7 TRACHTENBERG ARCHITECTS 2421 Fourth Street Berkeley, CA phone: San Pablo Avenue June 17, 2016 Applicant s Statement Dear Sir/Madam: Our clients, John Gordon, Janis Mitchell and Bruce Gordon, are in contract to purchase the existing Hydraulic Service Center located at 2734 San Pablo Avenue in Berkeley, CA. This project proposes to remove the existing mezzanine and change the use of the site from service to retail. The building will be leased as speculative retail space (10,164sf). Zoning The building is located within the C-W Zone. Parking Pursuant to BMC 23E no additional parking is required nor is the existing parking required to meet the current district minimum unless the proposed use is changed to one with a higher numerical parking ratio than the district minimum (2 space per 1000sf). The parking ratio for Retail Use is the same as the district minimum in the C-W zone (2 spaces per 1000sf). The existing 1715 sf mezzanine will also be removed, further decreasing the floor area served by the existing parking lot. Please note the existing use, Marine and Industrial Hydraulic Service, conforms to NAICS CODE # as a Commercial and Industrial Machinery and Equipment Repair and Maintenance. The existing use does not meet the NAICS definition of a Light Industrial or Manufacturing Use as specified in the City of Berkeley Municipal Code. BMC 23E Parking Requirements for Change of Use and Expansions of Buildings in C, M, MM, MU and R-SMU Districts A. No change of use shall be required to meet the off-street parking requirements of either the district or this chapter unless the structure has been expanded to include new floor area or the use is changed to one with a higher numerical parking standard than the district minimum. When the new use has the same or a lower numerical parking standard than the previous use, the new use shall not be required to meet the off-street parking requirements of the district and this chapter. Design Review New Storefronts, parking lot upgrades, lighting and signage will be addressed in a separate submission to Design Review and is not part of this zoning submission.
