2 Introduction The City is requesting proposals from qualified consultants who can assist the City by completing design services for landscape and streetscape improvements along Carson Street. The Carson Street project area includes all public right-of-way between Pioneer Boulevard and Norwalk Boulevard (see Exhibit 1 in Appendix A). Improvements shall include, but are not limited to: Median and parkway landscape and irrigation improvements, including plant palette; Street furnishing (e.g., bike racks, trash receptacles, tree grates, street furniture, and etc.); cross walk improvements; pedestrian-scale lighting; wayfinding and identify signage; and City gateway monuments/identification The Carson Street streetscape improvements are aimed at improving the visual quality and appearance of the streetscape that will contribute to the aesthetic feel of the street environment for both pedestrians and drivers. The streetscape improvements will also emphasis the Carson Corridor as one of the main gateways into Hawaiian Garden, therefore design concepts should establish a sense of arrival and identity. Consultants are to prepare existing conditions survey and mapping, three illustrative streetscape alternative plans, preliminary and final costs, and final design and construction plans that would be suitable for soliciting formal bids by contractors. Existing streetlights will be repainted or refaced, but not replaced. No major asphalt and/or concrete work are anticipated, unless additional funding becomes available. The streetscape improvements should address the following Carson Street issues: inconsistent and weathered street furniture and areas lacking furniture, median turf inconsistent with sporadic plantings, no street tree consistency with planting rhythm and species, parkways that are blank are lacking uniformity, crosswalks that are not clearly defined, weathered city signage that lacks identity and wayfinding, and newspaper racks that could be screened or reduced in numbers. The landscape architecture and design firm Meléndrez prepared a draft Boulevards Plan for Carson Street and Norwalk Boulevard in November The draft Boulevard Plan is available for review prior to submitting proposals. Selected consultants may use the draft Boulevard Plan for context and background information. Carson Street Streetscape Improvement Plan Scope of Work The consultant is expected to develop a specific landscape/streetscape plans for Carson Street, between Pioneer Boulevard and Norwalk Boulevard. Project tasks shall include, as a minimum, the following: 1. Existing Context Survey and Mapping. The consultant shall survey and develop a spatially accurate and complete base map for Carson Street, Between Pioneer Boulevard and Norwalk Boulevard. All electronic files should be compatible with ArcGIS software. This base map shall consist of, but is not limited to, the following items: Page 2

3 Landscape/irrigation Street centerlines and driveway cut locations Pedestrian crosswalks and accessible ramp locations Property boundaries of all parcels along Carson Street project area. All underground utilities, above ground utility poles, light poles, overhead utility lines, manholes, storm inlets Visible utility-related appurtenances Curb, gutter and sidewalk features (and other pedestrian features), including sidewalk widths Bus stop locations City monument signs Any physical features not mentioned above which might affect the flow of pedestrian or vehicular flow along Carson Street 2. Conceptual Illustrative Plan Alternatives. The consultant shall prepare three conceptual illustrative plan alternatives for the Carson Street project area. The plan alternatives shall be designed based on the existing mapping, existing draft Boulevards Plan, and direction from City staff. Consultants shall also prepare preliminary costs estimates for each alternative. The cost estimates should have enough detail so that City staff and the Hawaiian Gardens City Council can make informed decisions. The three alternatives and preliminary cost estimates will be presented to the community and the City Council. Photos or other renderings may be included with the specifications. 3. Selection of Preferred Streetscape Plan. After review of public comments and City Council direction on the three alternatives, the consultant shall revise and prepare a preferred conceptual streetscape plan. The consultant shall prepare preliminary cost estimates for this plan as well. Photos or other renderings must be included with the specifications. 4. Final Design and Construction Plans. Based on the preferred Streetscape Plan, the consultant shall prepare construction plans and necessary specifications for bidding purposes. Prior to final plans being complete, plans must be plan checked for approval by City Engineer. CAD drawing shall be prepared for the construction plans. The consultant shall also prepare final cost estimates to compare against submitted bids and costs. The plans shall include detailed specifications on the species of vegetation, space between plantings, size of vegetation, color, and other details. Streetscaping elements (e.g., street furniture, bus bench, trash receptacles, bicycle racks, newspaper racks) shall be shown on the plans, and similar specifications shall be included in terms of size, location, color, and material. Deliverables The specific deliverables Carson Street portion of the project shall include the following: Three sets of conceptual illustrative plans (include PDFs and boards at 36 x 48 ) Preferred conceptual illustrative plans (include PDFs and boards at 36 x 48 ) CAD drawings showing dimensions and locations of all street elements CAD detail drawings to be included in plans for Carson Street Civil drawings and specifications for bidding purposes (30 copies) Preliminary and final cost estimates Page 3

4 Meetings In developing the plans, the consultant is expected to work closely with City staff. This will involve meeting with various groups throughout the design of the project. It is expected that the consultant will have at a minimum eight (8) face-to-face meetings with City staff and/or other stakeholders during the course of this project. Meeting topics may include: Kick off meeting and Carson Street walking tour with City staff Working meeting to formulate designs Meeting to review draft plans Meeting to review all final deliverables Other meetings, conference calls, and/or activities may be deemed necessary by City staff or the consultant, and shall be considered part of this proposal. Coordination with other outside agencies may be required (i.e., Los Angeles County Flood Control District). Proposal Specifications Consultants are asked to submit concise proposals describing their capacity to manage projects, their experience with similar projects, and their approach to the proposed project. Proposals should be prepared on letter-sized paper and limited to ten (10) single-sided pages, excluding resumes, references, and other attachments. The proposal shall include the following information: Business Organization. This section shall include the firm s name, areas of expertise, and a brief history of the firm, size, office locations, and business addresses. The name, address, and telephone number of a contact person and/or prospective project manager regarding the proposal shall be included. If sub-consultants are being utilized, similar information should be included for all subcontracted firms. Experience and Capabilities. The consultant shall describe relevant qualifications of the firm and experience with similar projects. Consultants are encouraged to provide samples of work done in other communities in an appendix. Project Approach. The consultant shall describe the approach to the proposed project, the method of conducting the work and how the final deliverables will be developed. Cost. The consultant shall provide a detailed budget with line items for tasks and subtask. The budget shall include hourly rates and an estimated number of hours to complete the proposed tasks and subtasks. Estimated hours to be spent on specific tasks should be broken out to the greatest extent practicable. If hours are to be billed at different rates, a breakdown of hours per wage rate shall be provided. Please include deliverable costs. Optional costs should be shown on a separate line item and not a part of the total costs. Page 4

5 Selection Process City staff will review the submitted proposals and recommend to the City Council a consultant with which to negotiate and reach a final agreement. The recommendation will be based equally upon the consultant s experience/capabilities, project approach, and cost, all of which are described above. The reserves the right to reject any and all proposals and to award the project in the best interests of the City. Submittal Requirements Four (4) printed copies and one (1) electronic copy in PDF format (on CD) of the proposal must be submitted in a sealed envelope by 4:00 P.M. on Wednesday, October 15, Please mark Proposal for Carson Streetscape Plan on the envelope. Submittals via will not be accepted. The mailing and hand delivery address is: Hawaiian Gardens City Hall Community Development Department Pioneer Boulevard Hawaiian Gardens, CA Attention: Joe Colombo, Community Development Director Terms and Conditions The City reserves the right to accept or reject any or all proposals or portions thereof without stated cause. Upon selection of a finalist, the City by its proper officials shall attempt to negotiate and reach a final agreement with the finalist. If the City, for any reason, is unable to reach a final agreement with this finalist; the City then reserves the right to reject such finalist and negotiate a final agreement with another finalist who has the next most viable proposal. The City may also elect to reject all proposals and re-issue a new RFP. Clarification of proposals: The City reserves the right to obtain clarification of any point in a consultant s proposal or obtain additional information. Any request for clarification or other correspondence related to the RFP shall be in writing or , and a response shall be provided within two (2) business days. The City is not bound to accept the proposal with the lowest cost, but may accept the proposal that demonstrates the best ability and most qualified to meet the needs of the City. The City reserves the right to waive any formalities, defects, or irregularities, in any proposal, response, and/or submittal where the acceptance, rejection, or waiving of such is in the best interests of the City. The City reserves the right to disqualify any proposal, before or after opening, upon evidence of collusion, intent to defraud, or any other illegal practice on the part of the consultant. 6 Pioneer Blvd. Appendix A: Carson Street Improvement Area Context Carson Street, between Pioneer Boulevard and Norwalk Boulevard, has been identified for streetscape improvements. Carson Street is the major east-west commercial corridor serving the City. The project area consists of nine intersections and is just over a half mile in length (or approximately 2,900 feet). The Carson Street at Pioneer Boulevard intersection is the western gateway into the City and provides access to the I-605 freeway and the City s Civic Center, located immediately south of this intersection. The Carson Street at Norwalk Boulevard intersection is considered the center of Hawaiian Gardens. Carson Boulevards mainly consists of four vehicular travel lanes, two each way with left turn pocket lanes at certain intersections. Between Pioneer Boulevard and Clarkdale Avenue, Carson Street consists of six lanes, three each way to accommodate higher vehicle volumes in proximity to the I-605 freeway on and off ramps. Carson Street includes a narrow center median with limited landscaping, turf, and trees. Median trees include pygmy date palm (Phoenix roebelenii) and magnolia (Magnolioideae) trees. Street trees along the Hawaiian Garden Casino frontage include date palms (Phoenix dactylifera) and scattered throughout the project area are Mexican fan palms (Washingtonia robusta). There are continuous sidewalks with no parkways along Carson Street, except at limited locations (e.g. along portions of the Hawaiian Gardens Casino and Hawaiian Gardens Public Library & Safety Center). There are no bike lanes or routes, but there are nine bus stops on Carson Street serving Long Beach Transit and Metro bus routes. Bus stops typically include a bench and trash receptacle; there are no bus shelters. Land uses along Carson Street include the Hawaiian Gardens Casino, fast food restaurants, the Hawaiian Gardens Public Library & Safety Center, various small and large shopping centers, auto repair shops, small retail stores and commercial serving uses, and a Walmart Neighborhood Market and a 99 Cents Only Store. As of 2014, the Hawaiian Gardens Casino is undergoing construction of a new casino building and related improvements. Exhibit 1.
