1 CITY OF BEACON NOTICE TO LANDSCAPE ARCHITECTS GENERAL INFORMATION AND REQUEST FOR PROPOSALS The City of Beacon (the CITY) is issuing this Request for Proposals (RFP) for the selection of a landscape architect to advise and develop a master-plan to design a trail that will become an important segment of the Dutchess County Greenway Trail system to provide public access along the Hudson River and fill a gap to the City s existing Greenway Trail System. Respondents must have experience with designing public spaces, knowledge of hiking trails, related code and conventions, topography, drainage, soils, and preferably knowledge of GIS and design presentation. However, the CITY reserves the right to interview all the candidates if it so chooses. An original and two copies of the proposal are required. 2 SCOPE OF WORK The City of Beacon is looking for a landscape architect to advise and develop a segment of the trail along the Hudson River (Hudson Trail) that will become part of the Dutchess County Greenway Trail system. The trail will provide public access along the Hudson River by utilizing the one-mile long Metro North Railroad (MNRR) right-of-way from the Beacon train station to the Newburgh-Beacon Bridge and further north to the Town of Fishkill line, along with 2,000 feet of connector trails from the river to Route 9D at the bridge area. The City is seeking proposals to develop a Master Plan that will outline existing conditions and provide a resource inventory, including existing public and social trails, existing trail use types and user groups, existing environmental conditions, viewpoints of scenic quality and historic resources. The Master Plan will provide trail design recommendations including a proposed trail route (key access points, intersections and connections, and trail impacted parcels and status), trail amenities (signage, structures, walkways and viewing platforms), and trail design standards. The Master Plan shall include an outline of implementation steps, phasing, priority areas, environmental conditions, resource inventory maps, and easement documents. All applicants must meet the following criteria: 1. Experience with designing public spaces, trails, and/or parks. 2. Specific knowledge of hiking trails and related code and conventions. 3. Specific knowledge regarding topology, drainage, soils. 4. Knowledge of GIS and design presentation. The landscape architect will present the master plan thus developed to the City Council and Planning Board. For a broader perspective of the overall project work product below is a draft of the Master Plan Outline. Those items to be specifically performed by the landscape architect are asterisked and in bold type. It should be noted, though, that the Outline may evolve and the addition or removal of certain items may be required.

Design Recommendations a. ** suggest design solutions based on inventory (trail route, location of potential amenities, destinations, connections, and required elements like stairs, retaining walls, boardwalks, etc.) b. ** design solutions to respond to conditions at particular trail segments, but as a master plan, design consistency is a goal (e.g. boardwalks, signage, fencing, benches, lighting, trail bed type, trail dimensions, parking). c. proposed architectural features. d. signage plan and design guidelines (possible contest) 4. To the extent practicable, information will be presented graphically, including: 1) ** large scale map with individual trail segments and segment groupings (for example, Southern, Middle and Northern - tbd) noted. 2) ** trail segment maps a. including inventory and design recommendations (explanatory text - interspersed between the segment maps or compiled at the end of the document as an appendix.) b. segment maps to show end of previous trail segment, and beginning of subsequent trail segment (for presentation purposes some segments may be grouped onto a single map - tbd). and in tabular form (database): 3) list of data elements by segment, instances to include text, photos, other media, etc. 4) ** the location of elements will be shown on the blow up trail maps but also communicated through written text and photos to illustrate scale, suggested materials, and style. Examples of way-finding signage will be shown in photos. B. Assumptions and Exclusions: a. The maps and information will be used for planning purposes and are not intended as construction-ready documents.
