1 Welcome Welcome to this public consultation which outlines our proposals for the redevelopment of the Old Southwark Fire Station located on Southwark Bridge Road. The purpose of this consultation is to provide the local community with the opportunity to view our initial proposals to deliver a new secondary school and homes and speak to members of our development team. A feedback form is available to complete once you have reviewed the panels on display. Please do take the time to give your comments before you leave. All feedback is greatly appreciated and will help inform the development of our design proposals. Following this public consultation we will be organising a series of workshops with local residents and stakeholders so that the local community has the opportunity to comment on the proposals as they continue to develop. We will be holding a second public consultation event in early 2016 to show our latest plans ahead of submitting a planning application to Southwark Council. 2 History For the past 200 years the site of the former Southwark Fire Station has been home to a workhouse for the poor, the former London Fire Brigade headquarters and, more recently, operated as a training centre for the capital s firefighters. The site contains two Grade II listed buildings: Winchester House (which ranges between 1777 and 1820) and the former Southwark Fire Station (1878 and 1911). Winchester House was originally built as an 18th Century workhouse, which was later converted into a hat factory and private residences. Together these buildings were purchased by the Metropolitan Board of Works in 1866 and became the first London Fire Brigade Headquarters. From 1878 the site was extensively redeveloped to serve its new role. The red-bricked fire station on Southwark Bridge Road was the first new building on the site. Its design was so influential that it became the model for many of the stations built across London in the 1880s. Over the years the site expanded to include Robert Pearsall s grand Gothic wing built in 1883 (subsequently demolished in 1969) and an extension to Southwark Bridge Road in 1911 which still stands today. The site remained the headquarters for the London Fire Brigade until the 1930s when a new building was opened on Albert Embankment. The development team is working hard to review how the listed buildings can be restored and integrated within our proposals for the redevelopment of the site that both enhances the historic setting and contributes to the character of the area. 3 The Site/Opportunities The Old Southwark Fire Station is located on Southwark Bridge Road on the junction with Sawyer Street and is bordered by Copperfield Street and Pepper Street. Following the closure of the Old Southwark Fire Station in January 2014, a large number of developers came forward with offers to redevelop the site. Hadston is delighted to have the opportunity to regenerate this important site in the heart of Southwark. View of heritage buildings fronting Sawyer Street The redevelopment of the site gives us the opportunity to: Create a much needed new secondary school and sixth form to meet the increasing demand for secondary places in the area. Provide high quality new homes. Deliver new community and leisure space. Retain the historic listed buildings on the site. Bring the site back into active use. The site has been recognised for development by Southwark Council and the Mayor of London and developers have been encouraged to deliver a new school at this location. Hadston is committed to providing a new secondary school and will ensure that the development is undertaken sensitively and professionally and makes a positive contribution. 4 The Team Hadston has appointed a team of architects and consultants to ensure an enduring legacy for this local landmark and its iconic architecture through high quality design and community facilities. Hadston Hadston is a contemporary development company which places emphasis on less traditional forms of property development and instead approaches projects with a community focus. Its key areas of expertise are in developing sustainable infrastructure projects such as schools, homes, research facilities, data centres and digital networks. Hadston is delighted to have been selected as the new custodians of this site and we look forward to working with all local stakeholders as the plans progress. Our strength lies in understanding our clients commercial objectives as well as the design process and the planning system; we know what is required to succeed in taking development concepts from initial advice, through the planning process, to a successful outcome. PTAL Peter Taylor Associates Ltd (PTAL) is an award winning architecture practice based in London who has completed a wide portfolio of projects across the country. As the appointed architects to deliver the new school on the site members of PTAL s team have a strong background in designing and delivering educational projects in the London Borough of Southwark and the City of London. PTAL City of London Academy Collado Collins Since 2004 ColladoCollins has been delivering mixed-use schemes to create vibrant urban environments. The practice operates across several sectors from heritage to retail, and has delivered a wide range of housing schemes across the country. ColladoCollins has been appointed to bring its experience of delivering inner-city developments to masterplan the site and design the new residential buildings for the site. 5 Our Proposals: New School A new secondary school is at the heart of our plans for the site and the project team is working to a tight timeframe to enable this much needed school to be ready to welcome new students in September The school will comprise a 900 student secondary school and 250 student sixth form, including: A modern school design that sensitively integrates with the existing architecture of the Fire Station and Winchester House. A new multi-use games area. Outstanding facilities for pupils and staff. Co-educational facilities for the secondary school and sixth form. The secondary school will be nonselective and will work with local people on the admissions policy. Fully compliant with all mainstream educational guidelines. Hadston has been in discussion with a number of educational organisations to deliver the school. Following a detailed consultation with local schools, parents and stakeholders educational experts Haberdashers Aske s Federation has been identified as the school provider. Hadston is committed to providing a high quality school on this important site and will be working closely with the school provider and the Council to ensure that the new school and sixth form help to meet local demand. 6 Our Proposals: New Homes Our proposals include the creation of high quality new homes that will enable the delivery of the new school. The development of new homes will bring the site back into active use alongside the school that will positively contribute to the local area, while enhancing the historic parts of the Old Southwark Fire Station site. Hadston wants the development to become an integral part of the local community and for the proposals to have a positive impact. Converted fire station cottages for family homes. High quality architectural design to integrate and enhance the character of the surrounding area. Sensitively designed public landscaping. 7 Key Issues Transport and Parking The site is located in a prominent location on Southwark Bridge Road and is well served by public transport including local bus routes, Southwark tube station, Borough tube station and London Bridge train station all within a few minutes walk. Other than disabled parking spaces, no parking will be available on site for new residents or teachers and pupils. Residents and staff will be encouraged to use public transport wherever possible. Dedicated cycle parking for the new homes and the school will be provided in line with Southwark Council s and the GLA s requirements. A full transport management plan for the site will be submitted as part of the planning application. Energy and Sustainability Sustainability is at the heart of Hadston s aspirations for the design of the proposals. All new homes and the school buildings will be designed to achieve the highest levels of sustainability and energy efficiency and make a positive contribution to the local area. The development team is working hard to protect local neighbours amenity and ensure that any noise and disturbance from the development is kept to a minimum as much as possible. Construction Management A detailed construction management plan will be agreed between Southwark Council and the contractors before works start on site.
