13 Step 2: Assess Climate Impacts and Vulnerabilities Key vulnerabilities as basis for designing climate smart adaptation actions KEY VULNERABILITY Coastal communities, human & wildlife, are vulnerable to increasingly frequent & severe flooding & erosion, also high winds, from coastal storms, heavier precipitation/runoff. Storm and erosion impacts exacerbated by SLR and loss of protective ecosystems and underlying processes (e.g. impaired hydrology, disrupted tidal flows, sediment transport, vegetation succession), combined with dense coastal development. Beaches & Dunes Tidal Wetlands Maritime Forests/Shrub Riparian Forests & Floodplains
14 Step 3: Review/Revise Conservation Goals Determine if modifications needed in goals or objectives Account for: Stronger storms, heavier precipitation, SLR, extreme temps Natural hazards can overwhelm built infrastructure, re-shape coastline Coastal ecosystems will tend to migrate with storms & SLR Dense development displaces land-building ecosystems that also protect against erosion, land loss Parts of the NJ coast are highly mobile & erosive environments CLIMATE-SMART OBJECTIVE: Reduce natural hazards and climate risk to New Jersey coastal communities in ways that also conserve, restore, create, or manage for ecosystem migration and succession, using naturebased features where ecologically appropriate, taking future change into consideration.
15 Step 4: Identify Possible Adaptation Options Think Outside the Box EXERCISE 1: Based on climate-smart project objectives, identify/respond to a broad suite of possible strategic actions in the following categories of adaptation options: Reduce non-climate stressors Restore ecosystem structure and function Protect key ecosystem features Ensure connectivity Support evolutionary potential

17 GOAL : COMMUNITY PROTECTION Protect communities against erosion, land loss, SLR and coastal storm impacts GOAL : HABITAT CONSERVATION Conserve habitat for wetland dependent marsh birds Conserve, protect, manage for intact tidal marshes Marsh Habitat BMPs Establish & enforce ample no wake zones Implement ecological BMPs for mosquito control Prioritize living shorelines over hard armoring for stabilization Establish development setbacks & designate wetland migration corridors BMPs
18 Step 5: Evaluate and select adaptation options Be Realistic EXERCISE 2: Select 3 strategic actions to evaluate based on the following suggested criteria for climate smart strategic actions: Uses site-appropriate natural or nature-based approaches Provides community protection Neutral or positive fish & wildlife impact, BMPs Manages for change Actionable at the community level Considers the broader landscape context Minimizes carbon footprint Indicate where policy changes might be needed
19 Land Use Planning & Zoning GOALS Stabilize Shoreline Build/Retain Land Mass Attenuate Storm Surge Create Habitat ACTIONS Identify and assess condition of all tidal marshes on public & private lands Set and enforce a zero loss policy of existing tidal marshes Incorporate SLR marsh migration projections into land use zoning/open space planning COASTAL HAZARDS Coastal Storms (Hurricanes and Nor easters) Erosion Flooding Sea Level Rise
20 Ecosystem Management GOALS Stabilize Shoreline Build/Retain Land Mass Attenuate Storm Surge Create Habitat ACTIONS Establish a goal of protecting/restoring all tidal marshes in your municipality Reduce, soften, eliminate rigid vertical structures along wetlands Prioritize living shorelines practices for shoreline stabilization in estuary communities, over hard armoring Involve hunters/anglers/birders in marsh monitoring Refocus mosquito control efforts to be ecologically sound Reverse wetland damages from mosquito control practices Control human-associated predators, such as feral cats Establish, observe, and strictly enforce ample no wake zones to prevent shoreline erosion Restore tidal flow where it has been severed COASTAL HAZARDS Coastal Storms (Hurricanes and Nor easters) Erosion Flooding Sea Level Rise

23 ECO SOLUTIONS Considerations Principles Factor in SLR and precipitation trends Know the ecosystems in your community and surrounding landscape Evaluate site conditions: tides, wave energy, sediment transport, erosion, plant communities, wildlife, flood risk, etc. What is the project s life expectancy, long-term maintenance requirements? Can your project self-repair after storm damage?
24 ECO SOLUTIONS Considerations Principles Is your project beneficial, neutral, or detrimental to fish & wildlife? Does it transfer risks to neighbors or downstream? Can it be done with natural materials? Use native plants wherever possible. Conserve groundwater Reduce impervious cover Leave room for nature to move Maximize eco-tourism potential
