2 INVITATION TO ARTISTS The Public Art Strategy developed by FORM for St John of God Health Care (SJGHC) provides a blueprint for how public art can act as a mechanism for community engagement, cultural exchange, creative expression and place enhancement for the new St John of God Midland Public Hospital (SJGMPH). The incorporation of art within a hospital environment recognises that health and wellbeing have not only physical but also social, cultural, emotional and spiritual benefits. It is underpinned by a culture of care for the whole person and supports the wellbeing of patients as well as that of staff and visitors. The Public Art Strategy for the Project recognises the diversity of its audiences and diverse, changing experiences of the space. Public art and design, cohesively integrated in the architecture, interiors and landscape design, will play a vital role in shaping the experience of spaces in the facility. Through developing the Public Art Strategy, FORM have identified a number of opportunities for artwork throughout the precinct, including an: Iconic - Entry Welcome Sculpture (this opportunity) Iconic - Stairwell Wall Installation Standalone - Courtyard Sensory Sculpture Wayfinding - Emergency Department Entry Sculpture 2D Artwork Commissions Artists are welcomed to consider applying for more than one opportunity. Artists for each artwork opportunity will be procured through a two stage Open Call commission process to all Western Australian artists: Stage 1: Expression of Interest Stage 2: Concept Design Proposal FORM would like to invite artists or groups of artists to put forward an Expression of Interest (EOI) for an Entry Welcome Sculpture, located at the main site entrance of the St John of God Midland Public Hospital off Yelverton Drive. This document outlines: The project + site context; The curatorial themes; An artwork masterplan; The Artwork Opportunity Brief; Indicative Project Dates; and The Evaluation Criteria + Submission Details. 3 PROJECT + SITE CONTEXT The Midland Health Campus (MHC) is being developed under a partnership agreement between St John of God Health Care and the Western Australian Government. The St John of God Midland Public Hospital (SJGMPH), at the centre of the Project, will be the new general hospital for people living in Perth s north eastern corridor. Located on an eight hectare site on Clayton Street close to the heart of Midland town centre, adjacent to the railway line and the historical Midland Railway Workshops, the Project will offer a comprehensive range of clinical services to the local catchment area of City of Swan, Town of Bassendean, Shires of Mundaring and Kalamunda and the adjacent Wheatbelt areas. The Project will include a 307-bed public hospital, and St John of God Health Care will build a 60- bed private hospital. Both will focus on a wide range of services. There are a number of design and operational objectives for the Project that will be supported and enhanced by the Art Strategy: To provide an open, welcoming and activated health precinct; To become a visible and active element of the local community; To provide a high quality, contemporary work environment; To enhance the connection between the interior and exterior of the building through naturally lit courtyards, terraces and green spaces; To provide an attractive, high quality streetscape and enhance pedestrian way finding, accessibility, comfort and respite; To respect and reflect the local character and context, particularly the neighboring heritage forms and values; and To tell the story of the former activity of the site. 4 CURATORIAL THEMES The following curatorial themes have been developed to accentuate and elevate the Midland community identity and to apply thoughts surrounding history and local ecologies to notions of the body and healing. Artists will be invited to explore and/or draw inspiration from one or more of these themes to assist in the development of a holistic and site-specific public art program for the Project: 1. SPIRITUS Spiritus is the Latin word for breath and is also translated as meaning spirit, soul, courage and vigor. The strategy emphasises the holistic approach to healthcare that nurtures the spirit, and artwork should be integrated with, and used to promote well being, and a healing environment. Through exploring aspects of spiritus that engage with peace and serenity as well as vitality artists visualise and give physical form to ethereal phenomena; this could be associative or illustrative, experience based, and, or interactive (creating an experience, rather than representing one). Illumination and light are concepts that resonate with representing this unseen force of spirit, or non-material energy. It is dynamic, positive and an expression of life that can be found in universal elements of fire, air, water and earth. 2. JOURNEYS Exploring notions of travel, connectivity, movement, migration and pathways of the site: The role of the transport system within society, thinking of roads and rails as arteries (i.e. the circulatory system as the body s transport system for processing blood); and Thinking about the Swan (and the Project site) as a hub of activity, pathways leading inward, to home or to a place of rest; Narrative based works inspired the site s unique identity and/or rich history that encourage intimate interaction to reflect notions such as: A journey from illness to health; life as a journey, going through transition, with all experiences having a fundamental value, manifesting positive change; and This theme could also be explored through local topographies, geographies, mapping, constellations, navigation, intuition; tools that allow us to find our way or locate ourselves within a state of transition. Spiritus could be interpreted as the presence imbued in the landscape through the share cultural memory of Noongar people, it could also refer to memories and the past, for instance the traces that remain around the Midland Railway Workshop, both material and immaterial. Engaging with the Swan River as a source for life and spiritus in respect to Noongar beliefs about the river and water, in particular cultural, material and spiritual landscapes, and the connection between the human and spiritual realms. This concept is similar to animism which delves into how spirit and soul exist in natural objects such as rocks, and features, such as rivers, and the immaterial forces that animate the world through symbiosis, interdependence, and co-existence with nature. Examining the nature of breath as a cyclical action of regeneration and renewal, particularly in connection to the life cycle of the ecosystem, and as a force for meditation, and healing. This could extend to exploring ideas around recycling and the integration of detritus and found objects in art. An exploration of interconnectivity can engage with the concept of wholeness and holistic integration of mind, body and spirit, articulating the way in which local communities and people living in the region are inextricably connected together. 6 SJG MIDLAND PUBLIC HOSPITAL THE OPPORTUNITY BRIEF ICONIC : ENTRY WELCOME SCULPTURE Context The entrance to the site, off Yelverton Drive, is the main entry point for the public into the hospital complex and is a prime position for this significant Welcome artwork commission. The surrounding landscape will be lush with native tree s and planting, offering a suitable environment. The objectives of this artwork are to: Create a Entry Welcome Sculpture for the SJGMPH precinct; welcoming and guiding people from a broad range of cultures into the site; Provide a gathering and ceremonial/reflection space for families and communities; Create a functional component within the design, by either providing shade, screening and/or seating areas; Provide a soft focal point within the landscape; Be eye catching from the road but also encourage viewers to explore and interact with the work through pattern and/or texture; Aid navigation into the site during the evening by the inclusion of lighting. Key considerations for this artwork are: The balance of scale and legibility of the the artwork; Artwork is to be respectful to the nature of the site; Artwork is to be appropriate for all ages and peoples; Artwork is to be easily cleaned and maintained; Any technical requirements for the site; Any safety issues - entrapment / climb ability etc; Artwork to be memorable but not controversial; and The surrounding signage, wayfinding and landscaping elements across the artwork area. Curatorial Approach For this artwork, artists will be encouraged to explore either of the curatorial approaches documented within this strategy; SPIRITUS or JOURNEYS. Grassed Location for Welcome Sculpture, off Yelverton Drive HASSELL ARCHITECTS Materials + Fabrication Materials are not specified but must be selected based on their resilience in the public realm. Maintenance requirements should be kept to a minimum. Detailed specifications, dimensions, etc. will be provided in Stage 2. Artists will work in close collaboration with the project architects, landscape team and the construction company for the development of this artwork. Budget The budget for this artwork is AUD$225,000 + GST. This budget is inclusive of all artist fee s, Design Development, Documentation, Fabrication, Freight, Installation and Insurances. It is exclusive of GST and the Stage 2 Artist Concept Design fee. PAGE : 6
7 INDICATIVE PROJECT DATES The dates below are indicative, they may alter slightly due to changes with the overall project timelines or if Selection Panel review periods need to be extended. Artists will be notified when this occurs. 8 STAGE 1 - EOI - EVALUATION CRITERIA + SUBMISSION DETAILS STAGE 1 - EXPRESSION OF INTEREST (EOI) 1. Through a printed and electronically advertised open call process artists are invited to respond to one or more of the artworks briefs with an initial Expression of Interest. 2. The Expression of Interest will be assessed by the Evaluation Panel (comprised of 5 representatives from St. John of God Health Care, North Metropolitan Health Service, The State Government of Western Australia and two local public representatives) and a shortlist selected. 3. Short listed candidates will be asked to proceed to Stage 2: Concept Design Proposal. EOI REQUIREMENTS A cover letter stating names of artist/teams and which opportunity they are applying for; A written response/approach to the brief, please include images if necessary; Contact details: name, postal address, address, phone number, ABN; Experience: a summary of relevant experience in response to the Evaluation Criteria, full curriculum vitae and biography; Support Material: selection of images of relevant work, including information on year, location, material, dimensions, budget etc. Individual artists, please include a maximum of 6 images and artist teams, please include a maximum of 10 images. EVALUATION CRITERIA Response/Approach to Brief 50% Relevant Experience and Technical Capabilities - other projects and public art commissions that the applicant has completed 25% WEIGHTING EOI - SUBMISSION FORMAT Please provide the following: 1x printed copy of your submission; and 1x soft copy of your submission (supply either on a disc, USB or ed through to the address below). Please provide your submission soft copy as a single PDF document (including all photos and additional material) in a file size of no more than 8MB and save it titled in the following manner - (Artist/s Name)_SJG EOI_(which opportunity). PLEASE NOTE: If you are applying for more than one opportunity, you will need to submit completed individual EOIs for each of these opportunities. FORM will notify you in writing, if your EOI has been approved to progress to Stage 2 : Concept Design Proposal. Stage 2 artists will be invited to attend a briefing session with FORM. Unsuccessful artists will be offered feedback on their submissions, if required. PAGE : 8
9 STAGE 2 - CONCEPT DESIGN PROPOSAL - EVALUATION CRITERIA STAGE 2 - CONCEPT DESIGN PROPOSAL (CDP) 1. Shortlisted candidates will be invited to prepare a full Concept Design Proposal. 2. The Concept Design Proposal will be assessed by the Evaluation Panel (comprised of 5 representatives from St. John of God Health Care, North Metropolitan Health Service, The State Government of Western Australia and two local public representatives) and a shortlist selected. 3. The commission will be awarded and the artists contracted. CONCEPT DESIGN PROPOSAL REQUIREMENTS Detailed sketches, renderings and/or a scale model of the proposed work and supporting text description, including details of the appropriate research undertaken for the project and demonstrating the relationship between the proposed artwork and the Artworks Commissioning Brief. A detailed description of materials, fabrication and installation, detailing any specific technical requirements and indicating any potential risk management issues or ongoing maintenance requirements associated with the proposal Details on the design development, fabrication and installation timeline, and information on who will fabricate the work, fabrication contractors and supply relationships; An indication of the preferred approach to project management should the proposal be commissioned, including the approach to payment and administration of funds; A budget for the design development stage and an indicative project implementation budget, including contingencies, artist s fees, agent s fees (if applicable), materials, fabrication, insurances, travel and associated expenditure, delivery and installation expenditure. EVALUATION CRITERIA Curatorial Merit 25% Design/Aesthetics 25% Fabrication Methodology 15% Demonstrated Understanding 15% WEIGHTING A fee of $1,500 will be offered to shortlisted artists to prepare a Concept Design Proposal. FORM will notify you in writing, if your CDP has been successful. Unsuccessful artists will be offered feedback on their submissions, if required. Commissioned artists will be invited to a site visit and full briefing session with the project team. CDP - SUBMISSION FORMAT Please provide the following: 1x printed copy of your submission; and 1x soft copy of your submission (supply either on a disc, USB or ed through to the address below).
