1 MAP Committee Input McLoughlin Area Draft Vision Map A larger version of this map is located on the last page of this PDF. 1. The map above is intended to portray a vision for the McLoughlin area. It highlights the role of the Boulevard for transporting cars, trucks, buses, bikes, and people on foot. With several active nodes and areas for jobs, shopping and housing, the Boulevard is also the focal area for future growth. The area's neighborhoods are shown as predominately homes and natural areas. Four types of roads and paths are oriented to different types of travel in the area. Does the map accurately portray the vision held by the community for the future of the McLoughlin area? Yes Somewhat No
2 2. How well does the depiction of McLoughlin Boulevard and the activity nodes match the community's vision? Very Somewhat Not at all 3. The concept map highlights four types transportation connections: 1. The Boulevard; 2. Connectors from neighborhoods to the Boulevard; 3. North South Through-Streets; and 4. Pedestrian and Bike trails. Do these four types accommodate the types of travel that you feel is appropriate for the Vis ion Map? Yes No Maybe The following capital project recommendations are a result of community input collected from Phase 1 and Phase 2 of the MAP process. 4. Parks, open spaces and habitat restoration. Please rank each improvement on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Acquire property and/or develop new parks and open spaces within the plan area. Restoration of Boardman Creek and wetlands in the vicinity of McLoughlin Blvd and Jennings Ave. Improve pedestrian and bike connections to the Trolley Trail. Improve access to the Willamette River and streams within the plan area. Assist in habitat restoration within the plan area.
3 5. Service Districts. Assist in mitigating flooding of Boardman Creek. Please rank the improvement on a scale from 1 to 5, with 5 being the most important and 1 being the least important. 6. McLoughlin Boulevard improvements. Please rank each improvement on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Create gateways to the area with treatments such as signage, monuments, artwork and landscaping. Construct pedestrian crossing facilities on McLoughlin Blvd. that may utilize medians, refuges, signals or grade separated facilities. Construct streetscape improvements along McLoughlin Blvd. that may include signage, sidewalks, lighting, landscaping, street furnishings and bike lanes. 7. Neighborhood street improvements. Please rank each improvement on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Construct street improvements on the existing major transportation routes that could include paving, signage, sidewalks or pathways, lighting, landscaping, drainage, and bike lanes while leaving small neighborhood streets the same. Construct new local street connections. Improved east-west connections to improve access to I Pedestrian and bicycle facility improvements. Please rank each improvement on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Improved pedestrian and bike connections to schools, parks and other key community destinations. Develop an area-wide way finding system for motorists, bicyclists, and pedestrians. New bike/pedestrian bridge over the Willamette River.
4 9. Public safety improvements. Please rank each improvement on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Assist in providing fire protection facilities. Can include waterlines, hydrants or stations. Assist in the cost of cleanup of contaminated properties. Improve lighting at key locations to improve safety for motorists and pedestrians. 10. Public buildings and facilities. Please rank each improvement on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Develop a community center within the plan area. Funds could be used for land or building acquisition, design and construction of the facility. Develop recreation facilities. This may include skate parks, community gardens, etc. 11. Business and job recruitment and retention. Please rank each improvement on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Assist in developing a job incubator area. Provide incentives for businesses that provide family wage jobs.
5 12. Development and redevelopment. Please rank each improvement on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Develop a façade improvement program for commercial developments within the plan area. Construct infrastructure improvements for development or redevelopment of properties. This could include utility connections or upgrades, stormwater facilities, street connections and internal circulation for motorists. bikes and pedestrians. Provide incentives for energy conservation and green infrastructure projects associated with new development or redevelopment. Construct shared public parking in conjunction with new development. Assistance in providing public plazas or other gathering space as part of development or redevelopment. Acquire land or buildings for development and redevelopment purposes. Develop commercial or mixed-use nodes at targeted locations within the plan area. Funding can be used for planning, design and infrastructure improvements. The following program recommendations are a result of community input collected from Phase 1 and Phase 2 of the MAP process. 13. Environment. Please rank the program on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Identify and designate wildlife and recreation corridors linking to parks, open spaces and waterways. Identify strategies to protect and enhance existing natural habitat.
6 14. Code Enforcement. Please rank the program on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Provide stricter enforcement of existing sign ordinances. Enforce proper property maintenance. Review and improve sign code to reduce glare, distraction and clutter. 15. Local Control. Please rank the program on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Establish a Citizen Advisory Committee that will oversee plan implementation including budgets, project oversight, and community involvement. Establish an ongoing technical advisory committee that includes area districts and jurisdictions. Will periodically meet to stay informed of ongoing projects and planning and to seek opportunities for partnership. 16. Zoning. Please rank the program on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Modify the existing Zoning and Design Ordinance to better protect neighborhoods from up-zoning. Develop a community design plan for McLoughlin Boulevard. This might include new design standards, zoning modifications, form based code and revised street sections. Create sign design guidelines for consistent area-wide branding and marketing. 17. Community. Please rank the program on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Support schools by encouraging youth through programs and community involvement.
7 Create neighborhood tool libraries to promote do-it-yourself improvements. Encourage community-wide events and cultural celebrations. Increase access and options for childcare, after school programs, and vocational and job skill programs. Work with regional partners to increase services for homeless and at-risk youth. 18. Housing. Please rank the program on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Update Comprehensive Housing Affordability Strategy and local housing plan. Identify and increase partnerships with non-profit housing development organizations. 19. Transportation. Please rank the program on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Develop a community shuttle system that links local destinations. Work with Trimet to determine new opportunities for public transit. 20. Business and Job Retention. Please rank the program on a scale from 1 to 5, with 5 being the most important and 1 being the least important. Develop a program that promotes new business and expansion of existing businesses. Streamline permitting processes and minimize permitting costs. Develop a "brand" for the area. Assist in marketing and business recruitment. 21. Development and Redevelopment. Please rank the program on a scale from 1 to 5, with 5 being the most important and 1 being the least important.
8 Adopt green infrastructure best practices for new public improvement projects and redevelopment sites. Develop a grid of neighborhoods with distinct names to better associate with different areas.
