2 BACKGROUND Preliminary Design and Environmental Assessment (EA) study, completed between 2002 and 2008, to review infrastructure and operational issues on Highway 417 from Highway 416 to Anderson Road Recommended Plan included widening Highway 417 from 3 to 4 mainline lanes in each direction from Highway 416 to Carling Avenue and from Metcalfe Street to Ottawa Road 174, among other recommendations Design recommendations for the Ottawa Queensway corridor were developed through the Context Sensitive Design (CDS) process, in order to ensure that the overall planned expansion and rehabilitation of Highway 417 through Ottawa reflects a holistically-planned aesthetic vision Transportation Environmental Study Report (TESR) documented the Recommended Plan and received environmental clearance in

3 BACKGROUND cont Preliminary Design and EA Study for the rehabilitation of Highway 417 bridges from 0.5 km west of Maitland Avenue to 0.6 km east of Island Park Drive was completed between 2004 and 2005 The purpose of this study was to: evaluate the structural conditions of these bridges and determine rehabilitation needs develop plans to accommodate highway and City street traffic during the rehabilitations review opportunities to address other deficiencies at the time of the rehabilitations address environmental impacts Transportation Environmental Study Report (TESR) documented the Recommended Plan and received environmental clearance in 2005 Ministry of Transportation (MTO) initiated the Detailed Design assignment for the rehabilitation of the bridges and the widening of Highway 417 from Maitland Avenue to Island Park Drive in December

OVERPASS 2 STAGING AREA HIGHWAY STAGING AREA CLYDE BRIDGES CARLING EB BRIDGES CARLING WB BRIDGES ISLAND PARK BRIDGES Project Limits (Contract No. 5) Highway 417 Widening and Rehabilitation from Maitland Avenue to Island Park Drive, including Conventional Rehabilitation of the Merivale Road Overpass Structure 1 Contract No. 1 (WP ) Rapid Replacement 2007 First MTO Contract to use rapid replacement technology Images 2 Contract No. 2 (WP ) Rapid Replacement with Bridge Widening Contract No. 3 (WP ) Rapid Replacement with Bridge Widening Contract No. 4 (WP ) Rapid Replacement with Bridge Widening 2013 Merivale Bridge Site No

5 Contract No. 5 includes the following work: Widening of Highway 417 on the outside to provide 4 lanes of traffic in each direction between Maitland Avenue and Carling Avenue Conventional rehabilitation of the Merivale Road Overpass structure and widening to the south by +/-5m Replacement of all existing noise barriers within the project limits: East of Maitland Avenue (north side) East of Merivale Road (south side) Construction of related works: Retaining Walls Illumination SCOPE OF WORK Drainage ATMS Roadside Protection Landscaping Highway Signage Traffic Management, for construction staging 5

6 TESR Commitment maintain 3 lanes of traffic in each direction during peak periods Staging elements to help meet this requirement: Moveable barrier TRAFFIC MANAGEMENT GENERAL Highway 417 Traffic Staging During Construction TLI property requests on both sides of the highway corridor to provide work area and access/egress routes Temporary highway lane realignments crossing over existing highway centreline Construction to be completed in two primary stages using outside-inside staging methodology (Highway 417 Stage 1 Image and Stage 2 Image ) Transition from Highway 417 Stage 1 to Highway 417 Stage 2 requires a series of temporary highway lane realignments (three sub-stages) to access every section of the Merivale bridge decks 6

7 MERIVALE ROAD STAGING Merivale Structure Widening (during Highway 417 Stage1) Only one 1.5m pedestrian surface to be maintained during each stage Merivale Stage I Substructure Widening Existing designated bike lanes cannot be maintained cyclist will have to take the lane during construction (signage to be specified in the Contract Documents) Merivale Stage II Substructure Widening RESTRICTED VERTICAL CLEARANCE +/- 3.6m Merivale Stage III Superstructure Widening Stage III requires two 36-hour full closures of Merivale Road for set-up & take down of formwork full detour signing for motorists, cyclists and pedestrians to be specified in the Contract Documents 7

8 Contractor to organize Incident Management Team (IMT), including: Members from City of Ottawa s Traffic Incident Management Group (TIMG) MTO Ottawa Operations and Contracts staff MTO Contract Administrator Contractor s key staff Meetings with IMT: TRAFFIC MANAGEMENT GENERAL Start of construction Prior to start of each winter season End of each winter season in following spring At end of Stage 1 prior to the transition to Stage 1A Communication and Coordination 8

9 TRAFFIC MANAGEMENT GENERAL Public Notification Advance signing on Highway 417 to notify motorists of up-coming ramp and/or road closures during construction Detour route signing to be in place during ramp and/or road closures Up-coming/on-going ramp and/or road closures to be communicated to the public via: Bilingual Media Releases (radio/television/social media) & Public Notices (ad space) Project Website MTO TRIP Traveler s Road Information Portal City of Ottawa Interactive Traffic Map (Web Portal) Provincial Highways Call Centre 9

10 HIGHWAY 417 RAMP CLOSURES Extended Durations Extended duration ramp closures required during Highway Stage 1 and transition to Stage 2 to: reconstruct ramp following removal of existing concrete base complete final tie-ins construct retaining walls Closure durations vary from a single weekend closure up to five weeks Exception E-E on-ramp at Carling Avenue to be closed for the full duration of Stage 1 and transition to Stage 2 No two consecutive on- or off-ramps may be closed at the same time Exception W-E and E-E on-ramps at Carling Avenue to be closed during the transition period to Stage 2 (i.e. five week period) 10

11 HIGHWAY 417 RAMP CLOSURES Traffic Analysis City network currently operating at or near capacity adding detour traffic resulted in most intersections exceeding capacity, including approaches not used by detour traffic Adjustments to signal timings would not adequately address operational issues local traffic will likely seek alternate routes, use alternate travel modes, or shift travel times To keep intersections operating at an acceptable level of service, 10% - 35% of traffic would need to divert off of signed detour routes 11

13 Existing Noise Barrier Replacements height of noise barriers will increase from 4m to 5m HIGHWAY 417 & NOISE North Side, east of Maitland Avenue South Side, east of Merivale Road Noise Assessment completed based on MTO Environmental Guide for Noise 13

14 HIGHWAY 417 & NOISE During construction, typical construction noise to be expected Contract documents to: Specify general noise control measures Identify Noise Sensitive Areas and provide timing constraints, as required On-going night work will be required a Municipal Noise By- Law Exemption will be sought 14

15 LANDSCAPE PLAN Vegetation removal will be required; where feasible, existing large caliper trees to be protected during construction Final vegetation re-instatement efforts will focus on the areas where vegetation has a higher chance of surviving/thriving Maitland Interchange Hampton Park Saigon Court Carling Interchange 15
