3 What has been happening?: Project Update Public Open House - November 28, 2017 New Park Design Preferences Survey - open December 1 to January 12 (approx. 400 responses) December 4 Council Meeting endorsed preparation of concept design for the proposed Civic Square and a review of the open space next to Wyndham Manor Coordinated concept design exercise initiated for SECC New Park, Open Space Block, Wallace Park and Civic Square SECC site and building design continues to evolve 3

4 What have we heard?: Project Update Community wanted to know about the plans for other parks and open spaces near the SECC New Park site. In response, town has studied parks and open spaces within 400m +/- of New Park site to determine how they will be developed and/or redeveloped in the near future. Survey results from the last meeting have been collected and tabulated. Information has helped guide decision making and confirm direction for the New Park design. 15 New Park / CC Entry Court & Plaza Design Guiding Principles The block is adjacent to the Trafalgar Road Heritage Conservation District and contains the old Trafalgar High School building which is a significant heritage designated building. Site landscape design should integrate heritage interpretive elements. CC New Park Landscape spaces are designed to be closely related to the new community centre uses and programs and will also service the local neighbourhood. Landscape is to be well connected to nearby yp parks, streets, transit, parking garage and to the proposed new development to the east and south. Provide a north-south Green Link edge along Reynolds Street. S ill t l t b l t d i di t l dj t t th Entry Court & Plaza Spill-out plaza spaces are to be located immediately adjacent to the building to provide focused circulation and activity at the south and north main entrances. 15

16 New Park / CC Entry Court & Plaza Design Guiding Principles Park design is to provide a variety of health and wellness features such as gathering and flexible use areas, soft landscaping and theme gardens, heritage interpretation and play / exercise opportunities. CC New Park New Park is to be designed to accommodate storm water infiltration through the use of naturalized planting and low maintenance planting. Incorporate a buffer area at the north edge to transition to proposed residential area. Entry court is to be a pedestrian-priority area allowing for vehicle access to the parking garage from Reynolds Street, drop-off and pick up functions and emergency servicing. Entry Court & Plaza 16

20 Allan Street Open Space Concept AllanStOpenSpace Space Address: Allan & Sheddon Size: 0.30 hectares Allan Street Open Space is proposed to have a focus on passive recreation for the senior community. It is anticipated that park users will be primarily residents and visitors from the existing and proposed seniors focused residential development immediately adjacent to the park. Guiding Principles Due to proximity to Wyndham Manor and the proposed Seniors Oriented Housing Block, the park is to be designed to facilitate use by nearby residents, caregivers and visiting families and friends. Park design is to respond specifically ca to the needs of seniors s in public spaces, including gently sloping paths, clusters of diverse seating areas, accessibility for wheelchairs and walkers, walking loop, gardens and soft landscaping, trees, open lawn areas and clearly defined entrances into the park space. Integrate community history and heritage. Park to be well connected to a proposed mid-block path system linking this site to the proposed Civic Square and the New Community Centre. Town to work with Wyndham Manor and other stakeholders through the detailed design process. 20

23 Civic Square Theme & Guiding Principles Civic i Square Theme Civic Square is proposed to have a focus on community heritage, celebrations and gatherings. The space is envisioned to have strong connections to the proposed community centre and the surrounding existing and proposed residential areas. It is anticipated that park users will include patrons of the community centre, the local and larger Oakville community. Guiding Principles Three fundamental themes of principles have been developed for the site. They include high-level directions for: Public Access Heritage Design Public Access Although part of the larger development site for a privately owned Seniors Oriented Housing Block, the town will require that the civic square be designed to meet or exceed town standards for a public space and that it be publicly accessible. 23

The space is envisioned to have strong connections to the proposed community centre and the surrounding existing and proposed residential areas. It is anticipated that park users will include patrons of the community centre, the local and larger Oakville community. Guiding Principles Heritage: The site s heritage will be the primary inspiration of the square and landscape design with the heritage building forming the baseline for site layout and geometry. Site heritage interpretation features are to be included in the design. The school building shall take precedence over other new structures proposed on the site. The west exterior façade of the school building facing Reynolds Street is to be restored to its original form including the reconstruction of a single grand entrance, landings and steps. Although this façade is grand in appearance, it may not necessarily be the primary entrance to the ground floor of the building as it will not likely be barrier-free. The north façade of the building, as it has been significantly changed over time, could be modified to address the modern architecture and landscapes associated with the new community centre and to provide a barrier-free north facing main entrance to the plaza area. 24

25 Civic Square Theme & Guiding Principles Civic i Square Theme Civic Square is proposed to have a focus on community heritage, celebrations and Guiding Principles Design: A transition area is to be provided at the north edge of the site to blend the community centre entry plaza with the Civic Square. The intent is that the two spaces will work together to create a larger civic precinct through the consistent gatherings. The space is application of materials and design elements. envisioned to have strong connections to the proposed community centre and the surrounding existing and proposed residential areas. It is anticipated that park users will include patrons of the community centre, the local and larger Oakville community. A transition area is to be provided along the east side of the site to blend Civic Square uses with the proposed Seniors Oriented Housing Block. Continue the north-south Green Link along Reynolds Street through the Civic Square, however modified to preserve existing trees. Provide a diversity of spaces at different scales to maximize gathering and meeting opportunities. Site accessibility and safety must be prioritized. Ensure pedestrian and cycling access through and to the Civic Square is maximized and well connected within the larger formal hospital site. Design should be flexible to respond to the future building uses/occupants. 25

31 Wallace Park Concept Design Wallace Park Address: 245 Reynolds St Size: 1.56 hectares Wallace Park is proposed to have a focus on all season, active, skills development, destination draw for local community. Due to presence of washroom (possible warm skate changing area in the winter), park users will likely plan to stay for a couple of hours, during all seasons of the year. Guiding Principles Remove existing ball field and redevelop site to provide more diverse and multi-seasonal recreational opportunities. Include small scale sports court and ice surface, dry-play, fit-play, wet-play and picnic areas. Centralize new park features to keep active areas away from adjacent streets and nearby residential areas. Place new multi-sport court to the west side of the site near the existing tennis courts. Replace/upgrade existing washroom building. Cluster with other built form on the site. Provide clear access to washroom building from play / sports areas. Coordinate park service access with the existing Hydro Facility driveway. Town to explore formalizing layby parking on Sheddon Street. 31

35 Brantwood Playground Brantwood Playground Address: 221 Allan St Size: 0.15 hectares Brantwood Playground is a scaled neighbourhood play ground. It is anticipated that park users will be primarily residents and visitors from the local neighbourhood on the east side of Allan Street. Guiding Principles Relocate existing play structure closer to the Douglas Avenue and Palmer Avenue Intersection. Create seating and small gathering area. Retain existing trees. Maximize open area for informal play. 35
