Shapiro, P.E., P.P., C.M.E., Township Engineer (}, ~ DATE: October 13, 2014 RE: 2015 NJDOT Municipal Aid Program - Cottrell Road Pedestrian Safety The Engineering Office has prepared an application to the Department of Transportation for their 2015 Municipal Aid Program to fund pedestrian improvements along Cottrell Road from its intersection with County Route 516 to the Old Bridge Ice Arena. In preparing the application, we are being assisted by the Grant writer, Karen Longo. A copy of the application, together with other related documents which provide information on the project for electronic submission are attached for your review and file. In general, the work includes installation of sidewalk curb ramps to comply with ADA requirements and lighting. It is estimated that the cost of the improvement will be $98, The application is requesting funding in the amount of $98, which allows for reimbursement of construction cost. 2 NEW JERSEY STATE TRANSPORTATION TRUST FUND 2015 APPLICATION COTTRELL ROAD PEDESTRIAN SAFETY IMPROVEMENTS SCOPE OF WORK OLD BRIDGE TOWNSHIP, MIDDLESEX COUNTY NEW JERSEY Cottrell Road is classified as urban minor arterial, as identified on the New Jersey Department of Transportation Straight Line Diagram. It provides a vital traffic link between County Route 516 (CR516) and New Jersey State Highway 34 (Route 34) in Old Bridge Township, New Jersey. The westerly side of Cottrell Road has no sidewalk between its intersection with CR516 and the Old Bridge Township Ice Arena located within the Old Bridge Township Municipal Complex. Sidewalk presently exists along Cottrell Road both north and south of the Municipal Complex. This project would provide new sidewalk along the frontage of the Municipal Complex on Cottrell Road to provide a connection between the existing sidewalks. This missing link is vital as it provides a safe passage for residents who live in the Towne Centre District to gain access to the Library, Ice Arena, Tennis Courts, Old Bridge Police Station, Senior Center, Civic Center which is a designated emergency shelter and the Administration Building and also the Towne Center Shopping District. It also provides access for the 1240 students enrolled in the Carl Sandburg Middle School, located just east of the Municipal Complex off of CR516, who use the Township's facilities daily. The project length encompasses approximately 775 linear feet of five foot wide sidewalk from County Route 516 to the Old Bridge Township Ice Arena. See the attached Project Location Map. The proposed sidewalk width will be five (5) feet as per the Towne Centre Standards. Four (4) ADA accessible curb ramps are required for this project since the proposed pedestrian route will traverse roadway crossings. The proposed scope of work includes: 1. Clearing of site and grading. 2. Construction of five foot wide sidewalk as per Towne Center District Standard consisting of 4 inch thick, Class B, 4500 psi concrete strength with 4" thick dense graded aggregate subbase. 3. Construction of proposed handicapped sidewalk ramps, to comply with current ADA requirements. 4. Pole mounted lighting and trees as per Towne Center District Standards.
