The changes made are based on the discussion of the Committee and the Staff. Also included is a draft Memorial Cost Sheet. The pricing included on this sheet should be considered a starting point for discussion and may be amended as the Committee sees fit. 5 Memorials Wilmette Park District Policy Purpose To allow individuals and groups the ability to arrange for a memorial to be placed on designated Park District property, and to ensure that the proposed locations and memorials are consistent with adopted park plans, construction standards, landscaping plans and placement guidelines. Authority Wilmette Park District Types of Memorials Trees: Existing trees that have been established for at least two (2) years are eligible for memorials. Donors also may request that a new tree be planted as a memorial. The planting site, size and requested species will be chosen from a board-approved, site specific landscape design provided by the District. Tree memorials are established for renewable 1520-year terms. Formatted: Indent: Left: 2" Benches: Park Amenities: Memorial Bricks: All Other Plaques: Location Benches are available for memorials in certain park areas. Bench memorials are established for a renewable 20 year term. Existing Park amenities or the installation of new features such as drinking fountains, permanent picnic tables or other amenities may be considered for memorials. These memorials are established for year renewable terms. Some park amenities involve the installation of bricnk paths or brick features. As opportunities become available, individual memorial bricks may be offered for purchase. These memorials are established for the usable lifespan of the amenity. Plaques are available for memorials in certain facilities. Plaque memorials can be established in 5-year increments up to a maximum of a 20-year term. 6 As the steward of the parks under the care of the Wilmette Park District, the Parks and Planning department will control and manage the placement, spacing and number of all memorials on Park District property. Opportunities are available on for memorials for on existing amenities. However, opportunities to provide memorials on new amenities are allowed to the extent that they conform to the following basic requirements: 1. They do not materially detract from the significance or quiet value of an existing memorial or the park itself; and 2. They do not conflict with a primary public purpose or facility; and 3. They comply with the Park District landscape plan or any adopted master plans; and 4. They do not pose a potential public safety or security risk. It is recognized that a particular park may reach a saturation point with memorials. Therefore, the The Park District reserves the right to limit acceptance of memorial installations for any particular park or location for any reason. When a donor makes a request for any memorial, primary consideration will be paid to the primary uses of the public open space. While appropriate memorials may enrich a park experience for park users, public open space is also a very precious commodity, and memorials will be carefully reviewed to balance these two public benefits. to protect the greater good. For maintenance purposes, memorials can be accepted only for developed park settings. Recognition of MemorialsMemorial Standards For dedicated facilities, major park amenities, and monuments see the Naming Rights Policy., the appropriate recognition of donors and/or the memorialized person will be coordinated with the Park District and will be consistent with the development of the facilities and amenities themselves, with the Park District s naming rights policy and with existing legal standards. For all other memorials, plaques are ordered and installed by the Parks and Planning Department. Plaque size is determined by the amenity to which it is attached. The plaques are set in concreteinstalled or affixed to an object and the size, shape and material will be may be a metal plate or similar durable material as determined by the Parks and Planning DepartmentDistrict. Upon compliance with the four (4) location requirements set forth above, the Park District shall approve memorial plaques which conform to the following: 1. First line of introductory text shall be limited to one of the approved phrases on the attached list (see Exhibit A) or left blank. 2. Second line is limited to the name of the person or persons, including a title or affiliation, or an animal or animals. 3. Third line of text can be dates or a personal message. All personal messages must be appropriate for a public setting and must be approved by the District. is limited to calendar dates such as birth and death dates or other calendar dates of significance, or left blank.

Symbols, images, commercial messages, obscenity, and libelous statements will not be accepted. Identification of the donor is allowed if space on the plaque is available. No plaques for the purpose of advertising will be allowed Memorial Inventory All approved memorial applications will be registered with the Park District and will include a description digital photo of the memorial, date of installation, name and, address, and address of donor, location, plaque copy information, and life expectancy of the memorial. Cost Costs of established memorial programs are reviewed annually. Please refer to the current Memorial Cost Sheet. Cost is based on original purchase price, installation cost, cost of plaque and plaque installation and a contingency for repair or replacement. Renewal and Discontinuance The Park District will make reasonable efforts to contact the donor, using the contact information provided, or their heirs in advance of the expiration of a memorial so that donors may request a renewal at their expense. Renewals will may be granted if the memorial remains in compliance with the four (4) location requirements set forth above as determined by the District. In the event of replacement or upgrading, the original memorial plaque may be reused or replaced at the donor s direction and cost. In the event a memorial is to be discontinued, the plaque will be offered to the donor or their heirs at no charge. If the donor cannot be contacted, the plaque will be removed. Existing Memorials Memorials established prior to the adoption of this policy shall be maintained by the Park District for a fifteen (1520) year period from the date of its plantinginstalled. In the event that a memorial must be moved or removed for other District projects, the District will work with the person who established the memorial on an agreed upon solution and all costs will be paid by the District. Maintenance

8 The Park District staff will provide care of memorials consistent with the District s maintenance practices. Damaged or vandalized memorials will be repaired or replaced by the Park District at no additional cost to the donor through the terms of the memorial. However, future circumstances may arise requiring the relocation of the memorial. The cost of memorial relocation will be the responsibility of the Park District. Donor-requested relocation will be reviewed by the Park District to determine appropriateness of the proposed location, with all expenses borne by the donor. In all cases, the Park District will have the final decision on memorial location.
