3 History - What Has Happened SP discontinued rail service in the 80s SamTrans purchased r/w in early 90s Corridor studies since 1992 Included as part of RM 2 plan in Project Study Report completed Feb 04 RM 2 passed in March 04 Project Advisory Committee Formed in April 04 Phase I Environmental completed March 06 3

4 Purpose and Need Purpose The purpose of the Dumbarton Rail Corridor Project is to: Enhance regional connectivity - Connect East Bay and West Bay communities - Connect public transit systems: ACE, BART, Caltrain, Capitol Corridor and regional buses Fulfill mandate of Regional Measure 2 (March 2004) Need This connection is needed to address: Existing and future highway congestions Air quality Growth in population and employment Need for commute options 4

6 Proposed Alternatives An Alternatives Analysis identified the most feasible rail and bus alternatives for detailed environmental studies The Alternatives Analysis was guided by the Dumbarton Corridor Technical Advisory and Policy Advisory committees These committees included representatives from state, regional and county transportation/transit agencies, as well as cities on both sides of the Bay Four Alternatives are proposed for Environmental Studies: Rail Alternative A Rail Alternative B (with Niles Junction) Bus Alternative No-Action 6

11 Rail Alternative : Right-of-Way Majority will be within existing railroad ROW: SamTrans owns ROW from Redwood City to Newark ROW from Fremont (Shinn St.) to South Hayward (Industrial Pkwy.) to be purchased from Union Pacific RR Trackage rights for shared use of UPRR tracks in Centerville (Shinn St. to Sycamore St.) Minor ROW takes at stations and near Shinn & Industrial Connections 11

21 Bus Service Year 2012 In 2012, bus service would travel between the East Bay and Redwood Shores. It would be linked with the existing Dumbarton Express service. 21

22 Bus Service Year 2035 In 2035, bus service would travel between the East Bay and Redwood Shores/Foster City and to Millbrae/Oyster Point/Brisbane. It would be linked with the existing Dumbarton Express service. 22

23 No Action US Coast Guard has requested the demolition of the Dumbarton Rail Bridge 23
