7 CHAPTER 1 INTRODUCTION 1 INTRODUCTION 1.1 Introduction This chapter sets out the structure of this Environmental Statement. 1.2 Purpose of the Environmental Statement and site location This Environmental Statement (ES) has been prepared to accompany an outline planning application for the new Velindre Cancer Centre on land to the north of Whitchurch playing fields. This ES sets out the findings of the Environmental Impact Assessment that has been undertaken for the proposed development The application site is located to the north of Whitchurch playing fields in north Cardiff. The total application site area is 14.5ha including access works, of which the main site area for the facility is 7.8ha. The Hollybush Estate is located to the north of the site (approximately 60m from the site boundary) and the Whitchurch Hospital Campus lies to the south east beyond the playing fields (the closest building is approximately 180m from the site boundary). The Glamorganshire Canal Nature Reserve Site of Special Scientific Interest (SSSI) is located immediately south west of the development site, and the Glamorgan Canal Local Nature Reserve (LNR) also bounds the site on three sides. The development site is locally designated as a Site of Importance for Nature Conservation. A site location plan is provided at the end of this chapter and further description of the site and surrounding area is provided later in the ES The Local Planning Authority to which the application is submitted is City of Cardiff Council (address: County Hall, Atlantic Wharf, Cardiff, CF10 4UW). 1.3 Applicant and Consultant Team The planning applicant is the Velindre Cancer Centre (address: Velindre Road, Whitchurch, Cardiff, CF14 2TL) The consultant team that has undertaken the EIA and prepared this Environmental Statement is identified below: Table 1.1: Consultant Team Consultant The Urbanists Responsibilities ES co-ordination; introductory chapters and alternative site assessment; and, non technical summary. 8 CHAPTER 1 INTRODUCTION Hassell Masterplan and application drawings. 1.4 Statement Structure The ES covers the requirements of the Town and Country Planning (Environmental Impact Assessment) (Wales) Regulations 2016 as referred to in Chapter 2. Where figures are used they are provided at the end of each chapter Context: Identifies the general legislative and policy context, where appropriate national and Local planning policy is identified Methodology: Identifies the methods used in undertaking the technical study with reference to published standards, guidelines, best practice and relevant significance criteria. Details of consultation with statutory consultation are also provided. Page 1:2
9 CHAPTER 1 INTRODUCTION Baseline Conditions: Identifies the prevailing environmental conditions against which the potential environmental impacts of the proposals are assessed Impacts: Identifies the likely significant impacts resulting from the scheme as it is proposed in the applications and considers impacts during construction and once the development is completed Mitigation: Identifies the mitigation required to address the impact identified. Mitigation consists of design measures to remove or reduce an impact and management measures during the construction and operation phases Residual Impacts: Identifies the residual impacts following the implementation of the recommended mitigation Cumulative Impacts: Identifies the combined impact of the residual impacts and the environmental impact of adjacent existing and permitted development as set out in the following section below (further information on the cumulative impacts is provided in Chapters 3 and 12) Summary: Provides a short summary of the impact assessment Volumes Two and Three: Volume Two of the ES provides all of the figures and appendices that are referenced in each of the assessments. Volume Three is a Non Technical Summary of the ES. 1.5 Engagement A programme of engagement has been undertaken during the preparation of the EIA and wider planning application. The overall purpose of the engagement strategy was to engage and inform parties before they are formally involved in statutory consultations (pre or post-planning submission). The two-way communication process allowed interested parties to understand the background to the project, to be involved and informed, enabled the technical team and designers to be aware of any concerns and enabled the design process to take due account of issues at the appropriate stage in the design process The strategy consisted of two stakeholder workshops held in early September and late November and a public exhibition. The form and outcome of these events is fully documented in the consultation report that is included in the planning application In addition to above strategy, the EIA has also been informed by pre-application meetings with the Local Planning Authority (formal and informal) and statutory consultees including Welsh Government and Natural Resources Wales. Details are again provided in the consultation report Finally, the EIA has been subject to statutory pre-application consultation as required by Part 1A of the Planning (Wales) Act The outcomes of the statutory pre-application consultation are also set out in the consultation report.
