(Rév8 Urban Renewal and Development of Józsefváros Private Limited Company) Rév8 Plc. was established in The owners are the Local Government of District eight with a 60.9% share and the Local Government of Budapest with a 39.1% share. The company is an organization operating as a closed joint stock company that performs public tasks basically for the Local Government of Józsefváros and is also engaged in preparing and executing decisions. Rév8 participates in the urban development activities that are currently underway in Józsefváros. Their main task is to renew the district by means of a complex set of tools developed for rehabilitation including the planning and elaboration of rehabilitation programmes, the preparation of decisions and the implementation and management of individual projects. Background, objectives, implementation measures and financing The Magdolna Quarter Programme is a pilot project to implement renewal of a multiply retarded urban district with the participation of the residents including integrated social, cultural and technical measures. This quarter is the largest continuous metropolitan poverty area (ghetto) of Budapest, where the dilapidated physical surroundings, the backward of society and economy and the high concentration of families with disadvantaged status are exact demonstrable. These phenomena point to the fact that the major urban development task was to restrain the deteriorating process and the erosion of the area. The district s long-term regeneration initiative was created in 2004; it has been in force for 15 years. It made a proposal for the subdivision of the district into 11 territories, which possess separate physiognomy. This process also improves their identity.

2 Magdolna quarter struggled with the most serious social difficulties and environmental disadvantages in Józsefváros. This quarter is bounded by the Nagyfuvaros Street, the Népszínház Street, the Fiumei Street, the Barros Street, the Koszorú Street and the Mátyás Square. From the aforementioned facts, it was evidential that the serious social disadvantages and increasing segregation of the local residents in Magdolna could only be solved in the framework of such an integrated programme with measures built upon each other. These programmes are the instruments of the realization of the comprehensive targets in the district. This project was divided into 7 sub programmes: Building renewal by involvement of the tenants (The 88% of the building stock of the Magdolna Quarter was built before This programme relates to the 100% Local Government-owned rented houses.) Green keys project Renewal of the Mátyás Square (The purpose of this programme was to develop a Site for the community.) Mátyás Square Community House Glove Factory, (This complex was going to provide a place for alternative cultural and training programmes.) Education programme (This programme was the key element for the quarter renewal.) Crime prevention programme (The main mission of this programme was to create co-operation forum for the people able and willing to act for the public security and for crime prevention.) Employment, entrepreneurs programme (This programme was aimed to help to renew the premises of the small and medium entrepreneurs in the quarter.) Community development programme. The regeneration is realized based on the co-operation and co-financing of the Budapest City Council and the Local Government of Józsefváros. The total budget of the pilot phase was 821 million HUF. The Regeneration Programme in Budapest Józsefváros, Magdolna Quarter Programme is a medium term regeneration initiative for a 15-year period of the district. The Medium-Term Urban Development

3 Programme for Budapest was realized with the support of the Local Government. They have devoted themselves to the integrated social urban regeneration in Rév8 cooperated with the Mayor's Office and with the Metropolitan Government and also with the Local Government. At first, the participation of the residential population was unsatisfactory owning to the mutual mistrust that was perceptible all the while. Civil organizations also played an outstanding role in this project. The task of these organizations was to develop the community, to find and involve the active residents into the rehabilitation task, to form the local initiatives. 6 The Regeneration Programme in Budapest Józsefváros, Magdolna Quarter Programme ( ) is the first trial in Hungary to rehabilitate a retarded urban district with the involvement of the residents. The recovery included integrated social, cultural and technical measures. The key words of the program were cooperation and participation. The renewal project launched in 2005, formulating the following aims: The communication, cooperation, participation had a great progress during the implementation. There was a very intensive public participation (discussions, surveys, local forums), the flow of information was high-toned and the involvement of partners, professionals and NGO s was not only a prerequisite. Higher living conditions were achieved by the redevelopment of the run-down area (better estate of building stock, tidy public places, using green space to improve the social character of the area). One of the main purposes of the regeneration was to improve the quality of community self-awareness. They established a place for alternative cultural and training programmes (Mátyás Square Community House Glove Factory ) and also created a Site for the community (Renewal of the Mátyás Square).
