Murray, City Manager AGENDA TITLE: Kennedy High School Site Improvement Project Update RECOMMENDED ACTION: It is recommended that the City Council receive and file the report. SUMMARY: The Anaheim Union High School District is making significant improvements to the Kennedy High School facility, including reconstruction of the student parking lot for improved pedestrian and vehicular flow, campus perimeter and interior security fencing, landscaping, a new marquee and new entry canopies. There was some concern expressed at the August 7, 2018, City Council meeting that these changes had not been communicated to the City. To be clear, staff had been working with the District on the parking lot changes as to any traffic impacts and on the marquee sign, as it needed a variance. A copy of the District s August 13 letter to the City regarding the project is attached. FISCAL IMPACT: There is no fiscal impact associated with the receiving and filing the report. 2 Memorandum Date: August 13, 2018 To: From: Subject: City of La Palma Ms. Laurie Murray, City Manager City Council Members Patricia Neely Measure H Kennedy High School Site Improvement Project Dear City Council and City Staff, This document shall serve as an introduction of the subject project in anticipation of the District s presentation at the La Palma City Council Meeting on August 21, On June 14, 2018, the Board of Trustees of the Anaheim Union High School District awarded a $6.1M contract for the Kennedy High School Site Improvement project to Balfour Beatty Construction. This Measure H project consists of the reconstruction of the student parking lot for improved pedestrian and vehicular flow, campus perimeter and interior security fencing, landscaping, a new marquee and new entry canopies. The contract has a start date of June 19, 2018, with an actual construction start date of July 10, The contractor has taken advantage of the school s summer break to mobilize and to set up the material/ equipment lay down areas and start demolition of the student parking lot. Following are highlights of the scope of work and the project s construction schedule. Scope of Work Complete overhaul of the student parking lot. The work includes replacement of asphalt, reconfiguration of the parking lot to improve vehicular and pedestrian flow; Electrical conduit for upcoming solar carport structures throughout the student parking lot (The solar project which has not been procured as of yet is not part of this contract); Off-site work to widen driveway approaches for the student parking lot; New entrance monument and digital marquee sign in front of the Performing Arts Building facing Walker Street (This digital marquee will not be placed behind fencing); New main entry canopy for the campus between Performing Arts Building and the Attendance Building; New entry canopy at the original horseshoe area off of Walker Street; Improvements to the front entry of the campus from the student parking lot including hardscape, landscape, site furniture;
3 Improvements to the horseshoe area entry at Walker Street including hardscape and landscape; Security fencing and gates throughout the campus; Exterior lighting; Replacement of site utilities within the student parking lot. Please refer to the following site plan and renderings for further scope information. 6 Aerial View Horseshoe Entry Project Features and Rationale Student Parking Lot: This component of the scope of work was identified on the Facilities Master Plan, which was approved by the Board of Trustees in The project will reconstruct the entire asphalt section while the parking lot s reconfiguration will improve vehicular circulation and student drop off and pick up areas. o The District worked with City staff to obtain approvals for the widening of drive approaches into the parking lot. These drive approaches occur at two locations along the Walker Street entrances and in two locations along Crescent Avenue. Approval from City of La Palma has been obtained. o In accordance with state-imposed regulations to reduce the volume of stormwater runoff and associated pollutants from entering nearby surface waters or drains, the District worked with City staff to obtain approval of the Water Quality Management Plan (WQMP) and the Storm Water Pollution Prevention Plan (SWPPP). Approval from City of La Palma has been obtained. The Covenant for the WQMP and Urban Runoff Stormwater BMP between the City and AUHSD is pending approval from the Board of Trustees in September o Off Site Work: There are sections of concrete sidewalks that are not ADA compliant. The District has identified the sections that will require replacement. Approval from City of La Palma has been obtained. Security Fencing: Also identified in the Facilities Master Plan, Kennedy High School will receive new perimeter security fencing as all other schools in the District. In 2014, student safety has been expressed as a major community concern through a recommendation delivered by the members of the Blueprint for the Future
7 Committee, which was comprised of students, parents, staff, and community members, who assisted the District in developing priorities under the newly developed Facilities Master Plan. Over the past years, the District s Board of Trustees received many presentations on the implementation of security fencing throughout the District, types of fencing material, standards and schedule. The County of Orange Grand Jury Report of , found that school safety is a priority in all Orange County school districts. One of the primary purposes of the report is to assess how well Orange County public schools are controlling access to campuses during school hours. On June 7, 2018, the AUHSD Board of Trustees received an update on the District s plans for rolling out fencing at District sites. o o o o Operational Goal during School Hours: Closed campus during school hours with one point of entry through the Attendance Office to maintain controlled access. Operational Goal after School Hours: The athletic fields will be open for community use. Access to the center of the campus will be limited by the placement of fencing and gates between buildings. Weekend Use by Approved User Groups: User groups will require prior approval as standard practice thus far. District Standards: 8 feet high ornament steel fencing (wrought iron) at school frontage. 8 feet high chain link fencing at athletic fields.
8 Proposed Fencing Layout Landscaping: This project will introduce the use of drought tolerant planting with water-wise irrigation systems to beautify the campus along the perimeter fencing while creating a soft landscape buffer. Entry Canopies: These structures will define main points of pedestrian entry into the campus. They will be located along Walker Street and within the new main parking lot between the Performing Arts Center and the Attendance Building. Iconic images of President John F. Kennedy will be featured on both entry structures. Monument and Digital Marquee: This feature will be placed in front of the Performing Arts Center along Walker Street and by the main entrance into the parking lot. The digital marquee will not be placed behind fencing. It will be surrounded by new landscaping and it will serve as an anchor for the campus. The hours of operation will be limited and discussed with the City. The District s intention is to turn off the marquee at a certain time of the night.

District presentation to the City of La Palma is scheduled for August 21, Construction Schedule Construction start date is July 10, Overall project duration is 233 consecutive calendar days. The anticipated substantial completion date is February 27, Project Phasing: PHASE 1 Student Parking Lot: 07/10/18 thru 10/07/18 PHASE 2 Site Improvements - Parking Lot Main Entrance: 07/10/18 thru 12/30/18 PHASE 2a Site Improvements Fences and Gates: 08/08/18 thru 11/16/18 PHASE 3 Site Improvements Walker Street Entrance: 10/08/18 thru 02/27/19 CONTRACTOR LAY DOWN AREA: 07/10/18 thru 02/27/19
