 Calthorpe Plan, and 2010 Going Forward Community Workshops. The street and open space networks and sub-area delineations and character remained generally consistent throughout these community planning processes. In May 2013, the Planning Board reviewed and commented on a draft of the conceptual Guide. Although the comments were generally very positive, the Planning Board suggested a number of final changes to complete the Guide. The revised Guide is attached (Exhibit 1). On July 8, the Planning Board endorsed the revised Guide with some minor modifications. These modifications included: e Adding text to clarify that development is currently proposed for around the historic "Big Whites" neighborhood not in and around the "Big White" homes;

2 Honorable Mayor and Members of the City Council July 23, 2013 Page 2 of 4 Adding two street segments on the street network contained in all of the maps connecting two east-west streets to Main Street; Changing the street segment on Pan Am Way between Tower Avenue and Midway Avenue from a primary to secondary transit street on Figure 6; Adding language throughout the Guide to clarify that parks and open space are to be used for employees, as well as residents; Adding a sentence about transportation demand management strategies to be implemented for the project to encourage people to use alternative modes of transportation; and Clarifying that the street cross sections are preliminary. Upon final review by the City Council, the modifications provided by the Planning Board and City Council will be incorporated into a final conceptual Guide. DISCUSSION The Guide establishes an overall vision for the redevelopment and reuse of Alameda Point; describes the master planning approach to the open space, circulation, and transit frameworks and to key focal points within each sub-area; and provides detailed descriptions of the design and character of each sub-area. The sub-area descriptions are designed to help the Planning Board, City Council, and community establish a common vision for each of the sub-areas. The descriptions describe the defining and most important characteristics and features of each sub-area. If the Planning Board, City Council, and community agree on the critical characteristics and features of the development, then staff can ensure that the Planning Approvals facilitate, evaluate, and/or require those characteristics and features. Staff requests that the City Council provide comments on the Guide and endorse it with any modifications. If the City Council is in agreement with the Guide, then staff and the Planning Board can proceed with the Planning Approvals with the assurance that the City Council is expecting these documents to implement the vision articulated in the Guide. City staff is keenly aware of the need to continue to involve the community in the Alameda Point planning process. As a result, staff prepared an Alameda Point Community Engagement Strategy for the Planning Approvals that was approved by the Planning Board in early 2013 (Exhibit 2). Staff is continuing to implement this Strategy, including completing recent efforts to: Update the Alameda Point webpage to include a "Current Planning Efforts" page that is the "go to" place for a calendar of upcoming meetings, the most recent

3 Honorable Mayor and Members of the City Council July 23, 2013 Page 3 of 4 drafts of the Planning Approvals, and relevant survey questions on key planning issues; Launch an Alameda Point Facebook and Twitter account; Send blasts to an extensive list of people interested in Alameda Point; and CD Continue meeting with relevant technical and community stakeholders. As discussed above, staff is currently working on preparing drafts of the Planning Approvals and will intensify its efforts to engage the community over the upcoming months. Exhibit 3 provides a detailed schedule for public hearings for the upcoming months with the goal of recommending approval to the Planning Board in November 2013 and the City Council in January This schedule will evolve and change as the planning process progresses. FINANCIAL IMPACT There is no financial impact to the City's General Fund or Base Reuse Department budget of endorsing the conceptual Guide. ENVIRONMENTAL REVIEW Endorsing the conceptual guide requires no environmental review as such action is statutorily exempt from such review (CEQA Guidelines, Section 15262). This guide serves as a planning and feasibility study for possible future actions which the City has not approved, adopted, or funded. Endorsing the conceptual guide does not legally bind the Planning Board, the City Council, or City staff to any possible future action. The guide will inform the project description for the environmental impact report that is being prepared for the subsequent approvals described in this report. 5 Alameda Point Community Engagement Strategy for Town Center and Waterfront Plan and Other Planning Approvals Widespread and meaningful community participation will beessemialfor the successful adoption and implementation of the Town Center andwaterfrontpreciseplan(precise Plan), as well as the other planning approvals contemplated for Alamedapointin 2013 (i.e., Zoning Amendment, Master Infrastructure Plan (MIP),andEnvironmental Impact Report (EIR» (Other Approvals). The City of Alameda will need to engage the community throughout the planning process in order to developplansthataddress the needs and interests of the community and results in the successful adoption of the Precise Plan and the Other Approvals. The community engagement strategy (Strategy) outlined below will help to garner public support for the Precise Plan and Other Approvalsthroughp.uttryepubli.chearingproc(3ss, culminating with the final Precise Plan and Other Approval~, b.eingformallyadopted by the City Council in December The objectives0f!he Strategyareto: 1. Build public support for the adoption of the finalpreciseplanand Other Approvals. The Strategy will have three distinct components: 1) technicalreviewandstakeholder involvement, 2) broad-based community outreach, and 3) formal City proceedings and public hearings. 1. Community and Technical Stakeholder Involvement The Consultant Team will regularly discusstheprogres.softhepreciseplananddther Approvals with the City's Development Re\liewTearn{DRT),.Whichcurrentlymeets biweekly. DRTis comprised of a team of internaltechnicaladvisors,including representatives from the Base Reuse Department, Alameda Municipal Power, Public Works Department, Community Development Department, Alameda Housing Authority, Police Department, and Fire Department. The website and Facebook will contain the following information: Calendar of events-providing information on public hearings and the review and approval process, including a chart of planning and entitlement activities and a preliminary schedule of planning initiatives (see attachments) 2

7 Precise Plan and Other Approval documents-containing draft Precise. Plans, and drafts of the Other Approvals, presentations, staff reports, written public comments given at public hearings, and other public documents relevant to the project. Internet outreach approach-attracting com munity input from. the broader community on the review and comment of drafts of the Precise Plan and drafts of the Other Approvals as well. On-line subscription registration for project-related blasts and e- newsletters. Document Archives-previous planning and technical documents. FAQ-answering common public questions. Links-providing web links to other relevant websites, including on-line surveys. B. Community Presentations. The City regularly attends monthly mixers, luncheons, and dinners of many local organizations. City representatives will deliver presentations to board of directors and memberships of community based organizations, business organizations, and major stakeholders, as well as community events, such as the farmer's market and Webster Street Jam. This approach proved effective in garnering widespread community support for and participation in bringing the Second Campus of the Lawrence Berkeley National Lab to Alameda. C. Blasts. The City maintains an list of community and technical stakeholders and other members of the public interested in Alameda Point. City staff will continue to supplement the list throughout the planning process. City staff will send blasts to tne list as lrnportant milestones in the planning process approach. The blasts will include notices and links for on-line community surveys (e.g. Survey Monkey) regarding the projects. D. Editorial Board Briefings. City staff will periodically meet with the editorial boards and reporters of the major local print and electronic newspapers to brief them on the status of the project and important public hearings as they are scheduled. City staff will also draft news releases and op-ed articles on timely issues related to the project. The news publications include: The Alameda Journal, The Alameda Sun, The Patch, and The Alamedan. 3. Public Hearings The Planning Board will be the primary City body leading the planning effort, balancing competing needs and priorities, and making final recommendations to the City Council for Precise Plan and Other Approvals adoption. The Planning Board will be the primary venue for public hearings and public workshops on the draft Precise Plan and Zoning Amendment. City staff and the Consultant Team will also consult with other boards and commissions including: the Economic Development Commission, Historical Advisory Board, Recreation and Park Commission, and Transportation Commission, Commission on Disability Issues, and the Youth Advisory Commission and will inform the Planning Board of their recommendations. City staff will collaborate with a three-member Planning Board subcommittee to ensure coordination and concurrence throughout the development of major documents. 3

8 Alameda's public hearings are telecasted live on the local community access channel and through the City's webcast system. Videos of the proceedings arearchived.on the City's website. As mentioned above, the project team will consolidateallstaffreports and public documents related to the project on its Alameda Point website. Important public hearings (such as those with action items) will be prominently noticedinthe local newspapers. 4
