2 Reynoldsburg Major Commercial Corridors Streets cape and Development Design Guidelines/Standards Development Design Guidelines/Standards 1.0 Visual Character 1.1 Attractive buildings, signs, and parking areas establish positive visual character and create a sense of prime real estate location, subsequently encouraging investment and enhancing the community's economic wellbeing. The following guidelines/standards apply to development along Reynoldsburg's commercial corridors. 2.0 Architectural Treatments 2.1 Scale, form, and massing: consistent along the corridors through use of compatible architectural features and similar materials. 2.2 Permitted materials: predominantly traditional and substantial materials such as brick, stone, and glass with metal, wood, stucco, and split-face block used as accent areas. 2.3 Prohibited materials: plain or painted concrete block and sheet metal siding. 2.4 Rear and side walls: treated with same materials and design quality as front (street facing) walls. 3.0 Signage b) Height: maximum six (6) feet above grade including base. c) Size: maximum fifty (50) square feet per sign face (per Zoning Code adopted 9/99). d) Materials: construction of durable materials, complimentary with the materials and architectural design of the building served. e) Number: one (I) per building regardless of the number ofbusinesses conducted in the building. 3.2 Wall-Mounted a) Type: individual channel letters/graphics b) Cabinetlbox type and roof mounted signs: prohibited: 3.3 Portable signs: prohibited. 3.4 Readerboard signs: discouraged. 4.0 Parking Areas 4.1 Materials: asphalt or concrete pavement with concrete curbs. 3.1 Ground-Mounted a) Location: minimum ten (10) feet back of the street right-of-way (per Zoning Code adopted 9/99). 3 Development Design Guidelines/Standards 4.2 Landscaping a) Perimeter planting areas 1. Location: along those portions of parking lots that front on street rights-of-way. 2. Size: at least five feet wide. 3. Materials: combination of evergreen and deciduous plant material supplemented by earth berms and brick walls, together providing substantial opacity to a height of three feet at time of installation. 4. Trees: at least one (I) deciduous tree of at least 2 y," - 3" caliper installed per each forty (40) feet of frontage. b) Internal planting areas I. Location: islands within the parking lots that front on street rights-of-way. 2. Materials: evergreen and deciduous plant materials enclosed by concrete curbs. 3. Size: at least ten (10) square feet per parking space where twenty or more parking spaces are provided such that each planting area is at least one hundred (100) square feet. 4. Trees: at least one (I) deciduous tree of at least 2 y," - 3" caliper installed in each planting area. 4.3 Layout: maximum twenty (20) parking spaces in a row between planting areas. 4.4 Reserved Parking: required number of parking spaces (per Zoning Code adopted 9/99) may be reduced where the additional area needed to provide the required number of spaces is reserved as landscaped areas on the lot that can, if needed, be converted to provide the required parking. 5.0 Building and Parking Lot Setbacks 5.1 Setback a) Buildings: forty (40) feet from the street right-of-way (per Zoning Code adopted 9/99) b) Parking: forty (40) feet from the street right-of-way (per Zoning Code adopted 9/99) or not less than ten (10) feet where and when unique circumstances warrant a variance. 5.2 Treatment: landscaped in accordance with the guidelines set forth in Section D.8.2, except those portions used for driveways. 6.0 Storage Areas 6.1 Waste and rubbish: confined to back of building or lot in enclosures. 6.2 Products for sale: confined to receptacles or racks within five (5) feet of the building. 4 Reynoldsburg Major Commercial Corridors Streets cape and Development Design Guidelines/Standards Development Design Guidelines/Standards 6.3 Enclosure materials: brick walls with gates, compatible with building materials and architectural design, providing 100% opacity at installation such that machinery, equipment, dumpsters, trash, recyclables, or similar items are not visible from street corridors or parking areas. 7.0 Parking Lot Lighting 7.1 Spacing and placement: as appropriate to illuminate parking and buildings, minimal glare and light spillage on neighboring properties. 7.2 Height: 25 feet. 7.3 Pole: square-section 7.4 Luminaire: single or double shoebox type, concealed light source (100% cut-off) 7.5 Lamp: metal halide 7.6 Color: to match street lights 7.7 Building mounted floodlights: prohibited, except in rear-facing loading, storage, and service areas. 8.0 Utilities 8.1 Permanent utility lines: installed underground. 8.2 Rooftop-mounted utilities: screened to block view from ground level and street corridors. 8.3 Ground-mounted utilities: screened to block views from ground level and street corridors. 8.4 Materials for rooftop screening: complimentary to building materials and architectural design, providing 100% opacity at time of installation. 8.5 Materials for ground-mounted screening: brick wall 4 ' to 6' in height, compatible with building materials and architectural design, providing 100% opacity at time of installation. 8.6 Streetscape sidewalk pavement cuts: restored to original condition per streetscape design standards. 9.0 Maintenance 9.1 All owners or occupants of property shall maintain all buildings, drives, parking lots, or other structures located upon said property in good and sufficient repair and shall keep such premises painted, windows glazed, paving swept and otherwise maintain the property in an aesthetically pleasing manner. 9.2 Any structure, driveway, or parking lot surface which is damaged by the elements, vehicles, fire, or any other cause must be repaired as promptly as the extent of the damage will permit. 9.3 Buildings that should happen to be vacant for any reason must be kept locked and the windows glazed in order to prevent entry by vandals. 5 Development Design Guidelines/Standards 9.4 Grounds are to be maintained in a safe, clean and neat condition free of rubbish and weeds. Lawns shall be kept in a mowed condition. Roads and pavement shall be kept true to line and grade in good repair. Drainage ditches are to be kept clean and free of any obstacles. 9.5 All plantings are to be maintained in healthy growing condition. lnigation, fertilization, weeding and pruning are to be camed out on a regular basis.
