3 Project Characteristics S.R (Castle Shannon Blvd) is an Urban Local Roadway Half of the project is located within the Mt Lebanon Historic District Washington Road to Pennsylvania Boulevard Two (2) lane, 34 width curbed roadway section with parallel parking lanes throughout Project length is 2,978 ft (0.56 Miles) Average Daily Traffic (ADT) of 5806 vehicles in 2014 Percent trucks is 5% The posted speed limit is 25 MPH 3

5 Overview and History Castle Shannon Boulevard was constructed in 1926 under the ownership of the Allegheny County Department of Public Works Bureau of Roads Roadway section: 3.5 Clay Brick on Sand Bedding 8 Plain Cement Concrete Base Contractors placing the last brick into Castle Shannon Blvd. Mt Lebanon Historical Society, Date unknown 5
6 Mt. Lebanon Historic District Early automobile suburb in the Pittsburgh region Consists of 38 residential subdivisions, two commercial districts, seven historic churches, six public schools, two large parks, and a cemetery. The District was at the forefront of suburban planning during the early automobile era. PA State History Code requires PennDOT to institute procedures and policies to assure that their plans, programs, codes, regulations and activities contribute to the preservation and enhancement of all historic resources in this Commonwealth. 6
7 Project Purpose and Need NEED Poor roadway surface of existing roadway Inefficient long-term maintenance of the roadway Inadequate ADA accommodations on existing sidewalks Poor drainage PURPOSE Provide a smooth roadway surface to accommodate vehicles and pedestrian access Create an efficient roadway surface to maintain in the future Update sidewalk crossings to current ADA standards and other pedestrian enhancements to improve safety Provide additional drainage structures and improve cross slopes to facilitate drainage 7
8 Investigated Alternatives Remove all brick and replace with asphalt Remove all brick and replace with asphalt Reconstruct intersection at Library reusing existing brick Remove brick from Pennsylvania Boulevard to Scott Road and replace with asphalt. Leave Historic District as is Do nothing 8
