Presentation Overview What is storm water and why is it important to manage Regulatory framework for stormwater Link to PDX master plan Storm water master plan goals Existing approach to storm system management Scope and schedule Consultant team Outreach goals 2

GUIDING PRINCIPLES Why is Storm Water Important to Manage Rainfall generates storm water runoff At PDX all storm water flows south to the Columbia Slough which is managed for flood control by Multnomah County Drainage District (MCDD) Storm water quality and quantity at PDX is regulated by local, state and federal agencies and permits Oregon Department of Environmental Quality permits regulate water quality and quantity (1200-COLS and Municipal Separate Storm Sewer System permits) 3

Storm Water Regulatory Framework 1200-COLS permit regulates industrial activities. Stormwater Pollution Control Plan Best Management Practices Inspections and sampling Annual report MS4 permit regulates publically owned storm systems. Storm Water Management Plan Best Management Practices Education and Outreach Pollution Prevention Stormwater Treatment Annual report Storm Water Master Plan is not a regulatory requirement 8

Stormwater Master Plan Goals Comply with existing and future MS4 and 1200-COLS permit requirements for water quality and quantity Address flooding and aging infrastructure Plan for future development and redevelopment Identify critical infrastructure and develop database to support development of an asset management program Develop prioritized sequence of short and long term projects for storm system modifications 9

Connection to PDX Master Plan 1. Determine future conditions based on: PDX Master Plan Goals, criteria and standards Port strategic goals and policies Regulatory requirements Safety Sustainability and climate change 2. Integrate solutions into short-term and long-term planning and facility management: Capital project design Capital and Operations and Maintenance (O&M) budgets 10

Existing Approach to Storm System Management No guiding plan for managing storm system in response to projects or regulatory requirements Storm system issues addressed on a project-by-project basis based on defined project boundaries and project needs No standardized approach to assess water quality and quantity for development and redevelopment projects No asset management plan for storm system infrastructure Port projects subject to City of Portland Storm Water Manual requirements for storm water treatment 11

PDX Storm Water System Age 12

Storm Water Master Plan Scope of Work Municipal Separate Storm Sewer System (MS4) permit-required analyses Storm system retrofit analysis and strategy Design standards development and implementation Asset management assessment Existing conditions analyses Future conditions analysis (storm water master planning) 13

Schedule RFQ/RFP Process Request Commission Approval to award contract to GSP, December 12, Planning and Data Collection Existing Conditions Analysis Design Standards Development Retrofit --- Analysis and Strategy Implement Design Future Conditions Analysis (Storm Water Master Planning) Storm Water Master Plan Document Standards by January 1, Submit Retrofit Strategy to DEQ by November 1,

Storm Water Master Plan Consulting Team Lead: Gresham, Smith and Partners (GSP) Sub-consultants: Geosyntec Consultants HDR Engineering Good Company (ESB) Zenn Associates (ESB) 15

Outreach Goals Educate stakeholders about the Port s storm water master planning effort Provide meaningful opportunities for input, feedback, and information sharing Keep stakeholder groups informed about the project status Understand and address stakeholder concerns Key stakeholders (examples): CAC, environmental and neighborhood groups, City of Portland, Multnomah County Drainage District 16

Discussion Questions Do you have any suggestions for ensuring a robust outreach plan? What interests you regarding the storm water master planning effort? Can you suggest other groups that would like to be included in this outreach effort? 17
