2 VIRGINIA ART AND ARCHITECTURAL REVIEW BOARD (AARB) Guidelines for Submissions and Presentations Revised June 2016 Project Description Project Size: 6.47 acres (of which the North Plaza encompasses 1.26 acres) Exterior Materials: Primarily concrete pavers and concrete sidewalk The project involves two main components: Underground Utility Replacement and Expansion This scope includes replacement and/or installation of approximately 16,255 linear feet of chilled water piping, 500 linear feet of temporary chilled water piping, and 200 linear feet of hot water piping. North Plaza Replacement and Expansion The existing North Plaza, one of the signature open spaces on campus that provides the primary space for student activities in the landscape, will be replaced. The length of the overall plaza will also be extended from Robinson Hall (its current eastern-most extent) east to Southside Dining Architectural Aesthetic: The extent of the campus utilities improvement work spans a vast number of conditions and contexts across the campus, ranging from simple asphalt roads and concrete paths with some sections of pavers and incidental site walls. These areas will be treated as a linear maintenance project, and all materials will be replaced in-kind with what is currently there. The major area of redesign for this project is the North Plaza. The aesthetic composition of the new paving pattern for the plaza is composed to delineate different types of use. The paving defines several zones: events, stationary elements, and emergency access (see presentation diagram). See Architectural Context for further explanation of paving materials and elements within the plaza. Relationship to Approved Master Plan The North Plaza redesign will support several of the basic planning and design principles laid out in the university s current Master Plan: Create a Distinctive Sense of Place: The redesigned North Plaza is well positioned at the heart of campus to create a memorable and distinctive sense of place that helps to set Mason apart from the suburban surroundings as well as other campuses. Foster a Vibrant Campus Community: Adjacent to the Johnson Center, Fenwick Library, and the new Robinson Hall, the North Plaza is well positioned to strengthen this animated focus for life at the center of campus by creating inviting spaces that provide a framework of flexible activities. Maintain a Pedestrian-Friendly Campus: The new North Plaza will facilitate a pedestrian-friendly environment, a defining feature of the campus. The new North Plaza redesign also supports several of the campus framework elements laid out in the university s current Master Plan: Connections: Page 1

Views and Landmarks: The project is the home to several landmark elements (George Mason statue, clock tower) and will strengthen the sense of community. Campus Core: This project will foster community and encourage campus activities by developing a concentrated pedestrian-oriented campus core. Additionally, the project supports several goals of Mason s Transportation Master Plan (2011): The project addresses the Transportation Master Plan in two ways through the design of the North Plaza. First, the North Plaza redesign facilitates the removal of every-day vehicular traffic to the North Plaza area. The project relocated this traffic turn-around further from the North Plaza. Secondly, it accommodates the notion of the North Plaza/central campus being a pedestrian-only zone by relocating bicycle racks to the ends of the plaza to encourage student to demount before entering the North Plaza area. Existing Architectural Context The North Plaza is located at the center of the Fairfax campus; this project s scope of work will replace the existing North Plaza, which runs from the north side of the Delaski Performing Arts Center to the south side of Robinson Hall. This update to the North Plaza includes not only redesign of paving materials and patterns, but it also extends the plaza further east to Southside Dining Hall, doubling its length. The existing North Plaza currently features a mix of concrete and pavers in a distinctive pattern. The existing pattern, though distinctive, is somewhat dated and is difficult to maintain due to the mix of paving materials. Additionally, new paving installations adjacent to the North Plaza have featured a mix of colors (reds and greys) in banding and medallion patterns, as well as more contemporary installations of grey pavers at the recent Fenwick Library Addition. The North Plaza redesign will work to bring these materials and contexts together at the center of campus, crafting a space of identity for Mason. The major intersection occupied by the North Plaza will remain the heart of campus. It will continue to feature important landmark elements in the landscape such as the George Mason Statue, the Clock Tower, the fountain (being redesigned) and Student Voice elements (also being redesigned).
