Homes is preparing a planning application for a development of up to 36 new homes, including a mix of properties to meet local demand. This public consultation event is your chance to have your say and help shape the design of our proposed development before we submit the plans to Aylesbury Vale District Council. Representatives from Homes and our specialist consultants are here today and will be happy to discuss our proposals with you and answer any questions you may have. A selection of typical homes by

3 ABOUT THE SITE The site, which is located on the western edge of Wingrave, extends to just over four acres and is currently used for livestock grazing. In November 2015, Wingrave-with-Rowsham Parish Council submitted its Neighbourhood Plan, which is a way of helping local communities to influence the planning of the area in which they live and work. This site was identified within the Parish Council s Submission Plan as a proposed allocation for approximately 30 new homes. The Examiner s Report on the Neighbourhood Plan has recently been published. The Examiner confirmed that subject to a series of minor modifications, the Neighbourhood Plan should proceed to referendum. The site is in a locally designated Area of Attractive Landscape but is not subject to any national landscape or heritage designations such as Green Belt or Area of Outstanding Natural Beauty. A detailed Agricultural Land Classification survey has identified Subgrade 3b moderate quality agricultural land across the site. It does not, therefore, contain best and most versatile agricultural land. Aerial site location plan

4 OUR PROPOSAL Homes is proposing to build a development of up to 36 high quality new homes on the site, including ten affordable properties. The scheme will comprise a mix of housing types with two, three and four-bedroom properties to give a wide spectrum of housing opportunities, helping to meet local demand for new homes. These will include 28% affordable homes, which will include a mix of affordable rented and shared ownership properties. The development is likely to include: 5 two bedroom houses 13 three bedroom houses 18 four bedroom houses Proposed layout In addition to delivering much needed affordable housing to meet local needs, the development will also provide further community benefits such as contributions to local facilities and infrastructure in order to help mitigate the impact of the development.

5 DESIGN Homes is renowned for designing high quality developments that enhance the areas in which they are located. The proposed homes will take inspiration from the character of the local area, using a palette of materials, which includes brick and reconstituted stone. They are traditionally designed, with generous private gardens and plentiful off-street parking. The proposed development takes the form of a simple cul-de-sac, which has been designed to respect the existing pattern of development in the village. It would include retention of the existing boundary vegetation and new planting within the site to help integrate the development into its surroundings and provide a sympathetic transition between the built environment and open countryside. 6 TRANSPORT AND ACCESS Transport The proposed development of up to 36 dwellings will generate around 20 two-way vehicle trips during weekday morning and evening peak hours, equating to an average of one vehicle trip every three minutes. We are aware of the parking problems occurring on Twelve Leys during peak school drop off/collection times and also in the evenings. To ensure the development proposals do not heighten any parking difficulties, each property will be provided with the appropriate number of car parking spaces based on local parking policy, which takes into account the size of the dwellings and location of the development. Dedicated visitor car parking spaces will also be provided in an attempt to reduce parking difficulties along Twelve Leys, which will be available for the benefit of parents dropping off or picking up children from the school, as well as those visiting residents on the development. Access Access to the site will be via a new priority junction with Twelve Leys in the location of an existing field gate, approximately 150 metres south-west of Wingrave C of E Combined School. Footways will be provided to either side of the access and internal roads, connecting to the existing footpaths on Twelve Leys. The existing public footpath running through the site will be retained. This will be improved to provide a paved surface and the style at Nup End Lane will be removed to improve access for all. The improvements will enhance the accessibility of the site by enabling this link to be used all year round. Proposed layout

7 LANDSCAPE A Landscape and Visual Impact Assessment has been undertaken to investigate the potential impact of the proposed houses on the character of the local landscape and local views. It has identified sensitivities in relation to the adjacent residential dwellings which overlook the site, the public footpath which crosses the site and the presence of the village in long views from the Vale of Aylesbury and the Chiltern Escarpment. The development design has evolved to take account of these considerations, including new tree and hedgerow planting to the south of the development, setting back houses from the development edge and the use of local materials in construction to reflect the historic character of Wingrave village. 8 ECOLOGY AND ARCHAEOLOGY Ecology An ecological assessment of the site is currently being undertaken. The initial habitat survey in June 2016 found that the site was largely composed of grassland (grazed by sheep) with patches of rank grassland, scrub, a built structure, hedgerows and a small group of mature sycamore trees. The most important ecological features are the hedgerows; several of which are species-rich and contain mature trees with ecological and aesthetic value. Suitable habitat for common reptiles was also identified and reptile surveys are currently ongoing. s intention is to retain and enhance the hedgerows, which will retain commuting corridors and shelter habitat for a range of species, such as small mammals, birds and bats. There is scope within development proposals to include several enhancement measures such as the installation of bat and bird boxes in retained trees. Further survey work is ongoing to determine the levels of use and what mitigation, compensation and enhancement measures may be required. Archaeology Whilst there are no known heritage assets within the development site, a heritage assessment will be undertaken, which will assess the potential of the site to contain archaeology based on landscape patterning. It will also look at the potential impact on the setting of listed buildings and other designated heritage assets such as the Conservation Area to ensure that the proposed development has no negative impact. The proposed development site

9 FLOODING AND DRAINAGE The site is categorised as having the lowest risk of flooding by the Environment Agency. However, a full Flood Risk Assessment will be submitted with the planning application. The drainage strategy will use sustainable drainage techniques in order to mimic the site s natural pre-development drainage arrangements to ensure that surface water run-off is restricted to the same rate that currently exists and the development does not increase the risk of flooding. Foul water will drain to the lowest part of the site, at the southern end, and then be pumped to discharge to the Thames Water sewerage network in Twelve Leys. The preferred point of connection will be confirmed by Thames Water based on an assessment available capacity in the system.

10 NEXT STEPS s proposed development on land to the south of Twelve Leys is a considered scheme, which has been sensitively designed to complement the local character of its surroundings. It would help to meet the identified demand for local housing in the district, on land recommended for allocation by the District Council and Parish Council. It is s intention to ensure potential development of the site would be an attractive and sustainable addition to the village that would support existing facilities.
