1 Garden District Heritage Conservation District Study Community Consultation Meeting September 24 th, 2013

2 What is a Heritage Conservation District? A defined area of heritage significance and character that is subject to a municipal by-law under Part V of the Ontario Heritage Act. The creation of an HCD helps to manage change and conserve heritage resources in the area. HCDs are established in two phases: 1) the study of the area, involving research and fieldwork, and if approved; 2) the preparation of a plan and guidelines. We are currently in Phase 1

4 Ontario Heritage Act requirements PART V: HERITAGE CONSERVATION DISTRICT SCOPE OF STUDY Examine the character and appearance of the area subject to study, including buildings, structures and other features of the area; Examine and make recommendations as to a potential district boundary; Consider and make recommendations on the objectives of the designation and the content of the heritage conservation district plan; Make recommendations as to any changes to the official plan and any other relevant by-laws.

5 Ministry of Tourism, Culture and Sport guidance on HCDs A concentration of heritage buildings, sites, structures; designed landscapes, natural landscapes that are linked by aesthetic, historical and socio-cultural contexts or use. A framework of structured elements including major natural features such as topography, land form, landscapes, water courses and built form such as pathways and street patterns, landmarks, nodes or intersections, approaches and edges. A sense of visual coherence through the use of such elements as building scale, mass, height, material, proportion, colour, etc. that convey a distinct sense of time or place. A distinctiveness which enables districts to be recognised and distinguishable from their surroundings or from neighbouring areas.

6 HCDs in Toronto Creates consistent approach to studying and identifying areas for potential designation. Describes procedures, policies and guidelines for HCD Studies and Plans, such as: Community involvement Nomination process and forms. Built Heritage and Landscape Survey Form.

7 HCDs in Toronto Criteria to be utilized are: The proposed district has design or physical value. The proposed district has historical or associative value. The proposed district has contextual value. The proposed district has social or community value. The proposed district has natural or scientific value.

8 Phase 1 Work Plan Summary Meet with community to discuss project and obtain feedback (today). Complete historic research. Complete fieldwork (building and landscape survey). Present findings in a draft HCD Study. Present draft HCD Study to community to obtain feedback on findings of first phase. Prepare final draft of HCD Study and present to City of Toronto Preservation Board.

10 Results of Work to Date: Historic Research Present-day Toronto, located at Lake Ontario with links to other Great Lakes and Lake Simcoe, was once an important settlement and transportation site of aboriginal groups, including Iroquoian societies and the Mississaugas. European settlers established the Town of York. Study area properties were once part of 100 acre Park Lots that were established in the late 18 th and early 19 th centuries.

11 Results of Work to Date: Historic Research Park Lots owned by the Jarvis Family and the Allan Family were subdivided in the mid 19 th century to create the street grid layout visible today. This subdivision created a new, fashionable district with numerous homes constructed by the 1880s.

12 Results of Work to Date: Fieldwork and Inventory Fieldwork has recorded each property within the study area. Details recorded include: address, building type, historical information, architectural information, landscape features, context and setting. Study area resources are primarily residential, with some commercial, public and institutional. A variety of architectural styles are present, including Second Empire, Queen Anne, Toronto Bay and Gable style.

Character and appearance of the study area: - Physiography; - Historical settlement; - Built heritage character; - Landscape character; - Typologies and community character. Area analysis and recommended boundary. Recommended objectives of designation and plan content. Recommended potential changes to planning mechanisms and by-laws.

15 Planned community engagement Initial meetings with City staff, local Councillor, and community. Meetings with focus groups to obtain additional public feedback and input. Online presence. Public meetings and Council / Preservation Board meetings throughout project.

16 Planned community engagement Establish five working groups: Business interests. Infill / redevelopment interests. Residential property interests. Heritage interests Social/institutional interests. Please sign up at the end of the meeting on one of the contact sheets.

17 Project Schedule Fall 2013: Complete fieldwork, document review, historical research and inventory. Fall 2013: Identify heritage attributes and statement of significance for district Now-Dec 2013: Prepare draft Heritage Conservation District Study Jan-Feb 2014: Hold workshop for community feedback and present draft report March 2014: Revise draft report and boundaries based on public input April 2014: Prepare and present final Heritage Conservation District Study Spring 2014: If study is approved by Preservation Board, proceed to Phase 2: Plan and Guidelines
