3 Why we are here A common vision for Tauranga city centre: to fulfil its potential as a great place to live, work, learn and play more people, more often, for longer a place to anchor and sheltered waters Purpose of the Tauranga City Centre Spatial Framework support and deliver the vision for Tauranga builds on previous strategies integrates new and planned projects attracts and co-ordinates investment (public and private) identifies priorities (short and long term) maximise value and return on public realm investment a flexible and long term approach (30 years) Tauranga City Centre Spatial Framework Workshop

9 Current challenges facing Tauranga Lack of demand driving intensification and development Shift of commercial focus away from city centre (to Cameron Road and the Avenues) Lack of hierachy of city centre streets Lack of legibility (arrival, wayfinding and the centre ) Waterfront sanitised through removal of authentic working activities Marine activity shifted away from city centre Lack of social/community infrastructure for a city of 200,000+ City centre surrounded by regional infrastructure (roads, motorways, rail)

16 Move 1 The North-South Streets Design Intent: Cameron Road = a green, ridgeline and spine for the city centre Identify/strengthen northern and southern City gateways Reinforce green links to Domain, Elms and Redoubt Mixed use street (commercial, retail and residential) Build on existing Cameron Road green (planting, medians, LID etc.) Durham, Willow, Grey and Devonport = city centre street typologies Develop a consistent Look and Feel for these streets (build on existing streetscape character) Reinforce City Centre access and legibility

17 Move 2 The East-West Stitch Design Intent: Connect east-west streets between Cameron Road ( ridge ) and the water ( harbour ) Enhance view shafts to connect visually with the water Green streets (green) connect with green spaces City Streets (orange) connect extend to the waterfront Waterfront Streets (red) stitch the City Centre to the Waters Edge, reflect heritage and character of this part of the city Extend to waters edge, potential shared spaces. Reinstate Wharf Street as the primary connection to the water Opportunity to develop separate look and feel and identity for city centre and waterfront streets

18 Move 3 The Green Necklace Design Intent: Complete a continuous, green loop around the City Centre (walking and cycling) = 5km loop Connect key open space destinations and landmarks (eg. Domain, Elms, Redoubt and Waterfront) Enhance the recreational experience of the City Centre (exercise, amenity and exploration) Connect key destinations (existing and future) via walkway Enhance the accessibility and amenity of the Takitimu Walkway Extend a coastal walkway to Memorial Park/Eleventh Ave/Graham Park Art/heritage trail integration Connect to other walkways Reinforce views/vistas to wider landscape

19 Move 4 Re-Connect the Waterfront Design Intent: Reinforce the waterfront as the focal point of the city Improve access and activity on the water s edge Reveal the local history and historical morphology Re-establish the Wharf Street - Town Wharf axis and access to the water Create a Civic - Masonic Water Edge cultural axis Provide a wider range of recreational opportunities A catalyst for regeneration (north and south east) Connect to the Green Necklace Develop more distinctive identity for the waterfront (distinctive to city centre look and feel, currently similair)

20 Move 5 A Civic Heart Design Intent: a recognisable focal point for Tauranga (new opportunities for design excellence) synergies between community, culture, recreation and commerce Transform the Civic Campus into an anchor at the heart of the city strengthen the connections between the Civic Heart, the Strand and Waterfront Create a Stadium to waterfront connection Expand recreational opportunities in the Domain Transform Masonic Square into a true civic space destination (waterfront link) Consider more appropriate integration of bus interchange

21 Move 6 Consolidate the Centre Design Intent: Support intensification and consolidation of the City Centre (counter existing flight from city centre) Encourage a true mix of uses (commercial, retail and residential) Encourage a mid rise city centre (4-6 levels) Build on Civic Heart as the catalyst Consistent look and feel provided by east-west and north south streets a place to live, learn, work and play

22 Move 7 A Network of Fine Grain Spaces Design Intent: Encourage a network of pocket parks and laneways Complement with a programme of Events and Place Making Strategies Implement a co-ordinated public art strategy (diversity creative) Identify opportunities for Tactical Urbanism interventions Moments of discovery and serendipity public and private sector input activation of under-utilised spaces
