4 Developer s Program for Proposed ABC Store for the Orange County ABC 05/08/12 The Orange County ABC will relocate their store in the Chapel Hill North Shopping Center at 1840 Martin Luther King, Jr. Blvd. to a parcel of land acres in size on the south side of Perkins Drive adjacent to the Southern section of this shopping center. There new location will enable Orange county ABC to build a free standing retail store on their own property and better serve their customers with a building that is specifically designed for their programmatic needs. The free standing retail store will be approimately 4000 square feet in size with parking spaces for customers and employees. The new building will maintain an eisting pedestrian path that connects the southern office buildings to the retail center. The site plan utilizes the eisting curb cuts and is located on the flatter portion of the site outside of the Duke Power Easement. A network of new walkways will connect the store to the adjacent shopping center and apartments.
5 The proposed ABC store at Chapel Hill North s Statement of Compliance with the Town s Comprehensive Plan dated 2000 prepared 05/08/12 -Project complies with the overall Community character in that it adds retail to a designated mied use site which allows multiple services in one location. -Project is located adjacent to major roadways in an eisting shopping center within a mied use area. -Site is properly zoned for retail use. -Project will add an additional left turn lane to mitigate eisting traffic congestion to the shopping center. -Enhances Town wide transportation system by adding pedestrian walkways and bike racks with easy access to Transit stops all of which promote alternative modes of transportation. -Promote general well being of the Town by adding retail services and new employment opportunities. -Use of latest stormwater management techniques and design to mitigate the environmental effects of the new construction on the receiving watershed. -Appropriate scale and appearance of the building and site to meet the Chapel Hill Character. -Use of sustainable practices to promote the environment and Natural Resources.
6 The proposed ABC store in the Chapel Hill North Shopping Center s Statement of Compliance with the Town s Design Guidelines dated 05/08/12 The following statements show how this project meets the intent of the Chapel Hill Design Guidelines: Site Development: -The building and related sitework is shown on the prime buildable location for the site where the grades are all under 10%. -The new work is in harmony with the eisting curb cuts and access points off Perkins drive. -The new building and site layout faces the eisting shopping center buildings as well as the apartments thus keeping it in harmony with the surroundings. -The new parking spaces and loading areas will be screened with plantings from the public ROW. -The building entrance is pedestrian friendly and convenient for dropoffs with wide walkways and a landscape area between the doors. -Pedestrian access is provided from all sides around the site and well marked crossings are provided. -Service areas are screened from view and separated from the main entrance. -Bicycle parking for employees and customers is integrated into the plan to be adjacent to the public access and the front of the building. -The project is transit friendly with connections to the eisting walkways and bus stops on Perkins Drive. -The project will utilize the latest stormwater management techniques and design to treat the runoff for water quality in accordance with the latest Jordan Lake Stormwater rules. -Landscaping is used to screen the dumpster and service area from public view. Architectural Character: -Proper proportion and scale is being used for the building. -The building entrance is clearly delineated. -The building will be complementary with the materials and facades of the adjacent eisting buildings. -The building entrance is centered in the floor plan and is a focal point for the overall site design. -The colors and tetures for the building will be complementary with the elements of the overall development in Chapel Hill North.
7 -Lighting will be controlled with cutoffs so as to protect from any spillage offsite. Landscape Character: -Landscape materials will be appropriate to those in the eisting center. -Landscaping will be clustered around areas of the site. -Loading and storage areas are screened from public view using landscaping. -Landscaping is provided along pedestrian walkways and in islands to break up the parking.
