2 Overview Winston-Salem State University (WSSU) is requesting qualifications from planning firms specializing in comprehensive campus master plans. Winston-Salem State University is a master s level university located in Winston-Salem, Forsyth County, North Carolina. Student enrollment is approximately 5,100 students on a 110 acre campus. Project Scope The project scope shall consist of developing an updated Comprehensive Master Plan that will guide the future development of the WSSU campus. The master plan will include, but not be limited, to the following: 1) Master Plan Goals and Objectives will be developed through a series of group interactions. The groups may consist of university administrators, faculty, students, and extended community that the university feels are important to its operation. 2) Master Space Planning Analysis and Programming: Analyze the WSSU June 2011 Space Planning Data for historical reference. Conduct interviews with WSSU academic departments as necessary to re-determine the space needs of all WSSU academic programs and residential needs, with consideration of the WSSU strategic plan, mission, and vision. 3) An assessment of existing site conditions including infrastructure, utilities, vegetation, terrain, access, circulation, parking, drainage, water features and wetlands, current land use, playfields and exterior recreational spaces, open space, development constraints, and other conditions potentially affecting future site development and intended uses. The planning consultant shall also tour the campus to become familiar with the conditions and features of all existing buildings. 4) Study of the former 2011 Master Plan for the purpose of understanding the progress and direction of the university over the past 5 years. The university is looking to build on many of the existing concepts, but also open to altering direction as may be necessitated by current circumstances. 5) Sustainability in Campus Perspective: Currently the university has a Green Design Checklist developed as part of the 2011 Master Plan. The university would like an evaluation and provision of any updates or added details that would be helpful. 6) Campus Expansion, Renewal, Reprogramming and Asset Maintenance Plan: Evaluate and provide a new Master Plan that includes incorporating new facilities as well as reprogramming, Page 2 of 6

3 renovating, and sustaining existing facilities and assets that support campus growth. Facility use, operational maintenance, and utility infrastructure must be integrated into long range goals. 7) Architectural Design Standards for the Campus A written description of general architectural guidelines for future architects regarding style, space shaping strategies, matching of brick colors, tint colors of glass, qualities of entrance and approaches to buildings, and other general design concepts of an architectural nature. Specification quality design standards will not be included. 8) Land Parcel Acquisitions: Include planning for possible land acquisitions, at locations determined by the university. 9) Open Space and Recreation: Playfields, practice facilities, and outdoor recreational areas, existing and proposed, shall be analyzed and incorporated into the overall master planning. 10) Vehicular, Pedestrian, Bicycle Circulation; and Parking: Review the WSSU parking and access routes, and incorporate improvements into the planning. 11) Shuttle Transportation: Review the WSSU Transportation System plan and evaluate future direction. 12) Housing: Review and incorporate principles from the WSSU Housing plan and integrate a comprehensive quality housing experience for students. 13) Utilities: Broad scale utility Master Planning was provided in Provide a thorough study of all existing utility infrastructure planning, and propose improvements and a higher level of detail that will be beneficial in upcoming building projects. Utility planning shall include, but not be limited to: steam, chilled water, cooling towers, data, phone, storm water, etc. Deliverables: 1) Master Plan documentation including, but not limited to: a. Narrative i. Narrative will describe concepts for campus components in sufficient clarity and detail to provide clear direction for future decision making. Development of alternative concepts may be necessary to achieve consensus with WSSU on an acceptable master plan update. Page 3 of 6

4 b. Graphics i. Updated site plan and 3D views showing existing and proposed buildings and site amenities. ii. Updated site plan showing existing and proposed utility infrastructure. iii. Additional site plans as required. iv. Full drawing documentation, in color, showing clear and accurate images for a full understanding of the campus master plan. The majority of drawings shall be drawn with Building Information Modelling software. Revit is the preferred software package for three dimensional modelling. Three dimensional accuracy in topography is critical in understanding spatial relationships between buildings, landscape, streets, pathways, etc. 2) Master Space Planning Data including, but not limited to: a. 5 Project Schedule: Completed Master Planning deliverables shall be due approximately 4 months after initiation of project. Design Process The selected firm will work through the Winston-Salem State University Department of Design and Construction with a building committee that includes user representation. Critical Selection Factors and Submittal Requirements: Interested firms can participate in the process by submitting a current SF-330 form and addressing the following in a written proposal. Please note that three copies of the proposal are required and the length should be limited to 30 page sheets, double sided, (exclusive of the SF-330, and exclusive of the front and back cover). Firms are requested to assure receipt of proposals at the address listed below, by 5 pm on the date due. (Include a brief description of your firm s history, general experience, and capabilities. Provide a listing of completed campus master plans that have been developed by the firm which are similar or have aspects related to the WSSU master plan update. Include client name, descriptions, locations, photographs, drawings, etc.) 2) Past performance. (Include 3 client references of similar projects, including name and title, organization, and contact information. Also provide time frames from start to finish of past planning projects.) 3) Adequate Staff and Proposed design team. (Provide resumes of each key staff person who will be assigned to this project. Identify related experience, professional registration, and years of experience. If the firm has multiple branch locations, be descriptive in which location will be handling which aspects of the work). 4) Current workload and State of NC projects awarded. (Provide a list of current planning projects, and the size of your current planning staff). 5) Proposed design approach. (Submit a narrative outlining the approach the firm proposes to accomplish the project scope of work. Page 5 of 6

6 Include a description of how the utility planning will be incorporated into the overall planning approach). 6) Recent experience with project costs and schedules. 7) Proximity to and familiarity with project area. 8) Successfully completed projects. (Include examples of repeated business. Additionally, list any of your master planning projects that had any legal or technical problems, including an explanation.) 9) Other appropriate factors. 10) UNC campuses uses these criteria and adds HUB participation on the design team/consultants as an additional factor. Designer Selection Process: Following the receipt of qualification submittals, members of the planning committee appointed by the Chancellor, will shortlist, interview and make a recommendation. All submitters will be notified when the selection process has concluded.
