1 MP H4 Park Central (North) Introduction to MP A visualisation of the Illustrative Masterplan with MP shaded in blue MP is the third phase of the Elephant Park regeneration and is bounded by on the north, Ash Avenue to the west, Lion Way to the east, and the new Park to the south. MP will successfully establish The Park and activate, whilst delivering fantastic places to live. Subject to planning approval, MP will start on site in Autumn/Winter 207. MP will: Be the first plot delivered on the Park Activate and help transform it into a better environment Provide a high quality residential and retail offer Deliver world class architecture with buildings that are clearly residential in character Create new areas of public realm for everyone to enjoy Deliver the first part of the Park Promenade that will add life and vibrancy to the northern edge of the park. MP will include: New shops on, for example, large format retail such as bike shops, households goods, health, wellbeing and leisure Cafés and restaurants to the northern edge of the new Park New tenure blind affordable and private homes Pedestrian priority street connecting the new Park to the existing communities to the north of Public realm improvements to the south side of

2 MP H4 Park Central (North) Design team Allford Hall Monaghan Morris (AHMM) design buildings that are satisfying and enjoyable to use, beautiful to look at and easy to understand. They design very different buildings for very different people to use in very different ways and believe in making places as well as buildings, that work over time and have lasting qualities intrinsic to their architecture. AHMM pursue a pragmatic, analytical and open working method that produces responsive, intelligent architecture. They innovate because they know that innovation is as much about finding simpler ways of doing things better as it is about finding new things to do. For over twenty years, they have designed houses and housing, schools and sports buildings, exhibition spaces and offices and healthcare facilities, as well as the odd bus station and art gallery. AHMM were awarded the RIBA Stirling Prize in 205 for Bruntwood School in Wandsworth. This secondary girls school was built by Lendlease. AHMM are currently working with Lendlease on West Grove north that was given planning consent in 205 and is currently on site. The following are the relevant requirements for this character area: The Reserved Matters Applications will be subject to a similar consultation and approval process as a normal detailed planning application, as described in the diagram below. Maximum and minimum parameters for the development plots Range of land uses Design guidelines Maximum and/or minimum numbers for aspects such as car parking, affordable housing, amenity space, etc. The image above shows a visual representation of the Illustrative Masterplan; a possible interpretation of how Elephant Park could look when designed to the constraints of the Outline Masterplan. The design proposals for MP will need to comply with the approved outline application. The stages of design development are shown to the right, together with key consultation events. MP will include two residential plots (H4 and H5) and the surrounding public realm. Each plot will submitted as a Reserved Matters Application. This current consultation is for plot H4. The content of the Reserved Matters Applications will include detailed proposals relating to access, appearance, landscaping, layout and scale. All other matters have been established and agreed by the Outline Planning Consent. Separate planning applications will be submitted for each plot. Plot H4 is bordered by, Plot H5, the new Park and Elephant One, a development by Delancey. Park Promenade, Ash Avenue and Lion Way are new roads that surround plot H4. The names Ash Avenue and Lion Way, if approved by the council, have been chosen after members of the local community suggested they should reflect the Victorian street names. is a major part of the local movement network for local bus services and vehicles. The road is managed by TfL and heavily trafficked creating a significant barrier to pedestrian and cyclists. The London Cycle Network route 2 passes along the footway on the south side of. Elephant One is nearing completion and includes 74 new homes which will be available to rent alongside 272 student units across three buildings. The residential offer will be complemented by a new Sainsbury s supermarket and a collection of smaller commercial units. Castle Square is being delivered as part of Elephant One. This major new public space for the area has been designed to be able to accommodate markets and other types of uses. Castle Square is scheduled to open in the coming months. The first phase of the new Park secured planning consent earlier this year. This will deliver approximately half of the new park in 207 as an interim facility. The first phase includes a children s play area, a flexible stage for community use and planted gardens. The second phase of the new Park will be linked to development of Plot H5. Plot H5 will be similar to Plot H4 in terms of its land use, access and urban form. Detailed design work and public consultation on this plot is scheduled to begin next year.

5 MP H4 Park Central (North) Key principles Establish the Park Promenade, a vibrant café and restaurant frontage Provide a generous spill out zone to the park frontage Remove vehicles from the Park Promenade Use appropriate planting to soften the public realm, providing seasonal interest and a variety of foliage texture Activate New Kent road, delivering retail which compliments the residential above adding character to the street Help integrate MP into the surrounding context of Elephant Park and the wider neighbourhood Retain and enhance the existing trees Deliver a Pocket Park ay Lion W Ash A venue The Promenade Establish the architectural response to the Park for future phases Improve the permeability to the Park from the north Commercial uses to activate ground floor frontages Open and permeable streetscapes that encourage free pedestrian movement and define clear and purposeful cycle and vehicular routes Use high quality, durable materials Establish clear, pedestrian priority links to The Park Review servicing arrangements and traffic flows agreed in the Outline Masterplan to improve pedestrian and cycle environments by removing traffic from the Promenade Link cycle routes to the existing cycling provision within and around Elephant Park Deliver fantastic places to live

6 MP H4 Park Central (North) Site plan Ground floor uses respond to the character of the surrounding public realm with restaurants and cafés fronting on the Park, large format retail on, and residential entrances on the new north south routes. The upper floor residential buildings form a continuous street edge that maximises views to the new Park and to the City. These mansion style blocks will use brick as the main material. Some of the brick detailing takes reference from local context, for example tile patterns in local underground stations. The mansion blocks are a range of heights from seven to twelve storeys high. 0 0 The 25 storey tall building at the north west corner of H4 is expressed as a distinct urban form with more modern materials and architectural treatments that take inspiration from the Faraday Memorial nearby. No basement is proposed and the application is seeking permission for significantly lower car parking levels than previous applications. Plot H4 will include: 445 new homes including 25% affordable 7% of new homes with dual aspect (windows facing two different directions) disabled parking spaces within the ground floor of the buildings Approximately seven commercial units that are likely to be cafés or restaurants fronting the park and shops facing 50m 2 of flexible workspace Shared resident communal garden and roof garden, including grow gardens Ash Avenue Lion Way H5 (internal layouts indicative only) Key to plan: 4 9.
