Porano is a small centre near Orvieto, within the landscape of the volcanic table The territory of Porano is strongly characterised by the ribbon shape of the areas of ecological connection represented by the parallel courses of water, with canyons which mark the structure of the landscape. the territorial context

1 III PMP- UMBRIA REGION The open territory of Porano presents characteristics of a high ecosytemic value, with areas of habitat and of ecological connectivity within a more extensive and complex regional unity of ecological connection identified by the Ecological Network of the Region of Umbria HABITAT ECOLOGICAL CONNECTION 2 CONNECTIVITY ECOLOGICAL CONNECTION 1 3 HABITAT CORRIDORS AND WADING STONES 2 4 CONNECTIVITY CORRIDORS AND WADING STONES 3 4 The open territory

Five Unities of Landscape have been identified in the landscape of Porano, territorial areas with specific, distinctive and homogeneous characteristics of formation and evolution. 4Tv1 - LANDSCAPE OF THE ARCHAEOLOGICAL AREAS AND OF THE AGRICULTURAL VEGETATION ON THE TUFACEOUS RIDGE TOWARDS ORVIETO 4TV2 - LANDSCAPE OF THE WOODED AREAS, OF THE ARBOREAL CULTIVATIONS AND OF THE CROPS OF THE VOLCANIC TABLE OF THE CORNIOLO 4TV3 - LANDSCAPE OF THE HISTORIC SETTLEMENT AND OF THE AGGREGATIONS OF THE COMPLEX FARMING SYSTEMS OF THE TUFACEOUS RIDGE OF BELVEDERE, LA VALLE AND POGGIO DI CUCCO 4TV4 - LANDSCAPE OF THE WOODED FRINGES ALTERNATING WITH THE CROPS OF THE VOLCANIC TABLE OF SANTI APOSTOLI WITH A PERMANENCE OF THE LESSER HYDRAULIC-AGRICULTURAL ARRANGEMENTS 4TV5 - LANDSCAPE OF THE MODERN SETTLEMENT AND OF THE ARBOREAL RESIDUES OF PARASOL MUSHROOMS TOWARDS THE CANAL The Landscape

In the ecosystemic layout of the landscape, there is an emergence of conflicting elements linked to urban growth which has been developing in total discontinuity with the historic settlement system since 1977, concerning the agricultural lands towards the south where new settlement realities disconnected from the urban context have arisen 1940 III PMP- UMBRIA REGION 1977 PMP_ REGIONE UMBRIA settlement development and transformation of the landscape Historical settlement elements 1 The old town centre 2 Castel Rubello 3 Villa Paolina

The dispersion of the buildings in the agricultural areas contributes towards the progressive impoverishment of the distinctive ecosystemic characteristics of the landscape and towards the fragmentation of the urban fabric in wide-ranging marginal areas which are totally without any landscape characteristics \ The peri-urban open spaces

PMP_ REGIONE UMBRIA The fragmentation of the recent urban expansion is in contrast to the compact historic centres, a modest visual, landscape and environmental quality of the marginal areas is linked with the scarce architectural characterisation. The urban edge

reduction of landscape fragmentation and recomposition of the systems of ecological connection. sharing of the urban choices for raising awareness and stimulating appreciation with regard to the implementation policies of the Regional Ecological Network. activation of the planning scheduled for the periurban area of the Agricultural Park EXPECTED RESULTS

LE UNITA' DI PAESAGGIO Regional Ecological Network As an integration and strengthening of the RERU (Ecological Network of the Region of Umbria), the Plan identifies areas which are useful for the recomposition of the systems of ecological connection between the settlement system and the open territory, with regulations and guidelines for the implementation (Directive Outlines, Areas of Transformability, Standard Projects). FROM THE LANDSCAPE TO THE PLAN STRUCTURAL PLAN OF PORANO

The Municipality-owned Ecological Network identifies the SD1 Directive Outline and the Standard Project of the Agricultural Park as the fulcrum, supplying guidelines and regulations which are useful as much for the protection of the reticular features of the ecosystems as for the reconnection and recomposition of the landscape of the marginal areas. CENTRO DI PORANO AMBITO AGRICOLO PERIURBANO from the ecological network to the marginal project: THE DIRECTIVE PROJECT

AGRICULTURAL PARK Sistemi connettivi Sistemi forestali Accessibilità Sistemi colturali from the ecological network to the marginal project: THE STANDARD PROJECT OF THE AGRICULTURAL PARK

III PMP - UMBRIA REGION from the ecological network to the marginal project: THE STRATEGIC ACTIONS

The Plan defines further Standard Projects, which contain guidelines for the implementation of the RERU which are the normative for urban transformations in a peri-urban area. SD2 PN 2.1 Polo ippico Villa Paolina SD4 PN 4.2 Abitare la città SD3 PN 3.2 Produzione e turismo SD4 PN 4.5 Abitare la città SD3 PN 3.3 Produzione e turismo THE STANDARD PROJECTS FOR PROTECTION AND DEVELOPMENT

PMP_ REGIONE UMBRIA During the drafting of the Plan ( ) many meetings were set up by the Administration in order to start up the constructive participation process which is essential for the creation of a Plan which can stimulate issues regarding social perception and a new awareness towards the preservation of physical integrity, biodiversity and cultural identity. THE PARTICIPATION PROCESS

CORRECT INTERPRETATION OF THE CHARACTERISTICS OF THE PLACES: a rigorous reading and interpretation of the landscape characteristics, contextualisation and planning on a local level of the regional Ecological Network, definition of the marginal relationships between urban and peri-urban. SUSTAINABLE TERRITORIAL PROMOTION AND DEVELOPMENT CONSIDERING THE LANDSCAPE AS A DYNAMIC PROCESS: by means of landscape ecology criteria, a dynamic interpretation of the territory and the landscape was given, which is mindful of the natural and settlement dynamics of transformation and aimed at a sustainable development of the territory EXEMPLARITY AND REPRODUCIBILITY OF THE PROPOSAL: reproducibility of the process of the plan, thanks to a rigorously defined and applied methodology, from a regional to a local scale. SOCIAL DIMENSION, DIDACTIC PROJECTION AND PUBLIC PARTICIPATION: the will to raise awareness in citizens, in other organisations and in institutional bodies about the importance of the landscape in territorial development. ECONOMIC DIMENSION AND NEW DEVELOPMENT OPPORTUNITIES: promotion of the design phases aimed at the development of economic and social dynamics linked to rural landscape values (Agricultural Park).
