1 Office of Capital Planning and Development; 130 Oak Creek Building; Corvallis, Oregon CPC STAFF REPORT: SAMARITAN SPORTS MEDICINE INSTITUTE AT OSU CAMPUS PLANNING COMMITTEE STAFF REPORT SAMARITAN SPORTS MEDICINE INSTITUTE AT OSU 10/21/2013 APPLICANT S REQUEST SITE APPROVAL SCHEMATIC DESIGN APPROVAL PROJECT OVERVIEW The Samaritan Sports Medicine Institute (SSMI) project proposes the development of an approximately 18,000-square-foot clinical sports medicine facility on a portion of the existing Reser Stadium Parking Lot on the east side of 30 th Street just north of Oak Creek. The facility will provide sports medicine services to OSU student athletes primarily, but it also will serve OSU personnel and the broader community. In addition to providing sports medicine services, the operating agreement with the service provider is anticipated to identify educational opportunities for OSU students, particularly for those in OSU s College of Public Health and Human Services. Opportunities for collaboration between OSU faculty and sports medicine clinicians are also likely. In general, the SSMI project complies with CMP guidelines. The design of the two-story facility incorporates classical symmetry and a well-defined base, middle, and top, characteristic of OSU s dominant architectural themes. The building is clad in red brick with a dominant concrete base and tan, precast concrete details. It has two, well-defined entrances, of which one faces the street frontage, and its windows are vertically oriented, divided, and placed to create a clearly defined vertical bay expression. University Land Use Planning staff has only minor concerns that are primarily associated with project elements that have not yet been fully developed for staff to determine compliance. These concerns are reflected in the recommended conditions of approval. The recommended project conditions and the details of the project and its alignment with CMP policies are below. STAFF RECOMMENDATIONS AND CONDITIONS The Samaritan Sports Medicine Institute is generally consistent with the Campus Master Plan (CMP), and SCHEMATIC DESIGN APPROVAL is recommended subject to the following conditions: 1. Development shall comply with the plans and narrative as submitted except where minor modifications are required to comply with Corvallis Land Development Code. 2. Prior to occupancy of the new SSMI facility, the applicant shall provide level of service mitigation and improvements at the intersection at 30th Street and Western Blvd. 3. Prior to occupancy of the new SSMI facility, the building and all pedestrian walkways, frontage sidewalks, and accessible parking associated with the facility shall comply with OSU Accessibility Best Practices and ADA standards. 4. The project shall include a minimum of 20 bicycle parking spaces and at least ten shall be covered. 5. All project signage shall comply with the OSU zone standards and Corvallis LDC signage requirements. 6. All utility and stormwater installations shall be reviewed and approved by the University Civil Engineer. 1 of 5

There are not any known natural features on the site (i.e., wetlands, protect significant vegetation, FEMA floodplain). CAMPUS MASTER PLAN CONSISTENCY REVIEW AND STAFF FINDINGS Review Approach: Capital Planning and Development has identified applicable policies and guidelines for conducting schematic design review. Unlike prior staff reports, elements of the project that were found to be consistent with the applicable policies and guidelines are not discussed below. This results in a considerably shorter and more concise staff report. If staff was unable to ensure compliance, then the issue was addressed below in association with conditions of approval. Design Guidelines (Chapter 5.0) 5.2.b.1 Site Development: Each project shall provide site improvements. These include street improvements along the site s frontage, lighting, curbs, gutters, curb cuts, sidewalks, landscaping, fencing, signage, and utilities. The project shall also provide off-site improvements as required by the CMP, city regulations, or other approving authority. Off-site improvements shall be developed to reflect known or anticipated future street widths, bicycle lanes, sidewalks, or other planning efforts that have identified future requirements. Handicap access shall be provided so multiple points of ingress and egress are available, in conformance with the Americans with Disabilities Act (ADA). FINDING: The SSMI project proposes retaining the existing sidewalk and planting strip along the building s 30 th Street frontage. The existing six-foot-wide planting strip does not conform to the current Corvallis LDC standard planter strip width of 12 feet. OSU has recently submitted an application to amend the LDC street standards within the OSU zone, which includes a reduction in planting strip widths from 12 feet to six feet on this segment of 30 th Street. The amended street standards, however, have not yet been adopted. Depending on which street standards are in place at the time of construction, development of the SSMI project may require the planting strip along its 30 th Street frontage to be widened and the sidewalk relocated. The applicant shall construct the sidewalk along the projects 30 th Street frontage in compliance with the standards found in the City s Land Development Code, (Condition 1). 5.2.b.3 Streets: Campus development may require an upgrade to adjacent streets and/or intersections. Such improvements shall be consistent with the CMP and may include construction of paved travel lanes, on-street bicycle lanes, sidewalks, planting strips, curbs, gutters, and drainage improvements. If an intersection needs to be upgraded to increase capacity or mitigate unacceptable levels of service, the functional requirements of the street and the potential upgrade shall be incorporated into the project. When pedestrian crosswalks are needed, they 2 of 5

Generally, crosswalks shall be at intersections. When mid-block crossings are used, traffic-calming techniques should be employed to alert drivers of the crosswalk. Traffic-calming techniques include speed tables, speed bumps, warning lights, and signage. FINDING: The curb-to-curb width, vehicle lane widths, and bicycle lane widths of 30 th Street between Western Blvd. and Washington Way meet the current standards for city collector streets and will not require improvements. The intersection of 30 th Street and Western Blvd, however, was identified as a failing intersection in the Base Transportation Model. This intersection was performing at a level of service of F during the p.m. peak and at the D level during the a.m. peak. Increase in demand at this intersection generated by the SSMI project will require mitigation to address the functional performance of this intersection, (Condition 2). Mitigation for any increase in demand may require an additional south bound turn lane on 30th Street at Western Boulevard and/or the construction of a new signal. 5.2.d Parking: Parking lot entrances shall be designed to provide adequate sight distances. Stacking area and other design considerations should be incorporated to ensure that the entrance functions properly. Other improvements required for access to and through the site may be required to ensure safe and adequate site access. Projects shall be responsible for providing the required amount of parking as calculated by the Corvallis Land Development Code. The required parking spaces may be constructed (pavement, landscaping, curb, gutter, drainage, etc.) on campus or the project can pay an equivalent dollar value for the required number of spaces. Individual projects that displace parking through development shall replace any displaced parking. In Sector C, this shall be provided as near as possible to the location of the displaced parking. Displaced parking shall be replaced at a one-to-one ratio, to the maximum extent practicable. This may entail providing underground parking and/or parking within a portion of the building. Parking improvements may be in the form of parking structures or in lots. Parking lots should be paved with asphalt or concrete and should be landscaped. New parking lots shall adhere to code standards with pavement, landscaping, and other improvements. When a building is present, the parking lot shall be located on the side of or behind the building. On corner lots, a parking lot on the side of the building could be located at a street intersection. In these instances, the site design shall consider visual impacts to the intersection, to street circulation (e.g., parking lot entrance distance from intersections, stacking requirements), and to pedestrian circulation. For redeveloped sites, relocation of parking lots away from the front of the building is encouraged. Sidewalks adjacent to parking lots should be designed so that the overhang of the car bumper does not reduce the sidewalk to a width that hinders adequate circulation. Sites, buildings, and parking lots shall be designed to provide universal access in accordance with the Americans with Disabilities Act (ADA) regulations. An adequate number of parking spaces shall meet ADA requirements and be incorporated into campus parking lots. Bicycle parking should be provided near all buildings, with 50 percent of such parking covered. The amount of bicycle parking for new development shall be based on Land Development Code requirements for the use. Whether covered or uncovered, bicycle parking areas shall be designed as an amenity to the building. They shall not block building entrances or impede pedestrian circulation. Service areas, loading, and unloading zones within parking lots shall be adequately screened from adjacent uses and buildings and shall be located so the circulation in the parking area is not impeded during scheduled deliveries. FINDING: Parking for patients and visitors will be provided within the existing Reser Stadium parking lot adjacent to the new facility, and the existing parking lot entrances will continue to provide access to the parking area. It is expected that Samaritan Health will contract with Transportation and Parking Services to reserve 40 to 60 spaces for visitors and patients. Doctors and staff serving the facility will be required to purchase OSU parking permits. Four accessible parking spaces are shown on the project site plan with connections to the facility s entrances. The applicant s narrative indicates that the design team intends to meet ADA code requirements and OSU Accessibility Best Practices, (Condition 3). 3 of 5

To ensure adequate replacement, the ground lease agreement between OSU and Samaritan Health Services will require permanent replacement parking, funded by the Samaritan Health Services, to be complete prior to occupancy of the Sports Medicine Institute. The quantity and location of bike parking for the facility have not been identified on the site plan or within the design narrative. For an 18,000 square foot building with a Medical Services use, Corvallis LDC requires a minimum of nine bicycle parking spaces. Because bicycle parking on OSU s campus has historically been highly utilized, Capital Planning and Development staff believes that the minimum LDC bike parking requirement for a medical services facility is inadequate to serve the needs of the OSU campus. To meet the higher demand for bike parking typical of campus facilities, the project shall include a minimum of 20 bicycle parking spaces, of which at least ten shall be covered, (Condition 4). 5.2.e Pedestrian Access and Circulation: Development should be pedestrian-oriented rather than vehicle-oriented. Buildings should have multiple points of access with provisions made for pedestrian and bicycle traffic (i.e., sidewalks, on-street bicycle lanes, multi-use paths, etc.). Pedestrian safety should be considered in the design of all buildings, traffic, and parking areas. Pedestrian connections and sidewalks should be unobstructed to provide convenient linkages to specific destinations and across campus. The parking of service and vendor vehicles should be prohibited on sidewalks or in bike lanes. Alternatives will need to be explored for the campus core area where delivery and service vehicles have historically used the sidewalk and/or bike lanes for parking. FINDING: Primary pedestrian access will be provided from the 30 th Street sidewalk. Pedestrian walkways will surround the building, providing access to both building entrances from 30 th Street and from adjacent parking facilities. Accessibility barriers have been identified along the development frontage sidewalk on 30 th Street and adjacent to the development site. To comply with OSU accessibility standards, existing barriers along the development frontage shall be removed, (Condition 3). Improvements are also proposed to an existing pedestrian path that connects the 30 th Street sidewalk to the Valley Football Center. At the schematic design phase, the project plans have not yet been developed to the resolution necessary to determine if the proposed improvements to this pedestrian walk will facilitate an accessible pedestrian route between the new facility and the Valley Football Center. When complete, this walkway shall comply with OSU Accessibility Best Practices and ADA standards, (Condition 3). 5.2.g Utilities and Site Furnishings: All signage, site furnishings (i.e., lights, benches, bicycle racks, etc.) shall comply with OSU standards and be consistent with CMP and other established regulations. Lighting shall be installed to provide safe conditions for access and circulation. Light illuminating from the fixtures shall be cast downward. When the historic type fixtures are used, internal louvers or other appliances to direct the light cone downward shall be used. OSU will also explore replacing existing fixtures with more energy efficient fixtures. Storm drainage shall be within a piped system or open-area system such as a bio-swale. As needed, on-site detention to maintain historical peak flows may be incorporated into the project design. A separate storm drainage system shall be provided to convey stormwater flows. All other city public utilities shall be developed in accordance with existing utility master plans and be reviewed through the Public Improvement by Private Contract (PIPC) process. All other utilities shall be developed consistent with established standards. The CMP s goal is to ensure that utilities are sized and placed in a manner that will serve the campus today and tomorrow. Any upgrades to utilities required as a result of development should be included in the cost of the project. FINDING: The applicant has indicated in their narrative that site furnishings will be provided in accordance with CMP guidelines. Information regarding the proposed signage for the facility has not yet been developed or provided to Capital Planning and Development staff. All signage on the site shall comply with the OSU zone standards and applicable Corvallis LDC signage requirements, (Condition 5). 4 of 5

The location of the project will require a minor relocation of an existing water line but will not impact the existing OSU telecom lines that run through the parking lot. A new electrical transformer will be located at grade and screened by landscaping. Because the proposed connections and relocations have the potential to impact OSU s existing utility and stormwater infrastructure, all utility and stormwater installations and alterations shall be reviewed and approved by the University Civil Engineer, (Condition 6). 5.2.h.13 Accessibility: All new buildings shall be completely and conveniently accessible to disabled individuals. This includes the main entrances, offices, classrooms, laboratories, restrooms, and general circulation areas. Remodels and renovations shall incorporate accessibility improvements, to the maximum extent practicable. Access to and within the building shall comply with the Americans with Disabilities Act (ADA) standards and regulations. The building shall comply with ADA regulations and allow for universal access. Doors that must meet ADA requirements shall be automated. FINDING: The design narrative indicates that all elements of the project will meet the OSU Accessibility Best Practices. All of the building entrances are fully ADA compliant with one set of automated building entry doors at each of the west and east building entries. An elevator provides access to the second floor, and all workstations and treatment areas will meet accessibility standards. Accessibility is provided throughout the interior per ANSI 117. Pedestrian access to the building is provided from the sidewalk on 30 th Street and from a striped pedestrian walkway that leads through the Reser Stadium parking lot from Valley Football Center. Neither of these existing approaches to the site meets OSU Accessibility Best Practices standards. Along the project s street frontage, the existing sidewalk has been identified as an accessibility barrier because it exceeds the maximum recommended cross slope. Project plans indicate that the existing sidewalk along the project s 30 th Street frontage will remain in place. The project site plan indicates that there will be some improvements made to the pedestrian walkway through the Reser Stadium parking lot, but it is unclear if the improvements will address the existing accessibility barriers. The frontage sidewalk and pedestrian walkway from the Valley Football Center shall meet OSU Accessibility Best Practices standard or be upgraded to meet those standards, (Condition 2). 5 of 5
