1 AMERICA'S CUP WYNYARD HOBSON Building and Public Space Design Guidelines INTRODUCTION 10 April 2018 The 36 th America s Cup in Auckland requires the construction of new wharf and breakwater structures. One base is located within the ANZ Viaduct Events Centre (Base A) and temporary buildings will be constructed for the other racing syndicates (Bases B - G). Base B is on an extension to Hobson Wharf. Bases C-G are on Wynyard Point, adjoining a new but temporary area of public space extending from Silo Park northward up the edge of Hamer Street. Panuku has obtained resource consent that will enable the construction of these structures and the development of the public space. The designs of Bases B - G, have been approved subject to resource consent conditions requiring the following building elements to be designed in accordance with these guidelines and submitted to the Council for approval: a) Building materiality, colour and finish b) Building façade detailing and treatment for elements fronting wharf public space areas c) Yard and security fencing design d) Event branding Architectural drawings have been approved showing the full design of modifications to the ANZ Viaduct Events Centre for Base A, subject to conditions requiring design elements c) and d) above to be designed in accordance with these guidelines. Also, as part of the resource consent, indicative design concepts for public space areas have also been provided. The final design of these areas is subject to the design being in accordance with these guidelines and approval by the Council. The resource consent conditions provide for a departure from the approved architectural drawings for Bases B G within the parameters of the approved 15m maximum building height envelope height (above finished ground or wharf level), and the identified building footprints as shown on the architectural drawings, subject to the design being in accordance with these guidelines and approved by the Council. In this circumstance, the guidelines address the full architectural design of Bases B G. They apply to the buildings and related yard enclosures, as well as the interface with and design of adjoining public spaces on the wharf extensions. Where proposed buildings extend beyond the approved building envelope or footprint either a resource consent variation or new resource consent will be required. There may be many and varied design solutions for buildings, structures and open space areas for the Americas Cup. Innovative and imaginative design might create inspired solutions that are not predicted but which when examined might be shown to satisfy the design brief, these guidelines, and the requirements of the Unitary Plan in an exemplary way. For that reason, while explicitly identifying expectations for design quality and key site-specific considerations, these America s Cup Wynyard Hobson Building and Public Space Design Guidelines 10 April
2 guidelines are not prescriptive. DESIGN REVIEW AND ASSESSMENT PROCESS All syndicate base buildings and hardstand area designs will be presented to Panuku Development Auckland for review prior to building consent submission. Where there is a departure from the approved architectural drawings the new base designs will be presented to Panuku s Technical Advisory Group (TAG) to provide comment and recommendations regarding design changes to give effect to the guidelines below. Designs may be required to be re-submitted to TAG to ensure that appropriate design changes have been made to achieve the guidelines and receive landowner approval. Once design approval has been provided by Panuku, the syndicate base design plans for each building and related yard base and hardstand area design is required to be submitted to the Council (Team Leader Central Monitoring) for final approval prior to or at the time of Building Consent. The design plans for the public space is required to be submitted to the Council (Team Leader Central Monitoring) for final approval prior to the commencement of construction GENERAL DESIGN INTENTIONS The temporary buildings, their related yards are for marine industrial and marine event functions. They must be both fit-for-purpose and fit well in this context. This means being functional and economical, but not utilitarian. While recognising that these are predominantly temporary structures and spaces because they are prominent in view in a central location on the Auckland waterfront, careful attention to design quality is also necessary. Buildings may be large, simple and temporary, but with careful consideration to all aspects of their design, they should be fit for purpose, and contribute positively to the image and activation of the waterfront for the Americas Cup. Similarly, a variety of publicly accessible spaces including wharf plazas, edge promenades, breakwaters, and temporary laneways and areas of open space on Wynyard Point should be designed to integrate with existing streets and spaces and contribute positively to the waterfront both during the event and for the longer term. The following intentions apply to all design: 1. Design coherence Each building, the complex of temporary buildings and enclosures, and the adjacent public spaces should be designed in a coordinated and coherent fashion across the whole development area, informed by an overarching idea as distinct from being a piecemeal assemblage of design responses. 2. Design Quality The bases and related open spaces should be fit-for-purpose in being predominantly temporary event, maritime-industrial facilities on the public and working waterfront. 3 Base locations GENERIC BUILDING DESIGN GUIDELINES (to be applied to the design of all buildings/bases) Building edge activation 1. Provide interactive frontages to streets and publicly accessible wharf spaces while acknowledging the: a. internal functions of each base, b. status, prominence and function of the adjoining space; and c. safety and security requirements and the functional needs of marine and port activities. 2. Locate any public facilities within each base at ground level where they will best contribute to the quality and activation of the adjacent wharf and public spaces. 3. Provide building openings and elements that overlook and allow for natural surveillance of thoroughfares, wharves and public spaces. Scale and visual interest 4. Design buildings to reduce their apparent bulk and contribute to visual interest. This includes providing human scale, fine-grained detail and richness at edges that the public will view at close range, and larger forms and elements to respond to mid and long-range viewing distances. Techniques include: a. expression of primary and secondary building volumes with modulation of height or form; b. offsets of facade planes within any building; c. roof form modulation; d. integration of wall openings and windows; e. variation in materials; f. repetition of elements and treatments to achieve visual rhythm; g. visual expression of building entries; America s Cup Wynyard Hobson Building and Public Space Design Guidelines 10 April
4 h. projections of components over the water and related wharf and street spaces; and i. use of colour, texture and lighting. Team and Event branding and legibility 5. Provide a consistent and coherent approach to team branding to assist legibility of the team bases and expression of the America s Cup as a major international event. Branding should be integrated with base architecture and surrounding open space design. Team and event branding might potentially utilise supergraphics, projection, lighting effects, flags and/or banners, provided advertising is related to the AC36 event, teams and team sponsors.. BUILDING-SPECIFIC DESIGN GUIDELINES Base B, Hobson Wharf Extension Base B is a temporary stand-alone building that is prominent in view from all four sides. It defines a new east-oriented public plaza as well as the Base B yard to the south. Public access is provided for around its northern and western wharf edges. While it must be designed to be fit for purpose to provide for maritime industrial facilities for the event, because of its visual exposure, it must also be of a high quality. Location-specific guidelines 1. Maximise efficiencies and ensure the building footprint is minimised as far as is practicable. 2. Ensure that the public space interface of the building with the new public space to its east and the outer northern edge promenade is designed to be attractive and safe for public pedestrian access. 3. Ensure an informed and considered relationship of building materiality, frontages and connections to the adjacent Maritime Museum and high-quality aesthetic presentation to the adjacent public wharf plaza and Princes Wharf. Bases C-G, Wynyard Point This group of temporary buildings is accessed from Hamer Street and bounded by two new east-west laneways. Being prominent in view predominantly from the south and east, they must present a frontage to both Hamer Street and the interim and temporary open space planned there, as well as to the Wynyard Wharf South water space. Location-specific guidelines 1. Follow a unifying design strategy that maintains a family relationship between the buildings, and responds to their prominence in view from the south and east. 2. Ensure a positive frontage is provided to Hamer Street characterised by compositional coherence and visual interest, continuity of building edge definition of the north-south lane, and activation including main entries and overlook. 5 YARD ENCLOSURES Yard enclosures may be required for physical access control and visual separation, and bases and are typical for marine and port type activities which are envisaged for this area. Activity within the yards will be to an extent in public view from across the water. That the public is able to see some of the activity related to bases during the event is an important aspect of celebrating the America s Cup on the Auckland Waterfront. Yard enclosure design 1. Ensure a comprehensive approach to the design of yard enclosures to provide a sense of visual coherence across all bases, and also the relation of each enclosure to the design of the structures to which it is attached. 2. Provide for emergency and managed event access to and/or as necessary through the yards for Bases A and B. 3. Design any yard enclosures which edge streets or publicly accessible open wharf spaces to be to a maximum of 2.0m in height and to be visually permeable, provide views into yards and a sense of visual quality and interest. 4. Ensure yard enclosure design allows for removal post-event providing for future public access to these wharf spaces. PUBLIC SPACE DESIGN GUIDELINES (to be applied to the design of all public spaces) Public spaces in general 1. Ensure a unifying concept for the design of the permanent wharf extension and breakwaters, and the interim and temporary public spaces on Wynyard Point. Each should: a. be based on an idea that relates to the wider context of existing wharf and public space composition, design and treatments; b. apply a consistent and aesthetically coherent approach to surface treatments, details and finishes; c. express mātauranga and tikanga design principles where appropriate and practicable; and d. accommodate the functions of the marine industry and events and provision for the safe viewing of marine activities from public areas. Wharf and breakwater edges, spaces and plazas 2. Maintain consistency of treatment along any wharf edge or breakwater, integrating elements and treatments that provide for moments of public occupation, and which contribute to public amenity and safety. Incorporate public realm elements, infrastructure and furniture to support public use and occupation of the wharf areas and associates spaces. These include lighting, flagpoles, service connections, seating and shelter elements and safety rails as required. These elements should be designed to have a character which reflects the marine industrial and working wharf setting. America s Cup Wynyard Hobson Building and Public Space Design Guidelines 10 April
6 Wynyard Wharf infill 3. In locating, structuring and surfacing permanent components of the wharf infill along the west side of Wynyard Wharf: a. maintain consistency with long term plans for the Headland Park including locating permanent infill to provide for public access to and along Wynyard Wharf; relate to Unitary Plan viewshafts across the wharf, and potential for pavilion buildings on or adjacent to the wharf infill; and b. provide sub-structure of a type and at a level that will allow for the future installation of surfacing appropriate to a high quality public wharf space; that will include fine grain and texture; and that will be visually differentiated from the Wynyard Wharf surface. Temporary public spaces on Hamer Street frontage 4. Design to clearly read as a temporary interim public space incorporating elements that support public access, use and enjoyment during the event including; a. temporary surface finishes that are fit-for-purpose, simple and economical, and attractive for a range of predominantly public uses; b. appropriate public realm elements including lighting, seating, other furniture items; c. potential for temporary public art installations; d. sub-spaces to function in a range of ways and in various combinations for everyday use and a range of minor events; and e. trees and moveable planters. 5. Maintain a shared surface north-south lane including a continuous and generously wide pedestrian-only route along the western frontage of the base C-G buildings. 6. At the Silo Park interface, extend temporary public space design elements from the Hamer Street zone; potentially include silos or tanks and/or circular elements that will relate to the previous industrial use of the site; and provide for public occupation, clear sightlines and safe means of public access through the space. Subject to consenting requirements, a kiosk providing public services and facilities at the southern end of the wharf is desirable. Lighting 7. Establish lighting that contributes to the legibility of the event and the unique character of this part of the Auckland waterfront, provides for public safety and avoids potential adverse lighting effects.
