1 Contact: Cameron Thorne, Mayor Pro Tem JOB DESCRIPTION PUBLIC WORKS SUPERVISOR The Town of, Colorado is seeking a qualified and self-motivated individual as a fulltime Public Works Supervisor in a rewarding and spectacular mountain town environment. About The Town of is a summer-resort community located north of Pikes Peak, eleven miles west of Colorado Springs, just off U.S. Highway 24. At an altitude of 7,800 feet, the town is nestled in a picturesque mountain canyon surrounded on three sides by Pike National Forest. The El Paso / Teller County line goes north-south through the town, with sixty-two percent (62%) of the town in El Paso County, and thirty-eight percent (38%) in Teller County. Natural assets include three creeks, multiple waterfalls, a lake, rugged cliffs, forests, wildflowers, and abundant wildlife, including bears, deer, and mountain lions. is a quiet and peaceful mountain town with a yearround population of about 700. In the summer, the number of residents doubles as people from other states arrive to use their family or rental cabins. The Public Works Department provides daily maintenance of parks and nine miles of mountain roads (10 lane-miles of dirt roads and four lane-miles of paved) and seasonal operation of the municipal pool. Public Works also takes part in planning for future capital improvements. utilities are provided by the City of Colorado Springs (water, electric), Black Hills Energy (natural gas), CenturyLink (telephone), and Comcast (cable). There is no sewer system. Primary Responsibilities The Public Works Supervisor oversees GMF s small Public Works department, responsible for all aspects of the Town s maintenance and physical operations, including managing staff in performing department functions, as well as working alongside staff as a team. Essential Department Functions Performs a variety of road and bridge maintenance and construction duties. Maintains all roads, right of ways, and other public properties. Maintenance includes grading and repairing roads and maintaining drainage systems and bridges per applicable standards and operating procedures, policies, and requirements

2 Maintains, updates, and replaces traffic control signs, road markings & striping, barricades, and other advisor signage as required Performs maintenance and repairs for park facilities and the town lake area; performs required mowing, watering, trash removal, landscaping, painting of various structures and signs, and other repairs and improvements as needed. Trims and removes trees per applicable Forestry Program standards Performs manual labor using various hand tools or equipment, including shovels, picks, jackhammers, power saws Performs park maintenance using hand mowers, weed-eaters, power deck machines, etc Operates various types of heavy road construction equipment, including backhoe, motor grader, water truck, dump truck, pickup truck, vibrating roller compactor Performs snow removal operations and operates plow trucks, sand-spreaders, etc Performs routine preventative maintenance and minor repair on vehicles, equipment, and tools Performs swimming-pool checks which may include: testing and application of chemicals, water level monitoring, boiler and mechanical room checks Collects trash from municipal buildings and parks Maintains public and facilities restrooms Responds to on-call, after-hours emergencies such as snow removal, flood repair, or other natural disaster or safety needs for the motoring public as required Staff Management Manages a combination staff of both permanent and seasonal employees with specific focus areas, including Parks Maintenance, Pool Maintenance, Road Maintenance, Facilities Maintenance, and General Maintenance Prepares standard operating procedures for the department, prepares work schedules, and strives to improve efficiency and operational effectiveness Supervises direct reports, including the direction of daily activities, providing training opportunities, issuing instructions, and monitoring staff

3 Assists staff with duties when necessary and adjusts for errors and complaints Organizational Structure, and External Responsibilities Reports to the Board of Trustees as a whole Expected to execute good judgement as a department head, operating within the policies of the Town as prescribed by the Board of Trustees Prepares regular reports on department operations Responsible for department budget creation, monitoring, and compliance Serves as a subject matter expert for the public works domain Expected to collaborate with other department heads to work as a team on behalf of the Town Planning, Development, and Other Projects May serve on local and regional committees Attends professional development meetings, trainings, seminars, and workshops Physical Demands The following representative physical demands must be met to perform the essential functions of this job. 4 The Ideal Candidate Must possess or be able to obtain a valid state driver s license Must be a US citizen and/or have authorization to work in the United States Minimum high school diploma or GED equivalent required Minimum three years of road maintenance with heavy equipment operation experience Self-motivated and able to work independently as well as plan and direct the work of others Knowledge of construction and snow-removal equipment, including backhoe, motor grader, dump truck, and snow plow. Experience operating applicable equipment and machinery in a mountain settings with steep grades Knowledge of road and bridge construction and maintenance techniques and compaction, shouldering, and ditching. Knowledge of occupational safety, health, and environmental standards Ability to read and write the English language and understand and follow verbal and written instructions, including Standard Operating Procedures and Policies Ability to establish and maintain effective working relationships with co-workers, superiors, direct reports, and the public Unquestioned integrity and ethics. Demonstrates the highest standards of professional conduct Genuine interest in the community, community pride and character, approachable, and responsive towards residents, businesses, and stakeholders Job Profile Position is full-time, exempt status Subject to emergency call off-hours; consideration will be given to candidate s ability to respond on-call Salary range is negotiable up to $40,500 depending on qualifications and experience

5 The town offers a competitive fringe-benefits plan that includes medical, dental, and life insurance, retirement plan, and paid leave Issues Facing This Position Town Roads roads are mostly unpaved, and, due to their steep nature, need to remain so to allow residential access in the winter. The road surface can become dusty in the summer and requires seasonal rebuilding from winter snow-plowing. Currently, the town applies a magnesium-chloride based agent to bind the surface, but the application must be done several times a year and can be costly. Additionally, several of the town s roadways face drainage problems in need of engineered solutions. Gazebo Park The emblem of the town is the historic Gazebo on an island in the Lake. The lake has a number of critical repair needs, including rebuilding Gazebo Island and a complete dredging and reinforcement of the lake walls. Additionally, run-off into the Lake is a problem, and the roads that drain into the lake will need stilling basins to slow the build-up of gravel in the Lake itself. The park around the lake has proven to be a very popular goose habitat in recent years, and overgrazing from overpopulation may become a problem in the future. Inter-Agency Relations The Public Works Supervisor partners closely with multiple regional agencies to bring the resources of the wider region to solve problems in town. The Supervisor is expected to cultivate the established collaborative relationships with El Paso County, Teller County, /Chipita Park Fire District, Pikes Peak Regional Building Department, Colorado Springs Utilities, Pikes Peak Rural Transportation Authority, as well as our network of vendors and suppliers.
