2 Preservation and Enhancement Proposals and Policies The City of Bradford Metropolitan District Council will use the powers afforded to it by legislation and apply the policies set out in the Bradford Unitary Development Plan to control further change in the Little Germany Conservation Area and protect its heritage value. Crucially, there will be a strong presumption in favour of preserving both listed and unlisted buildings, as well as spaces, that contribute to the special interest of the area. In making decisions on new development in the conservation area, or affecting its setting, special attention will be paid to the desirability of preserving its character and appearance. Certain elements of the conservation area have been identified as specific problem areas that are either detracting from the character and appearance of the conservation area,or could be enhanced to add to its interest. The following are proposed as means of tackling these issues: Regeneration. Investment needs to be encouraged into the area to bring redundant properties and areas into productive uses. The Council is promoting the regeneration and renewal of Little Germany through the Little Germany Village Co., a public/private sector partnership committed to the sustainable regeneration of the area. Investigations into the possibility of establishing future grant aid schemes in the Little Germany to provide funds for its heritage led regeneration would be beneficial. New CCTV security and lighting schemes should be installed in such a way as not to obstruct nor damage the light quality or architectural detailing which makes the area unique. All installations must be fully reversible and take account of changing social conditions and to take advantage of new technology introducing smaller and more compact fittings. Stone setts and York stone flages, which surface some sections of the conservation area are more in keeping with the character, appearance and quality of many of the buildings of the conservation area. Consideration could be given to exposing more of the setted streets and laying Yorks stone flags. Policy BH13 of the Replacement UDP (if adopted) will be applied to ensure that new advertisements and signage are in scale and character with the buildings on which they are situated and the surrounding area. The Council will, where appropriate, take discontinuance action to secure the removal of unsympathetic signage. Little Germany Protection of buildings of the conservation area and encouragement of good quality new build on vacant sites by using the policies set out in the Replacement Unitary Development Plan (if adopted). How You or Your Organisation Can Become Involved Conservation Area Assessment Summary Exploration of ways of making the busy vehicular routes in and around the conservation area more pedestrian friendly. The downgrading of Church Bank and Barkerend Road to bus and local traffic is being implemented as part of the Broadway/Forster Square retail development scheme. Rationalisation of road signs that clutter certain junctions within the conservation area. Policy BH12 of the Replacement UDP (if adopted) will ensure that the design, materials and layout of future traffic management and parking schemes have a minimal visual impact. Conservation areas are not just about the condition of a roof or the cost of repairs, but what makes an area unique and function effectively. Although the Council will use its powers to protect what has been identified as being special about the Little Germany Conservation Area, the responsibility also falls on local residents and users to respect the character of the place when carrying out work to properties or spaces within its confines. The area will be reviewed periodically to ensure that changes are monitored and protection and enhancement proposals updated: suggestions from the public on these issues will be welcomed. A conservation area is an area of special architectural or historic interest the character or appearance of which it is desirable to preserve or enhance (Section 69 of the Town and Country Planning (Listed Buildings and Conservation Areas) Act 1990). They were first introduced into British legislation by the Civic Amenities Act of 1967 and are an attempt to protect the wider historic environment. It is the responsibility of local planning authorities to designate conservation areas. An area may warrant designation if, for example, it has an historic layout of property boundaries and streets or exhibits characteristic materials and landscaping. They may include a mix of ages and uses of buildings, as well as open spaces and landscaping that contribute to the character of the area. The interaction of the buildings and spaces within designated areas create unique environments that constitute irreplaceable components of our local, regional and national heritage. Conservation area designation confers a general control over the demolition of unlisted properties within their confines, strengthens controls over minor development and makes special provision for the protection of trees. The objective of these measures is to provide for the preservation of the essential character and appearance of the area, in order to maintain or improve its environmental quality and safeguard local distinctiveness and sense of place, within a framework of controlled and positive management of change. The intent of conservation area designation is not to stifle change. It is recognised that to survive conservation areas must be allowed to evolve to meet changing demands and commercial pressures, and that modern additions can be just as interesting as the existing fabric, if implemented in a complementary manner.
3 What is the Purpose of a Conservation Area Assessment This document has been produced as part of a programme of assessment and review of the conservation areas of the district undertaken by the Conservation Team of the City of Bradford Metropolitan District Council and has been the subject of a public consultation.its principal objectives are to: Define and record the special interest of the conservation area; and Assess the action that may be necessary to safeguard this special interest. It ensures that the significance of the area is understood, sets priorities for its management and forms the basis on which planning decisions concerning the area are made. The designation of a conservation area does not in itself provide for the complete protection of its character. The intrusion of modern materials or features that do not respect the existing fabric of the area, interruption to the building rhythm and the impact of commercial pressure can all take their toll. Typically, the insensitive alteration of traditional door and window features or the loss of natural roofscape, chimney stacks and boundary walls all have a significant negative impact on the character of an area. The assessment incorporates policies to control the types of works that are affecting the character of the city centre. This document may also provide the basis for the Local Planning Authority to make bids for funding to assist property owners with works to the fabric of their buildings, or restore derelict properties. Little Germany is arguably the most impressive merchant s quarter in Yorkshire, even though some of its fabric has been lost in the course of time. It was built on a piece of Glebe land belonging to the Parish Church and continues to have ecclesiastical associations and as such has a direct affinity with the Cathedral Precinct Conservation Area that is situated immediately to the north. The time scale in which the buildings were constructed was a period of particular growth and prosperity for the city of Bradford and they are therefore reflective of the city s hey-day. The architecture of the area is extraordinarily high quality, reflecting the aspirations of those that commissioned the buildings and the intense rivalry that existed between Victorian towns and cities. The design of the buildings would have been the height of fashion at the time they were built and are therefore important records of contemporary tastes. Of the eighty-five buildings within the confines of the conservation area, no less than fifty-five appear on the statutory list of buildings of special architectural or historic interest. Most of the warehouses were designed by Eli Milnes, but Lockwood and Mawson, who were responsible for many of the great buildings of Bradford including City Hall, designed a number of the more elaborate structures. The Italianate palazzo style dominates the area. The use of warm honey coloured sandstone and Welsh slate throughout the conservation area creates uniformity and adds to the identity of the place. Character of the Conservation Area The character of Little Germany remains predominantly one of large, ornate warehouses. It is an enclosed area that can only be truly appreciated internally. It can effectively be divided into three distinct character zones: Character Zone 1- grand warehouses, Character Zone 2 - small scale mixed use area and Character Zone 3 - smaller scale warehouses and factories. These are reflective of the development and evolution of the area through the nineteenth century and into the twentieth. The cohesion of the buildings of the area gives it its identity. Elements that contribute to the character of the area include: the slope of the land on which it is situated, opening up views of the hills surrounding the city; the grid street pattern and its narrow streets; the density of the buildings in the centre of the conservation area; irregular building plots and rooflines; visual connections with other city centre conservation areas; a few quality spaces, such as Festival Square and the courtyard of the once Quaker School of Chapel Street; setted streets and its cultural identity. The details of the buildings that create their style are essential to the special interest of the area. These include: rusticated stonework; well-proportioned vertically orientated fenestration; shallow pitched blue slate roofs; string courses; sunken basement windows; wagon entrances with ornate wrought iron gates; ornate entrances often canted to the street; decorative stone carving and detailing; irregular chimney arrangements and interior yards. Conservation Area Boundary The conservation area boundary has been drawn to ensure that the elements that contribute to the interest of the place are included and protected, the boundary is logical and no areas are included that do not relate to the character of Little Germany. It follows the line of Church Bank and Barkerend Road to the north-west, the wall of Shipley-Airedale Road to the east, then runs around Olicana House, eastward along Scoresby Street, south to join Peckover Street and round to include what is now the Sikh Temple. Green Street and East Parade form the boundary to the south-east of the conservation area, before it joins Leeds Road and Well Street to the south and east.

7 Location Set around a secure courtyard, Silens Works is just 5 minutes walk from the heart of Bradford and provides each apartment with a secure parking space. Apartment styles include split level, spiral linked duplexes and upper floor apartments with mezzanines and start at around 600 square feet. The apartments form part of the Silens Works residential complex superbly positioned within the Little Germany conservation area on the fringe of Bradford city centre. Description The apartments are provided within a two storey stone built and slated block each with balcony feature. Access to the courtyard/car park is via electronic controlled gates from Peckover Street. Each apartment comprises the following:- Ground Floor Entrance hall, Two bedrooms, Bathroom and w.c. First Floor Lounge, with balcony off and open plan kitchen area. Outside Balcony, a single car parking space/car port and adjacent planter area with small area to the rear.
