3 SITE PLAN DESIGN GUIDE URBAN DEVELOPMENT PAGE 1 TOWN OF HUNTSVILLE PHYSICAL SERVICES URBAN DEVELOPMENT SITE PLAN DESIGN GUIDE This guide is meant to be an aid to Designers completing Site Plan Control Applications in an urban area in the Town of Huntsville. The guide will be used as a checklist by Physical Services Division staff to ensure that minimum requirements have been met. We suggest that the Designer address each point, where applicable, in order to accelerate the approval process. All Site Plan application submissions to the Physical Services Department shall include: - One (1) set of Servicing and Grading Drawings - One (1) Storm Water Management Report (if required) SITE PLAN DRAWING REQUIREMENTS A. GENERAL INFORMATION: The servicing and grading plan should be legible and should include the following general information: 1. Title block and revision block to include: a) Identification of the proposed use of the site b) Name and address of firm preparing the Site Plan c) Name of applicant d) Municipal address and/or Legal Description (Reference Plan, Lot, Concession and Registered Plan Lot Number) 2. Legend 3. Metric scale 4. Key Plan indicating general location of the development in respect Town street network 5. Bench Mark elevation description and location 6. Contour lines and/or spot elevations referenced to the benchmark 7. North arrow

SERVICING INFORMATION: Existing and proposed services on the subject property and within the adjacent street and boulevards should be shown on the Site Plan. This should include the following as applicable: B.1. EXISTING AND PROPOSED ABOVE GROUND SERVICES: 1. Town and private sidewalks and walkways, including widths. 2. Manhole locations, identified as storm or sanitary 3. Catch basins, double catch basins, ditches, culverts with dimension. 4. Hydrants, valves and service shutoffs (curb stops) 5. Valve boxes and valve chambers 6. Curbs and/or curb and gutters 7. Light standards, hydro/bell/cable poles and pedestals (municipal and private) (See Planning Department for specific light standard requirements on private property) 8. Signs (municipal and private) 9. Easements, right of ways and reserves 10. Retaining walls and berms 11. Driveways and parking areas (See Planning Department for specific requirements) 12. Sidewalk depressions (existing and proposed) if required 13. On site surface drainage swales 14. Fences (See Planning Department for specific requirements on new fencing) 15. Trees, bushes and hedges (See Planning Department for specific requirements on new landscaping) 16. Travelled municipal roadway 17. Identify location of proposed garbage storage areas, (if required) (See Planning Department for specific requirements)
5 SITE PLAN DESIGN GUIDE URBAN DEVELOPMENT PAGE 3 B.2. EXISTING AND PROPOSED UNDERGROUND SERVICES: 1. Sanitary sewers, storm sewers, labeled with pipe diameter, slope, pipe inverts at the point of connection, a) to sewer main b) at the building face and c) at the property line 2. Watermain services to the building labeled with pipe diameters and standard cover depth. 3. Hydro services and gas services 4. For industrial and commercial developments, one or more sanitary manholes are required to facilitate maintenance and observation, as per District of Muskoka By-Law 86-19, Item 7 (1). 5. Location and type of septic system(if applicable). 6. Location and type of potable well water system, i.e. drilled or dug well (if applicable). Provincial Regulatory Requirements 7. In accordance with the Ontario Building Code Regulation 413/90, the maximum length of a 6 to 24 (150 mm to 600 mm) diameter storm or sanitary sewer on private property shall not exceed 100 ft. (30.0 m) from the building face to the Town or District sewer. Connection lengths greater than 100 ft. (30.0 m) will require the installation of a manhole (as per Ontario Building Code, Section (4) and Section ) within 100 ft. (30.0 m) of the face of the building. The maximum length of 4 (100 mm) diameter sewer laterals shall not exceed 50 ft. (15.0 m) without providing a clean out. The Town Building Inspector may be consulted regarding any of the above information. 8. As per Section (5) of the Ontario Building Code Regulation 413/90, manholes shall be located at all junctions, changes in grade, size or alignment (except for curvilinear alignment) and at termination points of building sewers. Manholes to be constructed as per Section Section of the Ontario Building Code Regulation 413/90, should be consulted for requirements of spatial separation of sewer and water services on private property.
6 SITE PLAN DESIGN GUIDE URBAN DEVELOPMENT PAGE 4 C. GRADING PLAN: The following items should be addressed and shown on the Grading Plan. Lot grading to be in accordance with the overall approved subdivision lot grading plan where applicable 1. Grades are to match those of adjacent properties at the property line and/or approved subdivision lot grading plan. Existing elevations are required at the property line and 3.0 metres beyond the site limits onto adjacent lands to clearly illustrate that surface drainage is appropriately accommodated. 2. The following information is required when drainage swales are provided: - minimum depth of 0.15 m - recommended minimum swale grade of 2% to a maximum grade of 8%. Grades over 8% should be provided with erosion protection. - swale invert elevations to be shown at all changes in grade - a typical swale cross section detail should be provided 3. Grading of grassed areas: - recommended minimum of 2% - recommended maximum of 8% - recommended that grades in excess of 8% be terraced with 3:1 side slopes in residential areas, and 2:1 in commercial/industrial areas a Professional Engineers stamp and design is required on all retaining walls that exceed 1.0 m in height as per the Ontario Building Code. - a handrail or fence is required on all retaining walls that exceed 1.0 m in height 5. Elevations are required at all building access points, (i.e. ramps, entrances and loading bays). For wheelchair ramps, elevations should be provided at the bottom and the top as well as any intermediate landings. Maximum wheelchair grade 8.0% as per Ontario Building Code. 6. Proposed lot grading elevations should be shown at building corners 7. Sufficient elevations in driveways and parking lots to show the drainage pattern. - minimum of 1% grade - recommended maximum of 5% grade 8. Arrows indicating the direction of surface drainage on all paved, granular and grassed areas including swales. 9. Roof downspout locations and direction of discharge.
7 SITE PLAN DESIGN GUIDE URBAN DEVELOPMENT PAGE 5 D. ACCESS: The access to and vehicular movement within the site shall be designed to the Town s requirements. 1. Typical driveway width at the street line for commercial and industrial developments, not to exceed 9.1 m. 2. Entrance curb radii at entrance not to exceed 7.6 m. The plan shall identify existing and proposed entrances curb cuts and depressed walks. 3. Proposed parking configuration should be shown on the drawing. Minimum parking stall dimensions: 2.5m x 6.0 m. minimum 3.7m x 6.0 m. minimum for disabled spaces 4. Type of surface treatment to be provided on driveways and parking lots should be indicated on the drawing, i.e. asphalt, gravel, dust free etc. 5. Access ways should be designed to accommodate five suppression vehicles in accordance with the Ontario Building Code. E. STORM WATER MANAGEMENT: Storm water runoff is to be controlled to a) the specific run-off rate approved by the Ministry of the Environment and Energy through the design Certificate of Approval for the drainage area in question or b) both Storm Water quantity and quality are to be addressed in order to ensure security of the environment. The designer is referenced to Storm Water Management & Planning Process, Storm Water Management & The Site Plan Process, Guidelines for Preliminary Storm Water & Construction Mitigation November, 1991, MTO Drainage Management Technical Guidelines November, 1989 Storm water management plans must be prepared by a licensed professional engineer, qualified in the storm water management field. F. REQUIRED PERMITS Depending on the type and location of the development, the following permits may be required at various stages of development. Contact should be made to the following agencies and others as required:
