1 14 HIGHWAY PLANTING AND IRRIGATION 14.1 General The Design-Builder shall conduct all Work necessary to meet the requirements for highway planting and irrigation, including erosion control, weed control, miscellaneous roadside treatments, irrigation component replacement and installation, fencing, and plant establishment. Miscellaneous roadside treatments include paving in areas beyond the gore and narrow areas, use of inert materials, treatment under guardrails, and other treatments to reduce maintenance activities and worker exposure to traffic Administrative Requirements Standards The Design-Builder shall perform the highway planting work in accordance with the manuals and documents listed in Book 3. In the event of a conflict among the standards set forth in Book 3, the order of precedence shall be as set forth below, unless noted otherwise: Agency Port Port Various Title Sustainable Landscape Palettes Design Criteria and Standard Plans Highway Design Manual (HDM) Special Provisions Standard Specifications* Standard Plans Construction Site Best Management Practices (BMPs) Manual Storm Water Pollution Prevention Plan (SWPPP) and Water Pollution Control Program (WPCP) Preparation Manual Project Planning and Design Guide (PPDG) Plant Setback and Spacing Guide Landscape Architecture PS&E Guide Plans Preparation Manual (PPM) Various Remaining standards set forth in Book 3 *Document modified for design-build Staff The Design-Builder shall assign a Landscape Architect licensed to practice in the State of California to perform or directly supervise the tasks required in this Planting section Meetings The Port and the Design-Builder shall meet at either party s request to discuss and resolve planting, irrigation, and other landscape Work during the design and construction stages. The requesting party shall provide the other party with no less than five Days prior notice of such meetings. The Design-Builder shall prepare and distribute meeting minutes within five Days. All meetings where design concepts, developments, or refinements are presented shall include Port and representatives, including the Port Director of Maintenance or designee and a non-port representative from the City of Long Beach. 2 Coordination The Design-Builder s Landscape Architect shall work in coordination with the Visual Quality Advisory Team to identify opportunities for plantings and other landscape elements that will enhance the Project s overall visual quality Design Requirements Planting Concept Meeting After conducting an inventory of all existing plantings and associated landscape elements in the Project, the Design-Builder shall prepare an In-Place and Proposed Elements Plan showing existing planting areas and structures, identified by species or material and condition, and irrigation locations. It shall also show the general proposed landscape areas and elements, including vegetation, associated structures, and any other materials. A key of materials, structure types, and a preliminary plant list shall be included. Proposed plantings shall adhere to the Sustainable Landscapes Palette. The Design-Builder shall schedule and participate in a planting concept meeting to present the In-Place and Proposed Elements Plan to the Port,, and the City of Long Beach. The Design-Builder shall use the meeting to determine the permanent landscape needs of the Project, Port preferences, and appropriateness of proposed elements Planting Concept Plan Using information obtained from the planting concept meeting, the Design-Builder shall prepare a Planting Concept Plan that includes erosion control, detailed planting areas including species, irrigation, structures, and miscellaneous roadside treatments Planting Design Requirements The Design-Builder shall coordinate development of the planting concept with the Port, the City, and the Visual Quality Advisory Team (defined in Section ). The Design-Builder shall offer opportunity for local agencies to sponsor enhancements that include maintenance agreements and are consistent with the concept and overall planting design. The Design-Builder shall design and construct all plantings and landscape elements to: Control erosion on disturbed slopes Provide a pleasing appearance without decreasing motorist or maintenance staff safety Require minimal long-term maintenance and prevent erosion over time The Design-Builder shall select the best plants to meet the needs and requirements of each planting area. In particular, the Design-Builder shall: Consider the functionality and maintainability of the project planting and the total lifecycle cost Select plant material for specific site conditions to minimize maintenance, such as watering, fertilizing, and pruning Select drought-tolerant plant species found in the Port Sustainable Plant Palettes and that conform to the requirements of the Highway Design Manual The Design-Builder shall design all temporary plantings and other landscape elements to comply with the same design and construction requirements as that of the permanent plantings and landscape elements Irrigation Design Requirements The Design-Builder shall design new irrigation components, including controllers, enclosures, sensors, communication products, and software, to be compatible with the Port s existing irrigation system. All permanent irrigation systems and components shall be designed for automatic operation, powered by AC electricity. Manual, solar, or timer-operated values may be used only for temporary systems. 3 Design-Builder shall design irrigation to service all planted areas in the Project area, new and existing. In any areas where Project Work will remove existing irrigation to plantings, regardless of location, Design-Builder shall provide for new irrigation Weed Control The Design-Builder shall identify and map areas of weeds, including noxious and invasive weeds, to be removed or controlled in accordance with the requirements established by the Port,, the California Department of Food and Agriculture, and other local jurisdictions, including counties, municipalities, and watersheds. While the Port is not aware of any areas of biological controls within the Project limits, the Design-Builder shall contact biological control coordinators in local and regional jurisdictions to determine if any such areas exist. If they do, the Design-Builder shall utilize control methods that will not adversely impact biological control efforts in progress. The Design-Builder shall perform the following tasks throughout construction to control weeds: Clean all earth-moving equipment and vehicles of dirt, mud, and seed residue before using it or bringing it onto the Project Site. Certify that all equipment has been cleaned using high-pressure water blasting or steam-cleaning methods. Clear the Project work area of weeds before disturbing soil. Eradicate weeds with selective herbicides recommended for those weed species. Minimize soil disturbance outside the slope stake limits. Monitor and control any disturbed area to prevent weed invasion, and promptly re-vegetate the disturbed areas. Monitor gravel, rock, borrow, and imported topsoil being used on the Project for weeds and control weed growth with post-emergent herbicides. After planting, the Design-Builder shall: Eradicate all weeds within the R/W by use of pre-emergent, selective, and nonselective herbicides. Monitor erosion control practices to prevent weed invasion in disturbed areas. If using chemical weed control, it must be applied by a Qualified Applicator licensed by the California Department of Pesticide Regulations. Ensure that the product will not damage or kill the surrounding desirable plant material. If necessary, use hand pulling to eliminate weeds in these areas Erosion Control The Design-Builder shall design temporary and permanent erosion and sediment control methods to comply with all applicable laws and in a manner that will not prohibit or compromise the installation, effectiveness, health, or design intent of vegetation. The Design-Builder shall treat all disturbed slopes immediately after construction to prevent erosion. The Design-Builder shall re-establish to original condition or better all areas within temporary construction easements. The Design-Builder shall grade, strip, stockpile, and reapply all topsoil and duff; and install plant material as needed. The Design-Builder shall obtain Port Approval on the final condition of the site Planting Plan The RFC Documents shall include a Planting Plan indicating the location, species, size, and root condition of plants, and plant installation details. The Planting Plan shall be prepared by a California-licensed Landscape Architect and shall demonstrate that the proposed design can be implemented without conflict with other constructed improvements, above and below grade, existing or proposed. Using the Sustainable Landscape Palettes, the Design-Builder shall collaborate with the Port and to create a Project plant list that will prevent the spread or reintroduction of invasive plant species in the Project Final for Execution 14-3

4 area and that will require only minimal maintenance activities that can be done safely. Plant materials shall be drought-tolerant native species and may include a minority of non-invasive adapted species. All plants must have a proven record of success in the region. Other landscape elements that work in concert with plantings, such as special paving and miscellaneous roadside treatments, may be combined with the Planting Plan or presented as a separate Landscape Plan, if necessary for clarity Irrigation Plan The RFC Documents shall include an Irrigation Plan showing new and replacement component locations, quantities, and coverage zones, and shall employ the minimum number of components that will appropriately irrigate the area. Irrigation shall comply with the Port Irrigation Design Criteria and Standard Plans, Standard Specifications and the Highway Design Manual, with the following additions and exceptions (which include the applicable standard in parentheses): No manual control valve to be installed (Port Standard Plans) No hose bib valve to be installed (Port Standard Plans) Waterproof wire connections required for all outdoor wiring and outdoor connections to electric irrigation components ( Standard Specifications and Standard Special Provisions) For each ramp, roadway, and service road, Contractor s plan shall show the following extra crossovers in addition to those required: one 3-inch rigid PVC line to accommodate future water line and one additional 2-inch rigid PVC line to accommodate future electrical wiring. At installation, each extra crossover line shall be capped on both ends to prevent foreign matter from entering. ( Highway Design Manual) RFC Documents shall include a plan and specification for irrigation flow sensor compatible with existing Port irrigation system Construction Requirements Vegetation Preservation and Removals The Design-Builder shall place temporary fencing according to Standard Specifications and Standard Special Provisions at any Environmentally Sensitive Areas to protect any plants or plant areas designated to be preserved and protected in the Plant Protection and Removal Plan. The Design-Builder shall remove the fencing when the Project has reached Final Acceptance. The Design-Builder shall remove hazard trees or remove portions of those trees that are hazardous using methods that prevent damage or injury to nearby vegetative assets and in compliance with Standard Specifications and Standard Special Provisions Existing Irrigation System At no point during construction shall currently irrigated areas be removed from coverage by an active irrigation system unless an interim watering plan, Approved in advance by Port Director of Maintenance or designee, is employed Weed Control The Design-Builder shall use pesticide as needed to remove weeds or treat areas designated for weed control while complying with Standard Special Provision The Design-Builder shall map locations indicating areas of weed control, and shall maintain this Weed Control Map through Final Acceptance. The Design-Builder shall maintain detailed pesticide and herbicide application records through Final Acceptance, noting date, time, location, chemical name, strength, quantity, and weather conditions at time of application. These records shall correspond with the Weed Control Map. Final for Execution 14-4

5 Plant Establishment Period s shall be Type 2, and shall adhere to Standard Special Provision Plant establishment period shall be 250 Working Days Deliverables Unless otherwise indicated, all deliverables shall be submitted in both electronic and hardcopy formats. Acceptable electronic formats include Microsoft Word, Microsoft Excel, and Adobe Acrobat (PDF) files, unless otherwise indicated. At a minimum, the Design-Builder shall submit the following to the Port: Deliverable For Acceptance or Approval Number/Format of Copies Hardcopy Electronic Submittal Schedule Reference Section In-Place and Proposed Elements Plan Approval 2 PDF At planting concept meeting Planting Concept Plan Approval 2 PDF Within 60 Days of planting concept meeting Interim Watering Plan Approval 2 PDF 30 days after NTP Weed Control Map and records Acceptance 2 PDF Each time weed control is undertaken Final for Execution 14-5
