1 18 September 2012 To: Licensed General Contractors Subject: Invitation to Bid, Cable House Upgrades and Repairs The Raven Radio Foundation, owner of the Cable House at 2 Lincoln Street, invites lump sum bids for the individual items of work described below. The work items are listed in approximate priority order. The total cost of completing all of the work items is expected to exceed the value of current funding available for this project. Bidders may bid on only one item, all items, or any combination of items they wish to have awarded to them. Work Items 1. Repair Front Porch Remove decking and skirting, support the roof and columns if/as required, repair/replace foundation and floor framing as required, remove existing concrete stairs or rehabilitate as needed. Construct stair framing for composite decking treads if stairs were removed, install new composite decking porch, and composite stairs if concrete stairs were removed, and install new skirting. Repair/replace railing as required to meet City and Borough of Sitka building code requirements. Install composite decking material with stainless steel fasteners. New stairs must coordinate with item 2. Specify whether existing concrete stairs will be removed or rehabilitated in bid documents. See Appendix A for additional information and additional photos.

Construct Front Walkways and Stairs to Parking Area Construct a 6 foot wide walkway from the Harbor Way sidewalk at the north corner of the Cable house to the parking area on the opposite side of the front lawn. The walkway is to be constructed of AZEK VAST Permeable pavers to match the parking area and walkways in the rear of the building. Construction to be in accordance with the AZEK VAST installation guide, see Appendix B. Walkway edging to be naturally rot resistant wood or wood treated for ground contact, or other material which will provide a reasonable visual match to the existing walkways at the rear of the building. Base material for the walkway and stairs shall be per City and Borough of Sitka Standard Detail 20-4 (attached in Appendix B), and the referenced City and Borough of Sitka Standard Specifications. The stairway from the lawn level to parking area may be AZEK VAST permeable pavers or reinforced concrete, but must be both structurally adequate and visually tied-in to the existing rock wall and parking area. 3. Correct Drainage at Rear Porch Stairs The concrete apron at the base of the rear porch stairs puddles rainwater. Correct the problem by any effective and appropriate method, which may include provision of a drainage system, removal and replacement of the concrete apron, or other method as determined by the contractor. Specify correction method to be used in bid documents.
3 4. Upgrade Rear Gravel Walkways to AZEK VAST Permeable Pavers Replace existing gravel with AZEK VAST Permeable pavers in the areas show in the photo on the left. Base material is to be the same as in item 2 above. Integrate the new pavers into the pattern at the existing patio and walkway. 5. Install Raven Radio Sign at Rear Provide posts with caps and trim, footings, and hardware as required, and install sign in the lawn at the rear of the Cable House, in a manner to match the existing sign in the front lawn. The sign will be provided by Raven Radio, the exact location will be determined by Raven Radio. 6. Construct Garbage Can Containment/Retaining Wall at Fuel Tanks Construct a reinforced concrete retaining wall and 6 outer curb for the fuel tank slab near the south corner of the Cable House. Construct 30 long wing walls at each end of the retaining wall. Incorporate the south end of the existing rock wall into a wing wall attached to the retaining wall at that end.. Construct retaining wall in accordance with City and Borough of Sitka Standard Detail (attached in Appendix C).
4 Extend AZEK VAST Permeable pavers to the outside face of the retaining wall. 7. Discharge Cable House North Corner Downspout to Street Gutter Remove one panel of existing reinforced concrete sidewalk and a portion of the reinforced concrete curb, install Schedule 80 2 PVC pipe from face of curb to under downspout. Adapt from 2 horizontal pipe to 6 vertical pipe, and mate to the downspout utilizing a Fernco Universal Downspout Adapter (See Appendix C), or equal, and replace sidewalk and curb to City and Borough of Sitka specification sections and 30.03, attached in Appendix D. Note that Raven Radio must apply for and receive a City and Borough of Sitka permit for this work item. Award of this work item is contingent upon receipt of that permit. 8. Install ADA and Petro Marine Parking Signs at Parking Area Provide posts and install ADA Parking and Petro Marine Parking signs at the parking area in locations determined by Raven Radio. Signs will be provided by Raven Radio. Sign installation shall be in accordance with City and Borough of Sitka Standard Specifications, Section 70.18, and City and Borough of Sitka Standard Detail 70-17, attached in Appendix E. Bids and Bid Form Bids will be received until 3PM Friday, 5 October 2012, at the following address: Ken Fate, General Manager Raven Radio Foundation 2B Lincoln Street Sitka, Alaska ken@kcaw.org Bids must be presented on the bid form which immediately follows this Invitation to Bid letter. The bid form may be accompanied by any additional bid documentation typically used by the bidder and or required by the work item description. Schedule The preferred completion date for all work items is the end of December Raven Radio will negotiate required completion dates with the successful bidder(s), taking into account weather and the bidder(s) recommendations regarding schedule.
5 Contract Award(s) Raven Radio will award one or more contracts for completion of work items. Awards will be based on the lowest bid for each item, except that no contract will be awarded for a total value of less than $2,000. In any case where award to the low bidder would create a contract for less than $2,000 worth of work, the work item will be awarded to the next higher bidder who has been selected for award of a contract based on other work items. 13 Permeable Installation Guide : VAST Support Center Caulking Gun Adhesive (click for recommendations) Project Design, Pattern and Color Choice NOTE: AZEK VAST Pavers allow for any shape installation, including straight and curved edges. Calculate Square-Footage: Measure the dimensions of the paver area and calculate the total square footage. Be sure to add extra to the measured square footage to allow for scrap and to have a few extras on hand in case of future damage. Calculate Amount of VAST Product Required: A unit of AZEK VAST Pavers includes 8 pavers and a 16.0 x 16.0 grid. The unit covers 1.78 square feet. To calculate how many units are needed, divide the total square footage of the project by Here is a table for reference: Choose Pattern : AZEK VAST pavers can be installed in a multitude of different patterns and combinations. Designs can include small and large repeating patterns. Some example patterns are provided below: Herringbone Basketweave Running Bond IMPORTANT: At least one paver must connect two grids in each direction. The herringbone pattern does this without needing to specially orientate the grids. Here is how the grids must be orientated to assure overlap in all directions for other patterns: Herringbone: This is the most popular and easiest to install pattern. Pavers will interlock grids in both directions. Lay the installation grids as illustrated below. Start laying pavers at the starting corner. 1:31:32 PM]
14 Permeable Installation Guide : VAST Support Center Basketweave: This is the simplest installation method for a Basketweave pattern, but it will require extra installation grids. The starting paver must be laid 4 down and 4 over from the top left corner of the grid. This will shift the pattern over and assure at least one paver will connect two grids in both directions. The leftover grid can either be trimmed off, or a 4 border can used to fill in the extra space. Running Bond: This pattern will require the staggering of grids to assure the pavers will connect them in both directions. The starting paver can be laid in the top left corner, but the next column of grids must be staggered halfway down the starting row. Every other column will need one half grid at the top. Each half of the cut grid can be used. Decide on Border / Soldier Course: The AZEK VAST Paver system allows for several border and soldier course options. These can either be straight or curved. The accessory pavers can help limit the cutting and give a finished look to the project. For more information see Install Borders and Accessory Pavers below. 1:31:32 PM]
15 Permeable Installation Guide : VAST Support Center Pick Colors: AZEK VAST Pavers come in five brilliant colors that can be used by themselves or combined to create unique blends. To help select the colors for your project, check out the following resources: Site Planning and Marking IMPORTANT: Locate Utilities. Prior to beginning the installation, ensure all underground utilities (e.g. electrical lines, phone lines, water lines) have been properly located and identified. Mark Project Area: Once the project layout has been determined, mark or spray paint the overall outline, approximately twelve inches wider than the planned installation area. This will provide the additional excavation area needed for installing edging. Any pavers that abut structures or other paved areas will not require installed edging and therefore do not require the additional twelve inches of excavation. Base Material Design IMPORTANT: The preparation of the site and base material is critical to a long lasting, flat and premium looking installation. Also, a properly prepared site will reduce installation time. Please contact a landscape professional if required. Subgrade: The subgrade is the existing soil or surface that the installation will be built upon. Subgrades that are primarily clay or silt are the weakest subgrades and typically require additional base material. Geotextile: Geotextile material can be used to help prevent poor subgrade conditions from mixing with the base material. Heavy foot or vehicular traffic conditions are also good conditions for using geotextiles. The geotextile will be placed between the subgrade and the base material. Permeable Base Material: IMPORTANT: A civil engineer, landscape professional, or local municipality, is recommended to design the appropriate permeable base. Each permeable application is different, and there are multiple considerations that must be taken into account (e.g. amount of rainwater, runoff water from hills and downspouts, soil type, the infiltration rate of the pavers, etc.). A permeable base is typically comprised of multiple layers of different sized fractured-face stones. The base material should be an open-graded aggregate, free from sands and other small particles. Please refer to local requirements and specifications, or visit ICPI.org for more information. Here is a generic permeable base found on the ICPI website. The base material needs to be compacted every 2 as it is spread out. This will reduce any chance of the base material settling over time making the installation uneven. Additional resources for base design can be found at: Slope: ICPI Project Drawings It is very important to slope the sub base (ground beneath the permeable base material) away from any building structures or foundations. The typical slope is approximately 1 over 6 feet. Bedding Layer: The top layer of the permeable base that the AZEK VAST Permeable Pavers will sit on is comprised of 1.5 to 2 inches of a 3/8- clean, fractured-face rock. This will create a workable and permeable surface for the pavers to install upon. Use a chip rock free from smaller particles (3/8- chip rock or No. 8 stone). Compact the bedding layer with a hand tamper or vibratory plate compactor. Excavation: To install the necessary base material, the existing ground material must be taken out. To calculate how deep to excavate, add up these layers: Excavation Depth = Permeable Base Material Thickness (Pavers) - 1/4" Once the excavation depth is known: Excavate site to the appropriate depth. Slope the sub base to approximately 1 over 6 feet away from any structures or foundations. A geotextile is optional between the sub base and permeable base material. 1:31:32 PM]
16 Permeable Installation Guide : VAST Support Center The subtraction of 1/4" leaves room the sinking that occurs during the final compaction. Level and compact the subgrade to a 95% proctor density (ASTM D 698) If needed, always have the compaction formally tested to ensure it meets the required standards. Install Base Material and Sand Bed Install and Compact Base: Add base material 2 inches at a time. Compact each layer completely with a plate compactor or hand tamper. Compact to 95% proctor density (ASTM D 698). Be sure to compact all edges and corners thoroughly as these are at the most risk to degradation. Limit any undulations to under 1/4" to limit any dips or humps in the final installation. Install, Compact, and Level Bedding Layer: Add a 1.5 to 2 inch layer of chip rock (3/8- clean, fractured-face rock or No.8 stone) Level the bedding layer appropriately and tamp with a hand tamper or vibratory plate compactor. Add chip rock to areas that are uneven and smooth them out. Installing Grids and Pavers Pick a Starting Point : Picking the right starting point will make your installation quicker and easier: Start off the longest straight edge to reduce the amount of cutting, or off of a building structure. Starting in a corner and working out in both directions is typically preferred. Account for Expansion: AZEK VAST Pavers will expand and contract with temperature change (similar to other composite materials). To accommodate for expansion, the following measures must be taken: IMPORTANT: Always install in temperatures greater than 40 F. For AZEK VAST Permeable Pavers: Leave a 1 gap around all damageable protrusions (e.g. light posts, vent pipes). If the pavers are installed up against asphalt, a 4 concrete ribbon the depth of the base is recommended between the two. Expansion of the AZEK VAST Pavers may push the asphalt causing it to buckle. Installing Installation Grids: REMINDER: Installation grids must be orientated to allow the pattern of pavers to interlock grids in both directions. Please refer back to Choose Pattern for more information. Begin laying grids from the starting point of your choice, on top of the already installed bedding sand. Lay out approximately 10 grids to make room to install pavers. To increase installation speed, it is recommended to purchase 10 extra installation grids to get started. As pavers are brought over and installed, the grids from those pavers will continuously be laid out across the install. Grids can be cut to fit with the same cutting tools used for the pavers (e.g. mitre saw or jigsaw). If the ending grid is less than 4, cut off 4 or 8 of the grid before it, so the ending grids can be longer and will connect into the install with overlapping pavers (e.g. instead of a 16 grid then a 3 grid, create an 8 grid and an 11 grid). 17 Permeable Installation Guide : VAST Support Center Bring stacks of pavers on the grids over to the starting point. Empty pavers off of grid and lay them in the desired pattern in the grids. Take empty grids and lay them out in the continued orientation needed for your pattern. Continue laying pavers until all full pavers are installed. Cutting Grids and Pavers IMPORTANT: Using the recommended blades will save both time and equipment. Please refer back to the top for recommendations based on cutting equipment. Cut a Single Paver: Use the recommended cutting equipment (top of installation instructions). Cut pavers individually using a spare grid to hold it in place. For miter saws, short quick swipes with the blade works best. Keep the blade speed up and avoid binding. Cut pavers may be adhered to the grid for more security. Cutting the Grid: Use the recommended cutting equipment (top of the installation instructions). For mitre saws, one or two swipes of the blade works best, keep the blade speed up and avoid binding. IMPORTANT: ALWAYS WEAR SAFETY GLASSES, GLOVES, AND EAR PLUGS WHEN TRIMMING PAVERS OR GRIDS. Obey all safety and operational instructions that came with your cutting equipment. Install Borders and Accessory Pavers If the project requires curved or straight borders the accessory pavers can eliminate much of the cutting. These include legless pavers and wedge pavers. Draw the shape of the desired border onto the pavers that will need to be cut. Laying the accessory pavers on top of the installed pavers in the desired design and tracing the interior edge is the easiest way to do this. A string line may also be used. Cut along the line in place with a jigsaw (use a 5-6 tpi blade). DO NOT cut through the grid. Place the legless and/or wedge pavers on top of the installation grids to create the border. Use an adhesive between the accessory pavers and the grid. Install Edging Edge Restraints: AZEK VAST Pavers require the use of an edge restraint around the perimeter. Edge restraints help keep the installation from moving, and perimeter pavers from tipping off the grid. The edging is generally staked down using 10 stakes, one every 6 to 12 inches. Plastic, aluminum, or concrete edging will work. Edge restraints can be installed next to, or on top of, AZEK VAST Installation Grids. For areas that will eventually be bordered by sod, or that have a curved perimeter, some may prefer to install edging over the top of the installation grids. If this is done, drill holes in the grid where the stakes will go. IMPORTANT: When installed up against asphalt, a 4 wide ribbon of concrete the depth of the base material is recommended. Expansion of the AZEK VAST Paver system may push the asphalt causing it to buckle. Tamping Pavers and Joint Fill The final steps to finish up the installation are tamping and sweeping chip rock between the pavers. This will even out small undulations and lock the pavers into place. Tamp (Compact) Pavers: Prior to sweeping chip rock between the pavers, use a vibratory plate compactor or a hand tamper to work the pavers into the bedding layer. This will typically cause the pavers to sink approximately 1/4" into the bedding layer and will even out any small undulations. 1:31:32 PM]
18 Permeable Installation Guide : VAST Support Center A vibratory plate compactor will take 1 to 2 passes in both directions. A hand tamper will require several strikes in each location. Move around as you strike the pavers and make several passes. The high undulated areas can be tamped down more to even the surface. IMPORTANT: Review the surface after tamping for any imperfections. If any are found, lift up the pavers and grid and either add or remove chip rock to make it level. Re-tamp the pavers after the imperfections have been removed. Sweep in Joint Fill: The same chip rock used for the bedding layer can be used for the joint fill. This is a 3/8- clean, fractured-face stone. The standard specification for permeable joint fill is ASTM No. 8 stone. Start by spreading the chip rock out across the pavers with a shovel. Using a broom spread the chip rock across the joints, sweeping in all directions. When the joints appear to be filled to the desired level, sweep the installation clean of any remaining chip rock or dust. The pavers will return to their original color once the pavers have been cleaned by rain. An additional sweeping may be necessary after rain or settling of the joint sand occurs. IMPORTANT: Do not use sand, or polymeric sand with the AZEK VAST Permeable Paver system, and do not tamp the pavers after the chip rock has been placed on the pavers. Maintenance Most stains, bird droppings, etc. can be cleaned using a garden hose. Tougher, embedded debris can be cleaned using a high-pressure sprayer and a mild detergent (similar to that used for cleaning your car). NOTE: Be careful when using a high-pressure sprayer so as to not "etch" the paver surface or cause the pavers to dislodge. Results may vary as expansion and contraction could still occur, and drainage systems are unique to each flat roof.
