1 COACHELLA VALLEY ASSOCIATION OF GOVERNMENTS NOTICE OF PREPARATION OF A PROGRAM ENVIRONMENTAL IMPACT REPORT AND PUBLIC SCOPING MEETING Date of Notice: November 12, 2013 To: From: Michael Shoberg Transportation Program Manager Coachella Valley Association of Governments Fred Waring Drive, Suite 200 Palm Desert, CA PROJECT NAME: CV LINK MASTER PLAN PUBLIC NOTICE The Coachella Valley Association of Governments (CVAG) as the Lead Agency has determined that the project described below will require preparation of a Program Environmental Impact Report (EIR) in compliance with the California Environmental Quality Act (CEQA). This Notice of Preparation (NOP) of a Program EIR and Environmental Scoping Meeting was publicly noticed and distributed on November 12, 2013, and is available to view by going to the Project website at: and clicking on the NOP icon. ENVIRONMENTAL SCOPING MEETING Per Public Resources Code Section , a public scoping meeting regarding the project is required. The purpose of the public scoping meeting is to obtain input regarding the environmental impacts that will be included in the EIR for the subject project. A public scoping meeting will be held by CVAG on Tuesday, December 3rd, 2013, from 6:00 p.m. to 8:00 p.m. in CVAG Conference Room 115, located at Fred Waring Drive in Palm Desert. Please note that depending on the number of attendees, the meeting could end before 8:00 p.m. Verbal and written comments regarding CV Link Master Plan environmental issues will be accepted at the meeting. The EIR will be developed in conjunction with the preparation of the Master Plan. The Draft EIR will be distributed at the same time as the Draft Master Plan. Pursuant to CEQA Guidelines Section 15168(a), a programlevel environmental analysis is proposed since the individual projects that comprise the Master Plan would be carried out under the same authorizing statutory or regulatory agency and have generally similar environmental effects which can be mitigated in similar ways. Although the legally required contents of a Program EIR are the same as those of a Project EIR, in practice there are considerable differences in level of detail.

Responsible agencies are requested to indicate their statutory responsibilities in connection with this project when responding. The Draft Program EIR will address all comments pertaining to environmental topics and will also be distributed for public review and comment. PROJECT LOCATION The project is located in the Coachella Valley, in north-central Riverside County (County), California. The project will ultimately traverse the cities of Desert Hot Springs, Palm Springs, Cathedral City, Rancho Mirage, Palm Desert, Indian Wells, La Quinta, Indio, and Coachella; portions of unincorporated Riverside County including the communities of Thermal, Mecca, and North Shore; and lands belonging to the Aqua Caliente Band of Cahuilla Indians, the Cabazon Band of Mission Indians, the Twenty-Nine Palms Band of Mission Indians, and the Torres- Martinez Desert Cahuilla Indians. The project location is presented in Figure 1. (All figures follow the last page of this NOP document). PROJECT DESCRIPTION The CV Link (formerly referred to as Parkway 1e11 ) is an innovative, multimodal transportation proposal of national importance that will provide significant environmental, health, wellness and economic benefits to the entire Coachella Valley. It will link the communities of the Coachella Valley with an alternative transportation corridor, providing residents and visitors the option to safely travel by foot, bike, mobility device, or low-speed electric vehicle, instead of by automobile. The CV Link will serve as the spine for an alternative transportation network that will one day reach all parts of the Coachella Valley. The purpose of the CV Link Master Plan is to guide the design, construction and management of the CV Link Project. Master Plan development is an ongoing, iterative process that will be informed by public input and program-level environmental analysis. Master Plan development began in January 2013; a Draft Master Plan is expected to be available for public review in October 2014; and the Final Master Plan is planned to be certified by the CVAG Executive Committee in December The Master Plan will make alignment and amenity recommendations that will be further refined at the project level. The Master Plan includes the following elements: 1. Review of Existing Conditions and Available Data 2. Project Design Guidelines 3. Summary and Results of Public Outreach Efforts 4. Alignment Recommendations 5. Right-of-Way Strategy 6. Preliminary Construction Plans and Cost Estimates 7. Project Phasing / Identify Early Action Sections 8. Greenhouse Gas Emissions Reduction Strategies 9. Management and Maintenance Plan 10. Amenity Plans (e.g., Signage, Landscaping, Lighting, Public Art, etc.) 11. Neighborhood Electric Vehicle (NEV) Transportation Plan 12. Environmental Impact Report (CEQA) 13. Environmental Assessment (National Environmental Protection Act NEPA) Page 2

3 CV Link Master Plan - CEQA EIR Notice of Preparation The core project proposed for implementation over the next decade extends from Highway 111 and the Chino Wash in north Palm Springs to Airport Boulevard in the City of Coachella. It will also incorporate and expand the Tahquitz Creek Trail in Palm Springs (between Belardo Road and the Whitewater Channel). The Link will be constructed on top of the Whitewater levees as much as possible, and provide grade separated crossings (bridges or undercrossings) of major roadways. In areas where the Whitewater River levees are inaccessible due to prior development and/or unwilling land owners, on-street routes will be developed. Alternate alignments are proposed in challenging areas. Ultimately the CV Link is envisioned to include Desert Hot Springs, Mecca, North Shore, and the Salton Sea. The Master Plan also identifies numerous connector routes which are expected to be developed by the local jurisdictions. These future facilities are not evaluated in the Master Plan EIR. The physical project description presented in this NOP is based upon the work completed to date and will evolve with development of the Master Plan. Final plans will be prepared at the project level for each segment of the Link. The core project proposes approximately 50 miles of trail. The table below summarizes the distances and trail types based on selected alternative alignments. Levees are on the right (west/south) bank unless otherwise noted.
