4 Project Summary PROJECT DESCRIPTION: The applicant, Anixter Real Estate Inc., is requesting Preliminary Approval from the Appearance Commission to allow a two-story, 61,898 s.f. office building annex, parking lot modifications, and site improvements on a 3.88 acre parcel. This annex building will be linked via the parking lot and walkways to the existing Anixter corporate headquarters to the west. The new building will be two stories compared to the single story building that was originally contemplated, but never constructed, for this site as part of the previous Titan Development Company design. The smaller building foot print allows the applicant to construct additional parking, while maintaining much of the existing parking locations and drive aisles. A new loading area is being provided and the garbage enclosure is being relocated on the site. The building architecture will match the existing Anixter building architecture, materials, and color. The landscaping will match the existing Anixter lot design and include additional buffering along the berm adjacent to the residential neighborhood. New Sternberg light fixtures are being added to the existing ones on site and the proposed lighting levels are in compliance with the Village s lighting requirements. The two existing monument signs will be modified to included identification for the Anixter building. The signage for both building tenants will consist of 6-inch metal letters, with the same color and font style, which will be externally illuminated from the existing ground fixtures. The applicant is also proposing to remove ten (10) spaces on the existing Anixter lot to accommodate the drive aisle connection and walkway connections to the annex. In order to replace those spaces, twenty-two (22) spaces will be added which were originally approved, but never installed. Included on the landscape plan is a design to provide additional buffering for the adjacent residential development along these new parking stalls. BACKGROUND: Anixter International was founded in Chicago in 1957 and is now a Fortune 500 company (ranked 414 in 2011) that is the leading global supplier of communications and security products, electrical and electronic wire and cable, fasteners, and other small components. Anixter has 7,900 employees with sales offices and distribution centers in 50 countries serving over 100,000 customers. On April 16, 2002, the Village approved a $2 million TIF incentive for Anixter to relocate their corporate headquarters building from Skokie, Illinois to the Prairie Glen Corporate Campus. Subsequently, an approximate 167,000 s.f. building was constructed and occupied in 2003 and now employs approximately 670 individuals. This facility produces approximately $1 million in annual property taxes. Anixter has several other office locations in the Chicagoland region including Wood Dale and Morton Grove. On April 17, 2012 the Village Board of Trustees approved the support of property tax assistance in order for the Glenview site to be competitive with other potential locations for this expansion - in particular, Anixter s Wood Dale facility. The original Anixter development was approved in 2002 (see attached Ordinance 4392) and the original Titan Development Company design for the lot where the annex building would be located was approved in 2004 (see attached Ordinance 4614). The subject parcel was originally planned for a onestory medical/dental office building, but has been vacant since marketing of The Glen commenced in

During the meeting the Commission had a few questions on the circulation patterns of the vehicles through the site and how many workers would be anticipated using the pedestrian connection to the building. Following the Commission comments the project was approved as submitted. There was no public in attendance at the meeting. The recommendation will be considered by the Village Board on June 19, Appearance Commission Review APPEARANCE PLAN COMMENTS: Staff comments after evaluating the proposal for compliance with the Appearance Plan: Building Design Criteria from Appearance Plan: Quality of design and relationship to surroundings Good scale and harmonious conformance with neighboring development Materials with architectural character and harmony with adjoining buildings Building components with good proportions and relationship to one another Harmonious colors Avoidance of monotony; avoidance of inappropriate, incompatible, bizarre and exotic designs Staff comments: o The petitioner shall furnish a sample board with the proposed materials and colors for the development for the file and review by the Appearance Commission. Sign Criteria from Appearance Plan: Compatibility with building architecture Compatibility with signs on adjoining buildings Harmony with surrounding landscape Good scale in relationship to surroundings Use of harmonious colors Staff comments: o The petitioner shall furnish a material sample that demonstrates the proposed letter color. Landscaping Criteria from Appearance Plan: Grades of walks, terraces and other paved areas shall provide an inviting and stable appearance for walking, and if seating is providing, for sitting. Landscape treatment shall be provide to enhance architectural features, strengthen vistas and provide shade. Plant material shall be selected for interest in its structure, texture, and color and for its ultimate growth. Plants should be indigenous, hardy, harmonious and of good appearance. Where plants are susceptible to injury they should be protected. Staff comments: o None of the existing trees have reached 16-inch DBH size that would trigger regulation by the Village s Tree Preservation Ordinance, however the petitioner has listed the quantity that are being removed, transplanted, and replaced for the Commission s reference. 5
6 Lighting Criteria from Appearance Plan Enhancement of the building design and adjoining landscape Compatible design and size with the building and adjacent areas Restraint in design Avoidance of excessive brightness and brilliant colors Staff comments: o The proposed lighting includes the compliant Sternberg lighting fixtures (18 tall fixture location) that complie with the Village s lighting requirements. POTENTIAL NEIGHBORHOOD IMPACTS: The applicant proposes additional parking improvements adjacent to the multi-family residential development named Cambridge at the Glen. As a result, adequate buffering of the parking lot, clarification of any engineering modifications related to overland drainage that may affect properties to the south, and the lighting levels may be concerns raised by the neighbors. Village Staff has contacted the Cambridge at the Glen HOA President to let her know of the proposed work and forwarded her the staff report. As of press time, no correspondence was received from the public or neighboring properties regarding the proposal.
