Homes and Wates Developments are preparing a planning application for a development of approximately 100 new homes, which would include a mix of property types to meet local demand. This community consultation event is your chance to have your say and help shape the design of our proposed development before we submit our plans to West Berkshire Council. Here today are representatives from, Wates Developments and our specialist consultants who will be happy to discuss our proposals with you and answer any questions you may have. 3 ABOUT WATES DEVELOPMENTS Wates Developments is responsible for promoting the proposed development. 4 ABOUT THE SITE The site is the proposed allocation for development in West Berkshire Council s Draft Housing Site Allocations Development Plan Document (DPD), which has been submitted to the Secretary of State for examination. It has been identified to contribute to the supply of housing land in West Berkshire. The site lies on the southern edge of Hungerford, approximately 750 metres from the town centre and beyond the Conservation Area. It comprises an arable field which is roughly rectangular in shape and which extends to around five hectares in total. The site adjoins an existing residential development to the north and arable farmland lies to the south. John O Gaunt School is situated directly to the east and the A338 Salisbury Road defines the western site boundary. Site Location Plan

5 OUR PROPOSAL Our proposal has been prepared in line with the following development principles: Protect the North Wessex Downs Area of Outstanding Natural Beauty Respect the local context and character Produce a development of high quality homes Ensure landscape and ecological enhancements and mitigation Make the site accessible and secure Site Plan - Constraints and Opportunities We are proposing to build a development of approximately 100 new homes, which will comprise a range of house types in a mix of 1, 2, 3 and 4 bedroom homes. A number of community benefits will be delivered as part of the application. These include: Delivery of 40 per cent affordable housing offering residents a genuine opportunity to gain access to the housing market Contribution to local community services and facilities, including roads and transport, schools and other educational establishments, recreational facilities and medical services We are keen to get the thoughts of local people on how these contributions could benefit the community.

6 DESIGN Homes and Wates Developments are renowned for creating high quality properties that enhance the areas in which they are located. The homes will take inspiration from the character of the local area, using a high quality palette of materials including bricks, render and timber boarding, along with clay plain tiles and slate. The proposed homes will be traditionally designed as a range of detached, semi-detached or small terraces and all will be two storeys. Generous private gardens and public open amenity space are included, providing areas for all to use and enjoy. Here are some artist s impressions which indicate how the development will look. 7 LANDSCAPE Our environmental consultancy has completed studies of the landscape and visual aspects of the site and the surrounding area. With the exception of the designation as an Area of Outstanding Natural Beauty, the site is unconstrained by any other designations. We will be retaining boundary vegetation, a hedgerow and the existing public right of way in the north-to-south green link through the site. New tree planting will be incorporated into the scheme, to reflect the trees and copses throughout the district, and to continue the pattern of wooded layering within the landscape. As shown below, the site is already well contained, visually. The tree planting within the proposals will further serve to integrate the new development into any views from the surrounding area.

8 HERITAGE AND ECOLOGY Heritage The site lies to the south of the designated Conservation Area. An archaeological desk-based assessment and geophysical survey have been completed and identify that, within the site, circular and linear cropmarks may be of archaeological interest, as noted within the within the Historic Environment Record. Our heritage consultancy will carry out further field investigations and will prepare a scheme to mitigate the impact of development if any below-ground archaeological deposits are found. Ecology An ecological appraisal of the site has been completed, and it has been identified that the site is of limited value for protected species, with the exception of farmland birds, such as Yellowhammer, Skylark and Linnet. If construction takes place within the bird nesting season (mid-february to August), then a qualified ecologist will oversee the works. Our proposed green infrastructure to the south and the north-to-south green link, as well as the planting within the development, will significantly enhance the biodiversity value of the site. 9 TRANSPORT AND DRAINAGE Transport Access to the development will be via a new single roundabout, on the A338 Salisbury Road, located to the south of the existing Kennedy Meadow roundabout. The roundabout will provide a new entrance to Hungerford and the current 30 mph speed limit will be extended to the south of the proposed access. Highway safety has been considered within the design and the proposed network of streets aims to encourage low vehicle speeds, with clear routes for pedestrians and cyclists. Car and cycle parking will be provided in line with West Berkshire Council s relevant standards. The proposed development will be well connected to the facilities and services in the surrounding area, including the existing public transport along the A338 Salisbury Road and Priory Road. Access to Hungerford Town Centre will be via the existing footpath links. West Berkshire Council has considered the traffic impact on Hungerford High Street. The Council has concluded that the impact on the High Street would be less than the other sites put forward for housing development in Hungerford, due to the close proximity of the site to education facilities. Further work has been done to identify the transport impact of the development and any mitigation required. This will be presented in a Transport Assessment to be submitted with the planning application. Drainage The site is not within an area at risk from flooding identified by the Environment Agency. A drainage strategy for the proposed development is being prepared. Proposed site access via A338 Salisbury Road

10 NEXT STEPS The proposal for Hungerford is for a premium development of a high quality and considerate design, which is in-keeping with the character of the surrounding area.
