2 Phase 1 Construction Updates Richmond Street Girard to Lehigh Avenues Paving of the relocated Richmond Street between Girard and Lehigh Avenues is anticipated to be completed by the end of After completion, traffic will be shifted to the new Richmond Street. 3 Phase 2 Construction Updates Phase 2 includes mainline highway and bridge reconstruction from Frankford to Columbia Avenue. Work on retaining walls is expected to be completed by the end of Construction of the northbound mainline and bridges is also expected to begin late Construction has begun on custom Phase 2 Retaining Wall Construction underpass treatments for Columbia Marlborough Street Avenue, Marlborough and Shackamaxon Streets. Marlborough Underpass Wall Treatments and Landscaping Along the Highway Embankment Columbia Connector Construction of underpass treatments along Columbia Avenue is underway. The Columbia Connector will include underpass treatments, streetscaping, lighting, and public art, some of which will not be completed until Phase 3. Realignment of Delaware Avenue from Columbia to Aramingo Avenues. Construction of a new park at Columbia Avenue. Scheduled to begin early View of Columbia Underpass and Park at Project Completion Northbound Highway Structure and Surface To Be Completed in Phase 3 Phase 4 Reconstruction of the I-95 southbound mainline highway and ramps from Ann Street to Columbia Avenue. Realignment of Aramingo Avenue from Delaware Avenue to Cumberland Streets. Construction of stormwater infrastructure, landscaping, lighting, and parking underneath the mainline in both directions. Richmond Street and Adjacent Sidewalk To Be Completed in Phase 1 This is the final phase of construction for the area between Columbia Avenue and Ann Street. Phase 5 Southbound Highway Structure and Surface and Understructure Improvements To Be Completed in Phase 4 Richmond and Huntingdon Streets at Project Completion, with Construction Phases Highlighted This phase includes mainline highway reconstruction from the Ben Franklin Bridge to Frankford Avenue. 5 Access Under the Highway During Phase 3 Construction Safety during construction is high priority. The goal is contain construction so that it doesn t extend west past the highway. Access to properties will be maintained during construction. Access under the highway will be limited at various points during Phase 3 construction. Specific construction timing and phasing is up to contractor. How is space currently used under the highway? What access is important during construction? What are the critical connections or high priority areas for access?
6 Signed Construction Detours Long-Term Road Closures To access I-95 northbound on-ramp from Girard Ave., loop around Aramingo to Delaware Ave Southbound to Winter Street to the Race Street access point to I-95 NB To access I-95 northbound on-ramp from Richmond Street, go north to Aramingo and continue along Delaware Ave southbound to Winter Street to the Race Street access point to I-95 NB. I-95 Northbound On-Ramp Palmer St. between Delaware Ave. and Salmon St. Southbound Richmond St. from Aramingo Ave. to Schirra Dr. Northbound Aramingo Ave. from Richmond St. to Girard Ave. Richmond Street... Detours will also include short-term road closures of surface streets from Palmer to Ann Streets.
7 Integrating the Highway into the Neighborhood Creating an Active and Vibrant Space Under the Highway Area will be landscaped with a mix of hardscape and plants, include rain gardens stormwater elements, and a multi-use trail. Lighting will be tailored to the specific uses under the highway, with different levels for landscaping, parking, and the trail. Landscaping and Trail Under the Highway at Huntingdon Street *Conceptual Rendering of Finished Condition Looking north along Delaware Avenue at Columbia Park and the reconstructed highway.
8 Access to the Waterfront Making it Easier and Safer to Travel Across and Along the Highway for Everyone Crossing Under Highway Primary connector streets are intended to connect the nearby neighborhoods directly to the river and riverfront public spaces. Primary streets will have more intensive treatments, including public art, signage, and streetscaping. Primary Connector Secondary Connector Moving Parallel to the Highway Richmond Street/Delaware Avenue will include generous sidewalks, new street trees, lighting, and landscaped medians. A new trail will be added underneath the highway Painted bike lanes will be added to Richmond Street in both directions. The East Coast Greenway is a planned resource that we hope to tie into the proposed trail system wherever possible Richmond Street Trail
9 I-95 Girard Avenue Interchange Columbia Connector and Park Through a partnership with DRWC, the Columbia Ave. underpass incorporates public arts, improved streetscaping, and custom architectural wall treatments. Columbia Park will include a large lawn/gathering space, rain gardens, and parking. Delaware Avenue will also feature a landscaped median. 10 I-95 Girard Avenue Interchange Stormwater Management in the Interchange A large stormwater park will be located in the center of the interchange. The landscaping plan includes a variety of hearty plants chosen to provide color throughout the year. A multi-use trail will pass through the area to connect to Girard Avenue through the stormwater park. 11 A View Down Richmond Street Richmond Street includes painted bike lanes in both directions, pedestrian lighting, street trees Before planted in stormwater pits, and decorative wall treatments on the retaining wall along the Conrail yard. The reconstructed highway running alongside Richmond Street will feature a number of understructure improvements, including stormwater BMPs, landscaping, and lighting. 12 New Northbound Ramps At the intersection of Schirra Drive and Richmond Street there will be new northbound on- and off-ramps. The new ramps will be constructed in Phase 3 along with the northbound lanes of the mainline highway. The green space between the new ramps and Richmond Street will be future stormwater BMP locations. They will be heavily landscaped in the same style as other portions of Before the project. Future Stormwater New Northbound On-Ramp Future Stormwater Bike Lane Future Stormwater Schirra Drive New Northbound Off-Ramp After Richmond Street *Conceptual Rendering of Finished Condition An early evening view over Richmond Street and Schirra Drive. The new northbound on- and off-ramps will consolidate exiting and entering northbound I-95. The new ramps will be constructed during Phase 3 of the project.
