1 Lambeth Area Community Improvement Plan Launch Community Meeting #3 Summary Tuesday, March 28, :30 pm to 8:30 pm Lambeth Community Centre Gymnasium, 7112 Beattie Street 1. Project Summary The City of London is advancing through the process to create a Community Improvement Plan (CIP) for Lambeth. Community improvement planning activities are shaped by local needs, priorities and circumstances. A community improvement approach is a flexible, comprehensive, coordinated and strategic framework for dealing with lands and buildings, which can address many physical, social, economic or environmental matters. Through community improvement plans, municipalities can: - focus public attention on local priorities and municipal initiatives - target areas in transition or in need of repair, rehabilitation and redevelopment - facilitate and encourage community change in a co-ordinated manner - stimulate private sector investment through municipal incentive-based programs. 2. Public Community Meeting This third meeting allowed city staff to discuss the Strategic Initiatives drafted for the Lambeth Community Improvement Plan. Comments provided will help staff finalize the Recommended Lambeth CIP that will be presented to Council for adoption. City staff provided a brief presentation and led a workshop session that enabled the community to review proposed Actions, prioritize the Actions and consider who to best lead their implementation. The goals of this meeting included: a. Confirming proposed Lambeth CIP ACTIONS reflect community comments b. Understanding how the community prioritized ACTIONS (Do 1st, Do 2nd or Do 3rd) c. Identifying CIP CHAMPIONS for identified ACTIONS (lead and/or other partners) 3. Meeting Notices - Notice of the Meeting was published in the Londoner on March 16, 2017 and posted on the City of London s website. - Flyers were created by the City of London and distributed by to residents and business owners - City of London has the flyers distributed by Canada Post as part of their bulk delivery to properties surrounding Lambeth - Ward 9 Informational Postcards were also distributed by Councillor Anna Hopkins 4. Information Presented at the Meeting i. Engagement Stations The room setup included various information stations so that upon entering the gymnasium participants could stop at any of the tables and speak with City staff about specific projects. The information stations included: a Wordcloud & Community Champion Board, Local Development Activity, the Southwest Area Secondary Plan, and background on the Lambeth Community Improvement Plan. ii. Question Cards Cards were provided to meeting participants who were encourage to write down their questions and return them to planning staff. At the end of the meeting staff read the questions out loud, provide answers and put newly posed Lambeth CIP Actions to a vote. CIP Meeting 3 Summary April 28, 2017 Page 1 of 7

2 iii. iv. Welcome & Introduction Councillor Anna Hopkins, as meeting host welcomed all attendees and provided an overview of the purpose of the meeting. Elli Westeinde, President of the Lambeth Community Association (LCA) also provided a brief introduction and notification of the upcoming LCA AGM. Power Point Presentation John Fleming, Managing Director, Planning and City Planner provided a summary of the project journey to date, noting that the Lambeth CIP project is in the second of a three stage process. While staff have been targeting completion of the project in June 2017, it was made clear that the timeline could change based on the comments. v. Workshop City staff facilitated a Rapid-Fire visual survey which allowed participants review each proposed CIP ACTION and vote in real time on whether they agree with the ACTION (yes/no) and what PRIORITY (1st, 2nd or 3rd) they give it. Votes were shown by way of each participant raising the appropriately coloured card. The exercise provided a format in which everyone could participate and share thoughts. Additional ACTIONS raised were discussed and voted on by participants. The format provided a visual temperature of the room on each proposed ACTION. Lambeth CIP Workbooks were also provided which were intended to be completed by participants after the workshop and returned to Planning staff. Similar to the workshop activity, Workbooks focused on: - confirming the proposed Lambeth CIP ACTIONS reflect community comments, - understanding how the community prioritized ACTIONS (1st, 2nd or 3rd), - identifying community CHAMPIONS for identified ACTIONS, - identifying what ACTION requires a CIP and what can be done without 5. Meeting Attendance Not including staff there were a total of approximately 60 people who attended the meeting. Based on visual observations it was noted that a vast majority of participants appeared to be Baby Boomers 55+ (although it was difficult to distinguish between front-end boomers from the younger generational cohort). 6. Feedback Received Community Champions For the purpose of the Lambeth CIP a Community Champion means a person, group and/or organization responsible for leading the implementation of a proposed Action by praising its benefits, being a fierce supporter and providing liaisons with parties to address worries and/or obstacles. LAMBETH CIP Actions Agreed to Action Priority 1.0 Quality Public Realm & Streetscapes 1.1 Install decoration and/or decorative lighting on London Hydro poles along Main Street from Campbell Street to Colonel Talbot Road 1.2 Install decoration and/or decorative lighting on London Hydro poles along Colonel Talbot Road from Main Street to Outer Drive 1.3 Plant shade trees along all streets within the Plan Area 1.4 Rebuild and install flower boxes along Main Street from Campbell Street to Colonel Talbot Road and along Colonel Talbot Road from Main Street to Outer Drive 1.5 Explore opportunities for a civic space that incorporates 2519 Main Street, former Jubilee Café (potential Heritage recognition) 1.6 Provide Wifi along sidewalks within the Lambeth Village Core North Area. 1.7 Implement a NEW Façade Improvement Loan Program for property owners within the Village Core North who want to make improvements to their building facades (e.g. windows, brick re-pointing, signage, etc.) 1.8 Promote incentive programs available through the City of London s Heritage CIP 2.0 Strong Business Environment 2.1 Establish Business Association for those entities located within the Lambeth CIP Area 2.2 Provide consistent City point of contact for supporting a broad range of business uses and activities in the Village Core (North and South) 2.3 Enter into discussions with financial institutions on retaining local bank branches within Lambeth CIP commercial areas 2.4 Improve access to 2550 Main Street (current location of local RBC branch) 2.5 Enter into discussions to establish a local Medical Clinic Mostly Green (1 st ) No (majority) Mostly, Some Mostly, Some Mostly, Some Mostly Green (1 st ) and Red (3 rd Mostly Green (1 st ) and CIP Meeting 3 Summary April 28, 2017 Page 3 of 7

4 2.6 Increase on street parking opportunities within the Village commercial core (along Main Street from Campbell Street to Colonel Talbot Road and along Opinion Colonel Talbot Road from Main Street to Outer Drive) 2.7 Increase off-street parking opportunities within the Village Core North and Village Core South where Opinion on-street parking is not suitable 2.8 Promote home based businesses in the Residential Neighbourhood 3.0 Great Parks, Recreational Opportunities & Environment 3.1 Enhance the Dingman Creek Corridor (in keeping with the recommendations of the Dingman Creek Environmental Assessment) 3.2 Consider Lambeth CIP Area for future pilot programs to improve park lands 3.3 Assess the appropriateness of developing soccer fields for competitive play within the Lambeth CIP Area 3.4 Review of recreational facilities (such as bathrooms) at Optimist Park and impacts on them related to the Campbell Road expansion project 3.5 Evaluate the potential to provide removable Opinion flooring in the arena 3.6 Evaluate the potential to provide additional recreational programs 3.7 Identify opportunities for additional parks, recreation amenities and programmed space 3.8 Evaluate the potential to provide water fountains in parks and throughout recreational trail systems 4.0 Strong Mobility Options 4.1 Introduce pedestrian and cycling friendly facilities along Colonel Talbot Road within the Lambeth CIP Area, in accordance with the City s Cycling Master Plan. 4.2 Improve sidewalks and lighting along both Broadway Street and Broadway Avenue between Campbell and Colonel Talbot Road 4.3 Improve sidewalks and lighting along both James Street between Campbell and Colonel Talbot Road 4.4 Explore opportunities for a bicycle route along either Main Street, Broadway Avenue, or James Street 4.5 Explore opportunities to, and create stronger physical connections (roads and/or trails) with other No (majority) Mostly and Mostly No (majority) Mostly N/A No Vote CIP Meeting 3 Summary April 28, 2017 Page 4 of 7

5 parts of the City of London, in particular those areas within the Southwest Area Secondary Plan. 4.6 Identify opportunities for improving bus services (frequency and routes) to connect with other parts of the City of London, in particular those areas within the Southwest Area Secondary Plan. 4.7 Identify opportunities to introduce amenities at bus stops, including: benches, shelters, lighting, and waste receptacles within the Lambeth CIP Area 4.8 Establish physical access to and along the Dingman creek corridor (in keeping with the recommendations of the Dingman Creek Environmental Assessment) 4.9 Explore opportunities to build additional trails/pathways throughout the Lambeth CIP Area (in accordance with the City s Cycling Master Plan and the Dingman EA which may refined routing along the Dingman corridor 4.10 Install pedestrian and cycling amenities, including appropriately scaled lighting, as part of all future municipal road improvement projects 4.11 Explore opportunities to install pedestrian cross walk at Main Street between Rutledge Road and Bainard Street 4.12 Explore opportunities to install pedestrian cross walk at Colonel Talbot crosswalk near James Street 5.0 Strengthening Community 5.1 Explore opportunities to improve communications between City Hall and the Lambeth Community 5.2 Explore opportunities to develop a Lambeth Brand and use it as a marketing tool 5.3 Examine way to build on success of Harvest Fest and other such community events held in the past 5.4 Explore opportunities to celebrate significance the Lambeth CIP Area has on local history/regional history 5.5 Undertake a community based decision making approach for funded improvements and enhancements to the Lambeth CIP Area, this builds on the City s SPARKS grant programs 5.6 Explore opportunities for the City use the Lambeth Library branch as a way of sharing information about projects within the Lambeth CIP Area with the public and Mostly Green (1 st ) and and Mostly Green (1 st ) CIP Meeting 3 Summary April 28, 2017 Page 5 of 7

6 6.0 Improved Municipal Infrastructure 6.1 Undertake works in the public/private spaces between public road allowance and front steps of buildings along Main Street from Campbell Street to Colonel Talbot Road 6.2 Extend municipal stormwater and sanitary services to all area within the Lambeth CIP 6.3 Extend municipal water services to all areas within the Lambeth CIP Area 6.4 Identify opportunities for improvements to the intersection of Kilbourne Road and Colonel Talbot Road 6.5 Review signal timing and consider improvements to the intersection of Colonel Talbot and Main Street 6.6 Install pedestrian amenities including appropriately scaled lighting as part of any planned capital projects with the Lambeth CIP Area 6.7 Undertake a needs assessment for the Infrastructure & Renewal of Colonel Talbot Road, within the Lambeth CIP Area. Can the City install a 4-way stop at the interstation of Beattie Street and Routledge Road? 4. Can the City consider the installation of a noise wall along Highway 402? 5. Can the City consider the installation of a noise wall along Colonel Talbot Road 6. When can we expect a dog park in Lambeth (either at a new location, or repurpose an existing park such as Centennial or at the Lambeth Community Centre by moving soccer fields to make space)? 7 7. How can we add traffic calming on Beattie Street (such as speed bumps) to slow down the through traffic? 8. What is the timeline of improvements scheduled? 7.0 Conclusion City staff recognize there was a lot of information included in the Rapid-Fire visual survey exercise there are likely still many questions from the public about the Community Improvement Plan Project. On March 31, 3017 additional information was provided on the City s website and in an to all those who have provided their contact information. This meeting summary is intended to provide additional clarification on the project to date. 8.0 Workbooks: The Lambeth CIP Workbook was created as a way of sharing information about the Lambeth CIP project (i.e. timeline, project area, vision, objectives and strategic actions). Information contained in the workbook was included in staff s presentation during the meeting. The proposed CIP ACTIONS contained on pages 9-21 were the basis of the Rapid-Fire visual survey exercise. The Workbook was designed to complement to the workshop activity with pages 9-23 of this Workbook containing activity instructions and space for comments. The deadline for submitted completed Workbooks was Tuesday April 11, Next Steps: Right now we are in the second stage of the process, Preparing your Plan. This stage finishes when the CIP is finalized and adopted by City Council. Over the next few weeks staff will review the information collected (during the March 28 meeting and from completed Workbooks) and incorporate changes to produce the Draft Lambeth Community Improvement Plan. Based on the current project timeline the Draft Lambeth Community Improvement Plan would be circulated in May - June Depending on the feedback received and required changes, a Recommended Lambeth Community Improvement Plan could be presented at the Planning & Environment Committee Meeting in June Once the Recommended Community Improvement Plan is approved by Council (and any appeals on the adopted Plan are resolved) we can move onto the final stage which is Implementing your Plan.
