5 INTRODUCTION Welcome to Sovereign Hills the region s most exciting new lifestyle address. Sovereign Hills where you can live the lifestyle you ve dreamed of. At Sovereign Hills you will be able to individually design your home by using the requirements set out in the attached document. This will allow you to proudly call it your home. The Building and Siting Requirements provide design guidelines for your home at Sovereign Hills. Approval must be obtained for your home from the Sovereign Hills Project Team before obtaining other approvals, including Port Macquarie - Hastings Council s development consent. The Sovereign Hills Project Team will support well designed homes that consider sound environmentally sustainable principles to reduce the carbon footprint and water usage through passive design and energy efficient fixtures and fittings. 6 DESIGN GUIDELINES BUILDING AND SITING REQUIREMENTS // LEWIS LAND GROUP 2016 IMPORTANT CONSIDERATIONS Review and Approval Process The Sovereign Hills Project Team will assist you through all the steps required in acquiring your property, design reviews of your house and Sovereign Hills Project approval. All house designs, including any changes to the design before, during or after construction, require approval from the Sovereign Hills Project Team. Construction of your new house, with driveway, front landscaping and tree planting and fencing, must commence within 18 months and be completed within 30 months of settlement of your property. All building works must be completed before occupation. Preliminary design review meetings are required with the Sovereign Hills Project Team within six months of signing your contract. Please refer to the Document Checklist on page 22 for a list of documents you are required to provide for these reviews. Key Design Points BUILDING CHARACTER Homes are to be designed with strong connections between indoor living areas and outdoor private landscaped spaces such as courtyards and verandahs. Your home should be orientated to maximise proven passive design principles which include; Considered orientation, such as living zones to the north of the site, is most desirable. Adjustable solar protection, with eaves overhang. Thermal insulation by provision of reflective foil laminate in roof zones and insulation in walls/floors. (Basix compliant) Materials - selection appropriate to reflect/absorb heat as needed. Energy and water systems that preserve and reduce waste of these valuable resources. TREE RETENTION Existing trees within your property and within the street reserve cannot be removed unless approval has been received from Port Macquarie Hastings Council and the Sovereign Hills Project Team. 6

7 9.5m 2.7m HEIGHT LIMITS 7.2m HEIGHT LIMITS & FLOOR LEVELS Homes are to be a maximum of two storeys. Two-storey homes are to have a maximum external wall height to underside of eaves of 7.2m and a maximum total building height of 9.5m to the ridge. Heights are to be measured from the natural or finished ground level (whichever is lower). 1.8 min Fence 1m max. 500max. SLOPING SITES Drainage Private open space 600 max. fill or cut SLOPING SITES Cut and fill at boundary zone shall be generally no greater than 500mm with a maximum of 1m between neighbour. Where an entrance is elevated above street level it shall not be constructed more than 1.2 above street level. The design of the front fences and retaining wall will be such to reduce scale at the street. Front fences that have retaining walls shall be maintained to a maximum of 500mm. Cut or fill in your principle private open space can be no greater than 600mm from the floor level of the house. Boundary Private open space 600 max. SLOPING SITES 1200 max. 500 max. 8 DESIGN GUIDELINES BUILDING AND SITING REQUIREMENTS // LEWIS LAND GROUP 2016 ROOF DESIGN Sloping roofs must have a minimum pitch of 22 degrees. Lower pitched roofs with wider eaves will be considered on their design merit. Minimum pitched roofs are acceptable as long as they are behind parapet walls. Parapet walls to face the street. The minimum eave width is 450mm on all sides of the home except where built to the boundary. This does not include fascias and gutter, except where parapet walls are used. All north facing windows need sun shading, consisting of a 450mm minimum horizontal projection. PREFERRED ROOFING MATERIALS Prefinished metal roofing. Slim profile flat style roof tiles. The tiles are to be non-reflective concrete or terracotta tiles with a non-glazed finish. SWIMMING POOLS Swimming pools, pumps and filters must be screened from view, from neighbours homes and public spaces. They should be positioned to cause minimal acoustic disturbance to neighbours. WINDOW FURNISHINGS The owner is to install proprietary window furnishings, ie. blinds, curtains or shutters on all windows facing public spaces within 3 months of occupation of the property. ANTENNAE & SATELLITE DISHES Internal or under the roof TV antennae are recommended. External antennae are limited to a single antennae which is not visible from the street frontage. Satellite dishes must not be visible from the street. CHIMNEYS Chimneys must be constructed of stone, cladding or masonry. They should be consistent with the design of the house and should not exceed the maximum height of the roofline by more than 1 metre. 8

9 OUTBUILDINGS & SHEDS Maximum height of 2.4m. Maximum floor area of 9m² located a minimum of 900mm off the boundary. Clad finished or Colorbond material matched to residence in non-reflective material. Located in the back garden away from public view and appropriately screened with landscaping. Garden and storage sheds 9m² and located a minimum of 900mm off the boundary and not in the front garden, will not require approval from the Sovereign Hills Project Team. RAINWATER TANKS All rainwater tanks are not permitted to be visible from the street. CLOTHES LINES Clotheslines are not permitted to be visible from the street. AIR CONDITIONING Roof, wall and window mounted air conditioning units will not be permitted where they are visible from the street or public areas. 11 YOUR HOUSE MINIMUM HOUSE SIZE No single dwelling shall have a floor area of less than 150m 2, plus a double or 2 car garage of 30m m 1.8m Fence GARAGES, CAR PARKING & DRIVEWAYS Minimum setback to the garage is 5.5m and 1m behind the main building line. Others will be considered on architectural merit and compliance with the local councils Development Control Plan. Attached garages must not exceed 50% of the total house frontage. Garage doors must be panel lift or panel glide style or plain single panel doors. Plain grey concrete will not be allowed for driveways. EXTERNAL WALL MATERIALS & COLOUR The primary finish on the house is required to be at least 40% masonry on the front facade, this must be either coloured, painted render or bagged finish. A minimum of one of the following materials must also be used: Face brickwork single colour with a smooth face. Timber or fibre cement weatherboards. Stone. Fibre cement sheeting may be used in gable ends and roof structures. Other materials may be used on their design merit. COLOURS 1.2m Fence 1m min. 1m Setback to house Natural earthy toned colours that will suit the natural environment of Sovereign Hills, such as off-whites, browns, greens, creams and greys, are permitted as the main colour for walls, garage doors and other major surfaces. Accent colour on fascia, gutter, window trim, front door, balustrade and handrail to complement colour of the house. The colour of the gutter should match the roof and downpipes should match the adjacent wall colour. Examples of acceptable colours are shown in the indicative paint and material schemes. CORNER LOTS The entry to a house can be positioned on either street frontage. The elevation of the secondary street frontage must provide an interesting residential facade that is in keeping with the streetscape for the entire length of the facade. 12 DESIGN GUIDELINES BUILDING AND SITING REQUIREMENTS // LEWIS LAND GROUP 2016 DUAL OCCUPANCY LOTS Dual occupancy building shall comply with the principles required for single dwelling houses. Single feed services only will be provided to the lot. Planning consent for multi dwelling lots and additional services connection is to be provided by the purchaser and is subject to council and Sovereign Hills Project Team approval. Fencing & Landscaping FRONT FENCING Front boundary definition in the form of fences, hedges, defined gardens or low walls is mandatory. The use of lightweight solid steel fencing panels is prohibited. All fencing provided to the public frontage should not exceed a maximum height of 1.2m. 3.5m 5.5m 12

13 1.8m Fence 1m Setback to house SIDE & REAR FENCING Side and rear fencing is required at the height of 1.8m finishing no more than 1m behind the adjacent front corner of the house. Side fencing aligned with the front fencing must provide a raked transition to the front fencing. All fencing fronting public areas is to be lapped and capped and of timber construction for privacy and street presentation. LETTERBOX Letterboxes must use materials and colours consistent with the house and be built into a wall structure. Letterboxes are not to be greater than 1.2m in height. 16 DESIGN GUIDELINES BUILDING AND SITING REQUIREMENTS // LEWIS LAND GROUP 2016 YOUR GARDEN LANDSCAPING Landscaping includes trees, shrubs, groundcovers, mulches and turf. The following minimum landscaping requirements are needed to gain approval for your house: The majority of the remaining open space of your property, outside of the house footprint, driveway, garage and pool should be soft landscaped, with a balance between grass and planting beds. Three trees, which will attain a mature height of greater than 6m, are to be planted by the owner. A minimum of one of these trees is to be planted within the front garden area. Two of these trees are to be a minimum container size of 100 litres when planted and one of these must be in the front garden. Front garden turf and planting to be completed within 3 months of occupation of the house. LANDSCAPE PLAN A landscape plan shall be prepared and submitted to the Sovereign Hills Project Team to obtain final design approval. The landscape plan is to detail: Location of proposed trees to front and rear gardens, including quantity, size and species. Grassed and planted areas. Location, heights and materials of retaining walls. All hard paved areas. Letterbox. Existing services. Schedule of all plant species, locations and pot sizes. 16

22 DESIGN GUIDELINES BUILDING AND SITING REQUIREMENTS // LEWIS LAND GROUP 2016 DESIGN DOCUMENTATION CHECKLIST OWNER BUILDER HOUSE TYPE LOT NUMBER Please provide the Sovereign Hills Project Team with the following documentation in order to review and endorse the design. Site plan showing existing contours, position of your home with setbacks dimensioned and proposed levels of your home. Floor plans showing the home layout, including dimensions and uses of each room. Roof plan. House section showing existing and proposed ground levels, proposed floor levels, overall building height, pitch of roof and eaves dimension. Elevations of front, rear and sides of the proposed home with proposed/existing levels, and notating materials. Schedule of finishes for proposed external materials and colours on all elevations (all external wall, roof, garage door, pedestrian path and driveway) including the manufacturer s name. Basix Certificate satisfying minimum Energy Score of 50. Landscape plan showing proposed house, fencing, existing and proposed trees, planting, driveway, pathways, retaining walls, decks, paved areas, spot lines etc. Completed Application Form. As the OWNER/BUILDER/AGENT (please circle). I confirm the above information is correct and drawings are submitted in accordance. Signature: Date:.... Your house design and landscape plans will be reviewed by the Sovereign Hills Project Team. If your design is not consistent with the Sovereign Hills and Siting Requirements the Project Team will contact you to provide advice for design changes. The Project will only give general advice, and guidance will not assess whether submissions satisfy Port Macquarie Hastings Council or any other requirements from authorities. Council s requirements for DA and other legislative controls must be carefully considered prior to lodging plans for approval. 22
