DOWNTOWN DESIGN REVIEW COMMISSION MINUTES Tuesday, January 19, 2016 at 7PM Village Hall, 1 N Prospect Avenue, Clarendon Hills, Illinois II. III. IV. ROLL CALL Present: Chairman Abraham, Dave Yandel, Patrick Plunkett, Annie Horton Krug Absent: Stephanie Bryant Others Present: Dan Ungerleider, Community Development Director APPROVAL OF MINUTES A motion to approve the minutes from the November 17, 2015 meeting was made by Annie Horton Krug, seconded by Patrick Plunkett, and approved by the Commission. The minutes to the Commission s meetings are posted on the Village s website at OLD BUSINESS Case DT Burlington Avenue (Level 3 Downtown Design Review Approval). Mr. Ungerleider reported that the petitioner s design team has made revisions and additions to the building and site plans to address the Commission s comments made during the November 17, 2015 meeting. He noted that the changes are summarized in Staff s report. Kristin Wynne of 555, the architect for the proposed project, presented the revised plans for the renovation of the existing building, relocation of the public alley, development of an outdoor dining area and plaza space, and the construction of a kiosk. Ms. Wynne summarized the details provided on the submitted plans, addressing window design, building lighting and brick treatment. She called attention to the proposed use of blade signs on the north and east sides of the building; one of which would be internally illuminated. Mr. Ungerleider noted that internally illuminated signs are prohibited by code in the B 1 and B 2 zoning districts. Ms. Wynne agreed to modify the blade signs so that they were not internally illuminated. Mr. Ungerleider also noted that the village code currently requires wall signs to be placed so that the sign face runs substantially parallel to the wall. During the development of the 2014 Downtown Master Plan, the Commission had agreed to consider modifying the village code to allow blade signs since these type of signs are more conducive to a pedestrian downtown environment. The Commission requested that Staff prepare a draft text amendment allowing blade signs for the Commission s consideration and recommendation to the ZBA/PC and Village Board for formal consideration. The text amendment would need to be approved by the Village Board prior to the installation of the proposed blade signs. Ms. Wynne noted that the blade signs would be no bigger than six (6) square feet in size. Ms. Wynne reported that the large picture window facing Burlington Avenue would be designed so that the top portion would swing out to allow for better airflow into the building during warmer months. Muttons would be used on all the windows as illustrated. The existing window shutters would be removed, and the bricks cleaned and retreated. Ms. Wynne noted that they plan to paint a large mural on the south elevation. They understood and agreed that the mural could not be a sign displaying any information about the business, instead it would appear to be an old

3 Downtown Design Review Commission Minutes Page 2 January 19, 2016 painting found on the building. The Commission discussed the mural and agreed that it would not be considered a sign. Mr. Ungerleider noted that he would bring the mural back to the Commission for consideration if there was question that the mural design resembled a sign rather than their expressed intent: no names, product references, etc. The Commission agreed that the mural would be subject to the approval by the Community Development Director. Ms. Wynne also pointed out that there would be several art pieces displayed on both the east and north sides of the building. The Commission expressed that they like these details. Ms. Wynne noted that there would be a retractable awning along the east elevation. The plans illustrated several design patterns. Mr. Ungerleider agreed that the code would allow him as the Community Development Director to approve the final design as a minor modification. Ms. Wynne presented a material sample for the outdoor dining area planters and photographs of the proposed traditional tables and chairs. The design of the Kiosk building has not changed since the last meeting. Mr. Guy Pisani noted that nothing would be prepared in the Kiosk, and would rather come from the restaurant. All appliances in the kiosk would be electric. Ms. Wynne presented two alternative pergola designs, different from the design presented at the last meeting. The first design is a tradition wooden pergola having 8 posts, 10 header beams, and 8 ribs, and the second is similar with angles to better line up with the adjacent planters running parallel to Prospect and Burlington Avenues. The petitioner and the Commission preferred the first. After some discussion, the Commission asked that the adjacent planters be extended below the end posts to allow ivy climbing from the planters up the pergola posts, and that up lighting be provided below the pergola. The petitioner agreed. Brian Slovacek presented the revisions to the proposed landscaping plans. He noted the plaza, still inspired by the historical Piazza del Campo in Tuscany Italy, is now surrounded by rectangular planter walls rather than curved. He explained that they had considered replacing the water fountain as discussed, but had decided the prefabricated fountain would best serve the plaza as proposed. A custom fountain may give them the option of setting up a stage during the colder months, however, a raised stage would be cause for additional liability for both the Village and the developer. Mr. Slovacek explained that the owners planned to decorate the fountain with lights and other decorations during the holiday months so that it remained a centerpiece for the plaza. Mr. Slovacek presented the changes to the screen wall along the south property line of the plaza. The wall now comprised of a three (3) foot tall concrete base with a decorative wrought iron like fence. Plans indicate that Boston Ivy will be planted and pruned along the fence to provide a controlled backdrop and screening between the plaza and the railroad tracks to the south. When asked what the concrete base finish would be and that flat concrete would not be acceptable, Mr. Slovacek and Ms. Wynne agreed that an architectural texture would be added in the forms for the wall. In addition, landscaping would be planted on the outside or south side of the wall to soften the appearance of the wall base. The Commission concluded that this modification would be a condition of their recommendation for Level 3 design review approval. Mr. Slovacek explained that the lawn area east of the outdoor dining area had been narrowed to provide widen access from Burlington Ave to the kiosk and to reduce its potential recreational use being so close to the alley and the outdoor dining area. He also noted that an additional impervious paver area had been added to the alley west of the dumpster enclosure. This additional impervious surface is required to ensure the property complies with the Village s stormwater management Post Construction Best Management Practices (PCBMP) requirements. The new pavers are similar to the paver crossing between the plaza and the outdoor dining area.

4 Downtown Design Review Commission Minutes Page 3 January 19, 2016 There was discussion regarding the type of turf proposed in the lawn area and the potential maintenance of the area given its potential use. Mr. Yandel asked if the kiosk would be in operation all year long or seasonally. Mr. Pisani answered they plan to keep it open spring through fall, and during special occasions. Chairman Abraham asked if the plaza was sloped down to the fountain as would be more consistent with the Piazza del Campo design. Mr. Slovacek noted that the corner of Burlington and Prospect is very flat as it is, and that they are required to work with the existing grade and elevation of the alley, the outdoor dining area and existing building. They also want to make sure the plaza was designed to accommodate a variety of festivities and uses. Mr. Plunket asked if they might consider providing an additional shade tree within the outdoor dining area. Mr. Slovacek noted that the restaurant would be open primarily for dinner in which the patio would be in the building s shade. Mr. Yandel made a motion, seconded by Mr. Plunket, recommending approval of the requested Level 3 Downtown Design Review Approval for a plaza, kiosk, outdoor dining area and existing exterior building renovations for Burlington Avenue at the southwest corner of Burlington Avenue and Prospect Avenue as noted in the plan set outlined in the January 19, 2016 Staff Report and subject to the following conditions: 1. Prior to Village Board consideration, the plans shall be revised to illustrate the extension of the planters below the pergola edges, and the planting of vines that would grow from the planters on the pergola approved by the Community Development Director. 2. Prior to Village Board consideration, the plans shall be revised to include up lighting highlighting the pergola structure approved by the Community Development Director. 3. Prior to Village Board consideration, the plans shall be revised to include an architectural texture and foundation landscaping for the south side of the screening wall base subject to the approval of the Community Development Director. 4. Prior to Village Board consideration, the plans shall be revised to include the mural planned for the south side of the 211 Burlington Building subject to the approval of the Community Development Director. 5. Prior to Village Board consideration, the plans shall be revised to indicate that the proposed blade signs shall not be internally illuminated, but would instead be illuminated by external overhead lighting subject to the approval of the Community Development Director. 6. Village Board approval of a village initiated zoning ordinance text amendment allowing non internally illuminated blade signs shall be required prior to the issuance of a building permit for the proposed blade signs. Prospect Avenue Clarendon Hills, Illinois MEMORANDUM TO: Chairman and DTDRC Members FROM: Ryan Adriatico, Community Development/GIS Intern DATE: March 4, 2016 RE: Case No Text Amendment/Blade Signs The Village has filed with the Zoning Board of Appeals/Plan Commission (ZBA/PC) of the Village of Clarendon Hills for a village initiated text amendment to Sections 20.2 Definitions and Sign Regulations of the Village Zoning Regulations. The proposed text amendments would amend the Village s Sign Regulations to allow for the installation and display of pedestrian oriented blade signs on properties within the B 1 Retail Business and B 2 General Business Districts. The purpose of this amendment is to allow for an improved pedestrian shopping district and facilitate façade improvements as outlined within the Downtown Master Plan. The Village s zoning regulations currently only permit the use of wall signs within B 1 Retail Business and B 2 General Business Districts. The proposed text amendment is attached for your review. Examples of acceptable and unacceptable blade signs are also included. With your direction and concurrence, Staff will present the proposed text to the ZBA/PC at the April 21 st ZBA/PC meeting for public hearing, review, and recommendations for approval. Requested Action: Approve a motion directing Staff to present a text amendment allowing the installation and use of pedestrian oriented blade signs on properties located within B 1 Retail Business and B 2 General Business Districts.

7 Proposed Text Amendment Blade Signs Page 2 March 4, 2016 Proposed Text Amendment Blade Signs: Blade Sign: A two sided, pedestrian oriented sign, which is suspended from an overhang, canopy, marquee, or awning, or is suspended from a mount attached directly to the building wall, and hangs perpendicular to the building wall. The total area of the face of a sign shall not exceed three (3) feet by three (3) feet. Each face is measured by determining the smallest area within a single perimeter enclosing the extreme limits of the face. Blade signs shall project from and be perpendicular to a building's façade above a walkway or public right of way, and the top of any such sign shall not extend above the parapet of the storefront building. An eight (8) foot minimum clearance is required between the baseline of a blade sign and finished grade. Blade signs shall project a maximum of forty two (42) inches from the storefront. Blade signs shall not obstruct windows or access ways. Internal illumination is expressly prohibited. External sign lighting shall be designed to prevent light spillage and glare onto any adjacent residentially zoned property or public right of way. It is unlawful to erect any blade sign without first obtaining a sign permit from the Clarendon Hills Community Development Department. Permit requests are to be submitted with full design drawing and signed structural drawings verifying proper support and secure attachment. Proposed Codification: 20.2 DEFINITIONS BLADE SIGN: A two sided, pedestrian oriented sign, which is suspended from an overhang, canopy, marquee, or awning; or is suspended from a mount attached directly to the building wall, and hangs perpendicular to the building wall H SIGN REGULATIONS: (2) Blade Sign: (a) Number: The total number of blade signs shall not exceed one sign for each street that a business abuts, with no more than one blade sign per wall. (b) Area/Size: Blade signs shall not measure more than three (3) feet wide nor more than three (3) feet high, with a maximum area of nine (9) square feet. Sign extent is measured by taking the smallest rectangle that encloses the entire sign face. (c) Position: Blade signs shall project from and be perpendicular to a building's façade above a walkway or public right of way, and any such sign shall not extend above the parapet wall of the storefront building. Blade signs shall provide a minimum clearance of eight (8) feet between the baseline of any sign and finished grade. Blade signs shall project a maximum of forty two (42) inches from the storefront. Blade signs shall not obstruct windows or access ways. (d) Illumination: Internal illumination of blade signs is expressly prohibited. External sign lighting shall be designed to prevent light spillage and glare onto any adjacent residentially zoned property or public right of way.
